Materials in unopen
17、ed containers shall be usable and meetthe manufacturers original specification at the end of one year.3.8 . The impregnant shall cure to a hard firm mass when in contactwith aluminum, copper, iron, magnesium, and zinc alloys (see -4.5.4.1). TIM curedmaterial shall be free of obvious surface defects,
18、 holes, pits, and fissures. Thesample with copper shall not show a greenish color.3.9 Jx!akaze. Impregnated test specimens shall show no leakage whenimpregnated ae specified in 4.5.5.2 and -tested as specified in 4.5.5.5. Leakageis indicated by a continuous flow of bubbles from within che casting.3.
19、10 Compatibility. The cured impregnant shall not be attacked by thechemicals listed in table III for the applicable class3.11 .Effecton Daint (class 3 onlvl. The cured sealant shall not cause thepaint system to chip, peel, or show loss of adhesion (see 4.6) .3.12 Reactivity (class la onlv). The reac
20、tivity of the class la impregnantwith either TNT or Composition B explosive shall not exceed 2.0 ml of gas (see4.7).3.13 Filterable solids. The impregnant shall contain no filterable solids(see 4.5.2).3.14 Toxic. The material shall have no adverseeffect on the health of personnel when used for its i
21、ntended purpose. Conformanceshall be determined by a health hazard risk assessment (HHP.A)in accordance with4.8. Products meeting this requirement will be issued a letter of approval by theNaval Sea Systems Coand. Letters of approval shall apply solely to those -products specifically evaluated for t
22、oxicity. Formulation changes in the productshall require a re-evaluation of the product for toxicity and a new letter ofapproval. Approval letters will be in effect for a maximum of three years, afterwhich, re-issue may be requested. Manufacturers shall provide a copy of theapPrOVal letter applicabl
23、e co offered products to the contracting activity beforethe product will be accepted (see 6.2) Questions pertaining to health hazardsshall be referred by the Contracting Activity co Chief, Bureau of Medicine andSurgery, Department of the Navy, who will act aa an advisor to the contractingAgency.3.16
24、.1 Hazard warning labels. A hazard warning label must be provided bythe contractor in accordance with the requirements of the OSHA HazardCommunication Standard, 29 CFR 1910.1200. Specific information on implementationis included in MIL-STD-129.3.15 Material safecv data sheet (MSDS1. The contracting
25、activity shall beprovided a material safety data sheet at contract award. The MSOS shall beprovided in accordance with the requirements of FEO-STD-313. Unless otherwise specified in thecontract or purchase order, the contractor is responsible for the performance ofall inspection requirements (examinations and tests) as sp
27、ecified herein. Exceptas otherwise specified in the contract or purchase order, the contractormay usehis own or any other facilities suitable for the performance of the inspectionrequirements specified herein, unless disapproved by the Government. The Govern-ment reserves the right to perform any of
28、 the inspections set forth in thespecification where such inspections are deemed necessary to ensure supplies andservices conform to the prescribed requirements4.1.1 or compliance. All items shall meet all requirementsof sections 3 and 5. The inspection set forth in this specification shall becomea
29、part of the contractors overall inspection system or quality program. Theabsence of any inspection requirements in the specification shall not relieve thecontractor of the responsibility of ensuring that all products or suppliessubmitted to the Government for acceptance comply with all requirements
30、of thecontract. Sampling inspection, as part of manufacturing operations, is anacceptable practice to ascertain conformance to requirements, however, this downot authorize submission of known defective material, either indicated or ZICLWI1,nor does it commit the Government to accept defective materi
31、al.4.2 Classification of inspections. The inspection requirements specifiedherein are classified as follows:(a) Qualification inspection (see 4.3)(b) Quslity conformance inspection (see 4.4)I 4.3 Qualification inspection. Qualification inspectionat a laboratory satisfactory to the Naval Sea Systems

33、toxicity problem associated with the handling, storage,application, use, removal, disposal, or combustion of the product. The requestfor HHIL4shall also include a product material safety data sheet and a copy of theproduct label. The manufacturer shall provide any other information requested byNF.HC
34、to perform their evaluation. Proprietary data, which is clearly marked assuch, will be held in the strictest confidence by NSHC. The request for a HHMshall be addressed to the Commanding Officer, Navy Environmental Health Center,2510 Walmer Avenue, Norfolk, Virginia 23513-2617, Attention: Mr. J.R. C
35、rawl,CIH/NEHC-34 . The manufacturer shall also send a copy of the letter which.requeststhe HHRA to the Chief, Bureau of Medicine and Surgery (MED-03B4), Washington, DC20372-5120. Upon receipt of the HHRA performed by NEHC, the manufacturer shallsend a copy to the Naval Sea Systems Command, Code 05M,
36、 Washington, DC 20362-5160,with a request for approval.4.9 JnsDection of oackaeing. Sample packages and packs, and the inspectionof the presenation- packaging, packing and a75arking far shipment, stowage, andstorage shall be in accordance with the requirements of section 5 and thedocuments specified
37、 therein.5. PAClL4GING(The packaging requirements specified herein apply only for direct Governmentacquisitions.)5.1 Packaing. Packaging shall be level A or C, as specified (see 6.2) .5.1.1 General requirements. General requirements for packaging shall be asfollows:(a) Aerobic thermal cure material.
38、 Unless otherwise specified (see6.2), the impregnant shall be packaged in screw top or multiplefriction top rectangular cans, steel pails, or metal drums,whether furnished in a liquid, jelly or powdered form. Whencomponents required to equal one unit of issue, producing thespecific quantity of produ
39、ct, shall be packaged together as akit in a unit container. The capacity and style of the containersshall be as specified by the contracting activity (see 6.2).(b) Anaerobic ion cure material. Unless otherwise specified (see 6.2),the impregnant shall be packaged in rectangular screw top lowdensity p
40、olyethylene carbons.5.1.2 Level h.5.1.2.1 Liauid materials. Liquid materiels shall be packaged in rectangularcans with a screw cap closure not exceeding 1-gallon capacity in accordance withtype I of PPP-C-96; closed top style 5-gallon steel drum in accordance with typeI, class 4, 5 and 6 of PPP-P-70

42、63c5.1.2.2 Powdered and iellv-tme material. Powdered or jelly-Cype materialsshall be packzged in round containers with a multiple friction top closure notexceeding l-gallon capacity i“ acordance with typ V, class 2 of PPP-c-96; 5-gallon round open top style containers with 16 lug closures, in accord
43、ance withtype V, class 2 of PPP-C-96; or in 6- co 55-gallon open top style metal drums,with bolted ring seal closures and with side seams welded, in accordancewith 37Dof DOT Regulations, Title 49.5.1.3 .LsvelC. Preservation-packaging shall afford protection againstdeterioration and physical dsmage.
44、The contractors normal retail or wholesalepresemation-packaging methods may be utilized when such meets the requirements.5.2 Packing. Packing shall be level A, B or C, as specified (see 6.2)5.2.1 Levels A and B containers. The cans shall be packed in accordancewith the appendix of PPP-C-96. Drums wi
45、ll require no overpacking.5.2.2 vel C. The impregnant shall be packed for shipment in a manneracceptable to the common carrier and which will ensure safe delivery atdestination, in a satisfactory condicion, at the lowest applicable rate.Containers, packing, or method of shipment shall comply with Un
46、iform Freight orNational Motor Freight Classification Rules or Regulations or other carrier rules,as applicable, to the mode of transportation.5.3 Marking. In addition co any special marking required (see 6.2), unitcontainers and exterior shipping containers shall be marked in accordance withMIL-STD
47、-129, and shall include the date of manufacture and special storageinstructions, as necessary.5.4 SDecial marking. The container shall be marked with recommended mixingprocedures.5.5 Material safecv data sheet. A copy of che material safety data sheet(Form OSRA-20) shall be attached to the shipping
48、document for each destination(see 3.15).6. NOTES(This section contains information of a general or explanatory nature thatmay be helpful, but is not mandztory. )6.1 Intended use.
