15、ent of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. 3. . REQUIREMENTS * 3.1 Standard sample. The f

16、inished cloth shall match the standard sample for shade and uniformity of shade and shall be equal to or better than the standard sample with respect to all characteristics for which the standard sample is referenced (see 6.3). The standard sample is identified under piece no. 88307. 3.2 Formula app

17、roval. The prospective contractor or his finishing plant shall submit with his bid to the contracting officer for approval, a list of materials which will be used if contract is awarded. The list shall stipulate amounts, grades, and standards for all materials including solvents, and the manufacture

18、rs name. This list is for the information of the Government and is not to be disseminated to the public. Approval of the quantitative formula submitted shall in no way absolve the contractor from complying with the performance requirements of this specification. 3.3 First article. When specified (se

19、e 4.3 and 6.2), the contractor shall furnish a sample for first article inspection and approval. 3.4 Material. 3.4.1 Yarn. Warp and filling shall be single yarns made from carded cotton 3.5 Weave. The weave shall be a 2 up - 1 down right hand twill (see 4.5). 3.6 Preparation. The cloth shall be sing

20、ed and desized (see 4.4.1 and 4.5). 3.7 Color. The color shall be Navy shade Blue 3371 and shall match the standard sample. The warp shall be Indigo dyed. The filling yarn may be tinted. (see 4.4.1 and 4.5). 3.7.1 Sulfur content. The use of dyes and compounds containing elementary sulfur capable of

21、oxidation to sulfuric acid is prohibited. When a standard sample is not available, the dyed cloth shall show no more than a slight trace of labile sulfur as defined in the test method specified in 4.5. * 3.7.2 Matching. The color and appearance of the dyed and finished

23、cloth shall match the standard sample when viewed under filtered tungsten lamps which approximate artificial daylight having a correlated color temperature at 7500(+ 200 K), with illumination of loo(+ 20) foot candles, and shall be a good match to the standard sample under incandescent lamplight at

24、2300(+ 200 K) (see 4.4.2.5). - * 3.7.3 Colorfastness. The finished cloth shall show fastness to laundering (after 3 cycles), light (after 40 standard fading hours), crocking and perspiration equal to or better than the standard sample when tested as specified in 4.5. As a limit of acceptability or w

25、hen no standard sample is available, the finished cloth shall show a minimum of “good“ fastness to light (40 SFH), fair fastness to perspiration, a color change after laundering no greater than 2-3 on AATCC Gray Scale for color change and crocking no less than 3.0 dry and 1.5 wet when tested as spec

26、ified in 4.5. * 3.8 Physical requirements. The finished cloth shall conform to the physical requirements shown in Table I when tested as specified in 4.5. The width of the c

29、loth shall be as specified (see 6.2) and shall be the minimum acceptable wid th inclusive of selvages when fly shuttle looms or shuttleless looms, with tuck-in selvage looms are used. For all other shuttleless looms the width measurement shall be made between the last warp yarn on each side excludin

30、g the protruding fringe. 3.9 Seam efficiency. The cloth shall have a seam efficiency of not less than 80 percent when tested as specified in 4.5. * 3.10 Dimensional stability. The finished cloth shall not shrink nor elongate more than 3.0% in either the warp or filling when tested as specified in 4.

31、5. The pre-shrinking process used shall not be identified by name or by trademark, either on the cloth, ticket, or package. * 3.11 Treatment. The cloth shall be given an approved flame retardant treatment (see 6.5 and 6.6). The finished cloth shall have an average time of after flame time of not mor

32、e than 2.0 seconds, not more than 5.0 seconds average after-glow time and an average length of char of not more than 5.0 inches (12.5cm), both initially and after 25 launderings when tested as specified in 4.5. 3.12 pH. The pH value of the water extract of the finished cloth shall be no lessthan 5.0

33、 nor more than 8.5 when tested as specified in 4.5. 3.13 Non-fibrous material. The cloth, prior to treatment, shall show no more than 2.0 percent starch and protein content including chloroform-soluble and water-soluble material, when tested as specified in 4.5. 3.14 Toxicity approval. Only those fl

34、ame retardant treatments already evaluated and approved by the appropriate medical service in regards to toxicity and so listed in the invitation for bids or request for proposal shall be considered acceptable for the related procurement (see 6.5). * 3.15 Length and put-up. Unless otherwise specifie

35、d (see 6.2), the finished cloth shall be furnished in continuous lengths, each not less than 40 yards (36.6m). 36、ification. The face side of the cloth shall be identified by stamping “FACE“ on that side of the cloth at each end of the roll. * 3.17 Fiber identification. Each piece shall be labeled or ticketed for fiber content in accordance with the Rules and Regulations under the Textile Fiber Products Identif

37、ication Act. 3.18 Workmanship. The finished cloth shall conform to the quality established by this specification. The demerit points per 100 square yards (83.6111 ), when calculated as specified in section 4, shall not exceed the established maximum point values. 4. QUALITY ASSURANCE PROVISIONS * 4.

38、1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements (examinations and -tests) as specified herein. Except as otherwise specified in the contract or purchase order, the contract

39、or may use his own or any other facilities suitable for performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to

40、 ensure supplies and services conform to prescribed requirements. * 4.1.1 Responsibility for compliance. All items must meet all requirements of sections 3 and 5. The inspection set forth in this specification shall become a part of the contractors overall inspection system or quality program. The a

41、bsence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspection, as part of manufacturing operation

42、s, is acceptable practice to ascertain conformance to requirements, however, this does not authorize submission of known defective material, either indicated or actual, nor does it commit the government to acceptance of defective material. 4.1.2 Certificate of compliance. Where certificates of compl

43、iance are submitted, the Government reserves the right to check test such items to determine the validity of the certification. 4.2 Classification of inspection. The. inspection requirements specified herein are classified as follows: 1. First article inspection (see 4.3). 2. Quality conformance ins

44、pection (see 4.4). * 4.3 First article inspection. When required (see 6.2), the first article of finished cloth submitted in accordance with 3.3 shall be visually inspected for uniformity of shade, color, and finished appearance, and shall be tested for chemical and physical properties in accordance

Sampling for inspection shall be performed in accordance with MIL-STD-105,

46、except where otherwise indicated. * 4.4.1 Component and material inspection. In accordance with 4.1 above, components and materials shall be tested in accordance with all the requirements of referenced specifications, drawings, and standards unless otherwise excluded, amended, modified, or qualified

47、 in this specification or applicable procurement documents. A certificate of compliance may be submitted for the material requirements of 3.4.1 and the singeing of 3.6. * 4.4.2 Examination of the end item. Examination of the end item shall be in accordance with 4.4.2.1 through 4.4.2.5. * 4.4.2.1 Yar

48、d-by-yard examination. Each roll in the sample shall be examined on face side only. When the total yardage in the roll does not exceed 100 yards (91.4111) the entire yardage in the roll shall be examined. When the total yardage in the roll exceeds 100 yards (91.4m), only 100 yards (91.4111) shall be

49、 examined. All defects are defined in Section 1 of FED-STD-4, which are clearly noticeable at normal inspection distance (3 feet) (0.91111) shall be scored and assigned demerit points as listed in 4.4.2.1.1, except that only the slubs and knots which exceed the limits shown on Sears Fabric Defect Scale (see 6.4), IE“ or l3“ as applicable for slubs and “C“ for knots shall be scored.
