Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. O 3. REQUIREMENTS 3.1 Materials. The paint shall consist of zinc dust conforming to type I

20、of ASTM D 520, either ready-mixed or in a two-compartment container, with oils and solvents properly processed to conform to all requirements as specified herein. 3.1.1 Toxic products. The material shall have no adverse effect on the health of personnel when used for its intended purpose. this effec

21、t shall be referred by the contracting activity to the appropriate departmental medical service who will act as an advisor to the contracting agency. Questions pertinent to 3.1.2 Polychlorinated biphenvls (PCB). Polychlorinated biphenyls (PCB) shall not be used in paint covered by this specification

22、. . 3.1.3 Material safetv data sheet (MSDS). The contracting activity shall be provided a material safety data sheet at the same time of contract award. MSDS shall be provided in accordance with the requirements of FED-STD-313. MSDS shall be included with each shipment of the material covered by thi

Unless otherwise specified herein, all equipment, material, and articles incorporated

24、in the products covered by this specification shall be new and may be fabricated using materials produced from recovered materials to the maximum extent practicable without jeopardizing the intended use. The term “recovered materials means materials which have been collected or recovered from solid

25、waste and reprocessed to become a source of raw materials, as opposed to virgin raw materials. interpreted to mean that the use of used or rebuilt products is allowed under this specification unless otherwise specifically specified. (c) A combination of ethylbenzene, ketones having branched hydrocarbon structures, trichloroethylene, or toluene: 20 percent maximum. (b) A combin

29、ation of aromatic compounds with eight or more carbon atoms 3.2.2 Volatile organic content (VOC) (tvpe II onlv). The VOC (excluding water) shall be a maximum of 295 grams of solvent per liter of paint (see 4.5.11). 3.3 Performance reauirements. The paint shall comply with the performance requirement

30、s specified herein. 3.3.1 Condition in container. The mixed paint or the vehicle portion, if supplied as a two-compartment package, shall break up to a smooth, uniform consistency. It shall not increase more than 15 Krebs units in viscosity or increase more than 2 hours in drying time. It shall not

32、cteristics. The mixed paint shall brush out without excess drag on the brush, When dry, the brush-coated surface shall be free from sags, runs, wrinkles, excess brush marks, or other film defects. The film shall exhibit good adhesion and a smooth, uniform appearance (see 4.5.7). a 3.3.3 Salt spray r

33、esistance, There shall be no blistering, loss of adhesion, or other film failure, except pinpoint rusting and white corrosion product (see 4.5.8). 3.3.4 Hardness. A film of the mixed coating shall be tough and hard and shall adhere tightly to the metal panel. a knife and shall not flake, chip, or po

34、wder. The knife cut shall show bevelled edges (see 4.5.9). It shall be difficult to furrow off with 3.3.5 Stabilitv in partially full container. Vehicle reaction shall exhibit no evidence of skinning (see 4.5.10). 3.4 Workmanship. When the paint is supplied as a ready-mixed, single- package product,

35、 the component raw materials shall be mixed and ground as required to produce a product which is uniform, free from dirt and grit, entirely suitable for the purpose intended, and in conformance to the requirements of this specification. 4. QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspecti

36、on. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements (examinations and tests) as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any othe

37、r facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in this specification where such inspections are deemed necessary to ensure supplies and serv

38、ices conform to prescribed requirements. O 4.1.1 Responsibilitv for compliance. All items shall meet all requirements of sections 3 and 5. The inspection set forth in this specification shall become a part of the contractors overall inspection system or quality program. absence of any inspection req

39、uirements in the specification shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract, Sampling inspection, as part of the manufacturing operations, is an acceptable prac

40、tice to ascertain conformance to requirements, however, this does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to accept defective material. The 4.2 Test conditions. Unless okherwise specified, all inspections shall be performed

41、in accordance with the test conditions specified in 4.3 and 4.5. 4.3 Oualitv conformance inspection.
