SCOPE. This Commercial Item Description covers the requirements for a structur
2、al fire fighters glove to be used by Navy Damage Control fire fighters. 2. SALIENT CHARACTERISTICS. 2.1 Description. The fire fighters glove is a leather five-finger, knit wristlet style glove comprised of an outer shell, moisture barrier (liquid/fluid), and thermal liner. The system shall be permit
3、ted to be configured as a single layer or multiple layers that are permanently attached. The glove and all layers shall be available in a minimum of five sizes, (small, medium, large, xlarge, xxlarge). The glove and all layers of the glove shall be incrementally graded to comply with hand sizing dim
4、ensions as defined by National Fire Protection Association (NFPA) 1971. The glove shall have an additional insulative pad between the outer shell and moisture barrier on the back of the hand. The insulative pad covers the entire back of the glove up to the crotch of the fingers. 2.2 Materials. The c
5、ontractor shall certify that the fire fighters glove shall be constructed, tested and labeled in accordance with NFPA 1971. In addition the glove shall meet the following: 2.3 Design. Design requirements shall be in accordance with the protective glove design requirements of NFPA 1971 with the follo
6、wing exceptions: a. Sample glove body shall extend circumferentially not less than 5.08 cm (2 inches) beyond the wrist crease where measured from the tip of the finger and shall be close fitting at the opening to restrict the entry of embers and other foreign particles. b. Sample glove body and wris
7、tlet shall extend circumferentially not less than 13.97 cm (5.5 inches) beyond the wrist crease. 2.3.1 Insulative pad. The insulative pad shall be fire retardant silicone foam with an integral skin on the top and bottom surfaces. The insulative pad shall extend on the back of the glove from the end
8、of the glove body to approximately inch below the crotch of the fingers. The insulative pad shall be secured in back of the glove in such a manner that stitched seams do not chaff or cut through the pad itself. 2.3.2 Moisture barrier. The moisture barrier shall be made out of an expanded polytetrafl
9、uoroethylene (PTFE) film either manufactured as a reinforced separate insert or be combined with one of the other layers. In either situation, the moisture barrier by itself shall be individually graded and produced in as many sizes as required glove sizes (example: small, medium, large, xlarge, xxl
10、arge) and incrementally graded to comply with hand sizing dimensions as defined by the NFPA 1971. 2.3.3 Thermal liner. The thermal liner shall be either manufactured as a separate component or be combined with one of the other layers. In either situation the thermal liner by itself shall be individu
11、ally graded and produced in as many sizes as required glove sizes (example: small, medium, large, xlarge, xxlarge) and incrementally graded to comply with hand sizing dimensions as defined by NFPA 1971. 2.3.4 Color. The body of the glove shall be dark blue with a tan thumb. Beneficial comments, reco

14、A-59794 2.4 Overall liquid integrity test. In addition to the standard Overall Liquid Integrity Test of NFPA 1971, the following modified test shall be run. The Navy required changes shall be that the convective heat conditioning procedure will be as follows: a. The oven preheat shall be stabilized
15、at 260 C +6/-0 C (500 F, +10/-0 F). b. The specimen exposure time shall begin when the test thermocouple reading reaches 260 C +6/-0 C (500 F, +10/-0 F) and shall remain at that temperature for the duration of the test. c. The specimens shall be at 260 C +6/-0 C (500 F, +10/-0 F) for a 5-minute +15/
16、-0 seconds and then removed and subjected to required testing. 2.5 Insulative pad performance requirements. A commercial label is acceptable. If procured under contract,
18、additional permanent printed or stamped label containing the contract number and the national stock number is included. 2.7 Workmanship. Gloves shall be free from irregularities or defects which adversely affect performance, reliability, or durability. 3. REGULATORY REQUIREMENTS. The offeror/contrac
19、tor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 4. PRODUCT CONFORMANCE PROVISIONS. 4.1 Product conformance. The products provided shall meet the salient characteristics of this Commercial
20、 Item Description, conform to the producers own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial marketplace. The government reserves the right to require proof of such conformance. 4.2 Defects. The gloves shall be exami
21、ned for the following defects: Any hole, or visible repair; material or components not in accordance with the product demonstration model; tears, pulled, loose or snagged stitches, stained, not properly sized, wrong color, missing, incorrect or illegible labels, any variance not otherwise classified
22、 herein but at variance with the product demonstration model. 5. PACKAGING. Preservation, packing, and marking shall be as specified in the contract or order. 6.
