SCOPE 1.1 This specification, including Appendix A, covers PMS requirements for the preparation of Mainte- nance index Pages (MIPs) for shore and shipboard electronic systems, subsystems, components, and sup- port equipment. PMS is defined as a systematic approach to the accomplishment of work.th

2、at will reduce the maintenance of complex equipment to simple procedures easily identified and managed, will define the minimum requirements of planned maintenance, will schedule and control the performance of tasks, will describe the methods and tools to be used, and will provide for the prevention

3、 or detection of impending malfunctions. Additional information concerning PMS may be found in Publication OPNAV 43P2. 2. APPLICABLE DOCUMENTS 2.1 The following documents of the issue in effect on date of invitation for bids or request for proposal, form a part of the specification to the extent spe

6、 con- tracting officer.) 3. REQUIREMENTS 3.1 General. The preparation of the NIIPs and MRCs shall be in accordance with MIL-M-15071 and NAVMATINST 4790.5 xcept as specified herein. (Copies of this instruction may be obtained upon request from Supply and Fiscal (Code 51432) Naval Station, Washington,

7、 D. C. 20390). Any special procedures or requirements (e.g., calibration procedures, safety precautions for radiac equipment(s), security precautions for crypto equipment(s), etc.) not covered by this specification shall be as specified by the procuring activity. Unless otherwise stipulated by the p

8、rocuring activity, MRCs wiil be developed only for organizational level maintenance requirements. 3.1.1 Content. The MRCs and MIPs developed in accordance with this specification shall express the minimum essential planned maintenance requirements of the sysfem, subsystem, or component as assigned i

9、n the contract in which this specification is cited. The planned maintenance requirements expressed shall be those which have been established by work study and critical examination methods; these requirements shall delineate one or more of the following types of scheduled maintenance actions, found

11、 3.1.1.1 ALI material contained in an MRC set shall be coordinated for consistency and continuity SO that the resulting card set shall be a distinctive and complete planned maintenance tool. 3.1.2 Style of text. The text shall be factual, specific, concise, arid easily readable. Instructions shall b

12、e presented in step-by-step format and in logical sequence for accomplishing the maintenance procedure in the most rapid and accurate manner possible. Technical phraseology requiring specialized knowledge shall be avoided: such technical phraseology is acceptable only if it has previous common usage

13、 in appli- cable Military documents. 3.1.3 Abbreviations. The use of abbreviations shall be avoided wherever possible. Any abbreviations used shall be in accordance with NAVMATINST 4790.5. Abbreviations used and not found in NAVMATINST 4790.5 shall be in accordance with MIL-M-15071. 3.1.4 Reference

14、to other publications. All references to other publications shall be avoided in the IVIRCs except in situations where wall or bulkhead mounted instructions are required to be performed in conjunction with the procedures being prepared. The MIP is designed with space for listing reference doc- uments

15、 applicable to the tabulated tasks. 3.1.5 Use of forms. With the exception of final artwork for illustrations (see 3.5.3) no other materials, forms, or documents submitted by the contractor in compliance with this specification will be utilized as reproducible masters. The MRC/MIPs shall be prepared

16、 in the final draft by the contractor on no-carbon- required (NCR) forms furnished by the Government. Minor typographical errors, erasures, and strike-overs are permissible on the NCR forms as long as legibility and understanding have not been impaired. The reproducible master is prepared by the Gov

17、ernment through the Navy IMaintenance Management Field Office or other designated activity after all reviews have been completed (see 3.2.5). The contract

20、or shall ensure that personnel preparing the MRC Worksheets are technically qualified and are familiar with the maintenance aspects of the equipment. These personnel shall be qualified in work study methods and procedures as taught in the Navy Manpower and Material Analysis Centers or commercial equ

21、ivalent. The outline of subject material contained herein is considered typical of such schools. The final MRCs and associated MIPs required by this specification shall reflect the final approved equipment design including all changes made during duratio

26、n of contract (see 3.7). 3.2 Phase development of MIPs (maintenance index pages) and MRCS (maintenance requirement cards). T:ive phases unless otherwise specified in the contract or order. - 3.2.1 Phase I: Maintenance engineering analysis and critical examination. An Equipment Breakdown Chart, begin

27、ning with the highest level of equipment grouping specified in the applicable contract, shall be prepared by the contractor, (see figure I). The chart shall be prepared in the form of a “family tree” block diagram and shall be used as a guide to the contractor and the Government Reviewing Activity t

29、e “family tree” shall identify an equipment or a component by AN/Nomenclature, reference designation and applicable modifications and shall be annotated with those related field changes which were considered as installed during the development of the maintenance requirements in support of this speci

30、fication. Wherever lack of space on the chart prohibits such an arrangement, the lists of field changes affecting each equipment block may be submitted in tabular form on a separate document attached to the Equipment Breakdown Chart. With the aid of this chart, maintenance engineering analysis or cr

31、itical examination of the system, subsystem, or component specified in the contract or order shall be accomplished to determine the minimum essential planned maintenance requirements. MRCES (Maintenance Requirement Critical Examination Sheets) shall be completed during the critical examination. Thes

32、e MRCES are the product of an analysis process which answers a predetermined series of questions to provide minimum essential planned maintenance requirements. In case where a maintenance engineering analysis is called for elsewhere in the contract or is already in existence from a previous contract

33、, that analysis may be used in preparing the MRCES. 3.2.1.2 In addition, an Equipment Breakdown List with nomenclature/nouns indented to show hierarchical relationships between assemblies, modules, PC boards, and so forth, shall be developed from and considered part of the equipment breakdown chart

34、(see figure 2). It is imperative that the breakdown chart include each and every assembly, subassembly, module, and so forth, of the applicable equipment, and that officially assigned nomenclature/nouns and reference designations be provided therein (vice colloquial names, and so forth). The breakdo

35、wn chart shall be developed down to and including the lowest replaceable/repairable subassemblies, but shall not include piece/parts. 3 2.1.3 Minimum planned maintenance requirements. These requirements are those actions essential to maintaining the equipment in a state of operational readiness comm

36、ensurate with its design character- istics. Minimum essential planned maintenance requirements shall be determined by maintenance engi- neering analysis or critical examination of each element of the system, subsystem or component and related support equipment specified (see 6.2). Available contract

37、or, industry and military experience, reliability and material usage study, and technical documentation shall be used to establish norms for planned main- tenance on the applicable equipment. The primary input shall be data obtained from the contractors study of the equipment design and operation (s

38、ee figures 3 and 4). 3.2.1.4 Where records are not available and where development programs or documents have not been sufficiently completed, the contractor shall make the best planned maintenance analysis possible on the basis of the available data. This shall not release the contractor from the r

39、esponsibility of evaluating all com- ponents in the installation. The critical examination for in-service hardware shall include a complete review and investigation of existing maintenance requirements for the equipment. 3.2.2 Phase II: Development and check. MRC/Initial Review Forms shall be prepar

40、ed by the contractor and shall be based upon the information derived from the critical examination, using all available documenta- tion applicable to the particular task. During preparation, the MRC/Initial Review Forms shall be checked for correctness and feasibility of performance insofar as possi

41、ble at the contractors plant, at a Naval facil- ity, or as designated by the Procurement Activity. If available data and Naval facilities are not sufficient to complete preparation of worksheets for in-service hardware, the contractor shall use the procedure de- scribed in 3.2.3 to gain access to in

42、stalled equipment. Upon gaining access to required equipment, he shall complete preparation of the worksheets and shall verify the maintenance procedures in order to obviate the need for re-access to the equipment at a later date. 3.2.2.1 Maintenance requirement card/initial review form. An MRC Init

43、ial Review Form shall be prepared for each maintenance requirement determined during the Phase I critical examination. These Initial Review Forms are for use by the contractor in preparing MRCs following the guidelines of 3.5.4 and are to be submitted to the Procurement Activity for review, if requi

44、red (see 6.2). 3.2.3 Phase III: Verification. The contractor shall verify the the completed MC/Initial Review Forms by trial in an operational environment. If necessary, the assistance of Naval Personnel may be requested in the accomplishment of the verification, The time schedule for verification s

46、ification shall include, but not necessarily be limited to, proof and clarification of the procedures to ensure that they are compatible with environmental conditions affecting the installed equip- ments, personnel capabilities, time schedules for accomplishment, and requisite safety precautions. Fo

47、r in-service hardware, the source vehicle for verification shall be installed equipment designated by the pro- curing activity. The contractor shall request the availability of in-service hardware at least one month in advance by providing the following information to the procuring activity: Equipme

48、nt nomenclature Applicable ship class, hull number or type of Naval shore activity Desired port of call or location of shore activity Date and duration of time estimated for the verification . 3.2.3.1 New hardware verification. For new hardware development, the verification phase shall be as specifi

49、ed by the Procurement Activity, and will be dependent upon: - (a) The program schedule for PMS documentation (b) The stage of hardware development (c) The environmental site of available hardware in any event, the intent of the verification phase shall be fulfilled consistent withthe circumstances. 3.2.4 Phase IV: Preparation and transmittal for review. Unless otherwise specified, three submittal copies of each of the Government-furnished IMPS (figure 5) and MRC/Final Review Forms (fi
