7、ith specific procurement functions should be obtained from the procuring activity or as directed by the contracting officer. 3. REQUIREMENTS 3.1 General. The contractor shall perform all repair, calibration, performance testing and preparation for storage, and shall initiate action for the shipment
8、of equipment to the destinations specified in the contract or purchase order. Upon receipt of the equipment, the contractor shall conduct an inventory in accordance with SL-4-04165A to determine the completeness of the equipment. A complete listing shall be made 02 all items to be replaced or repair
9、ed for each major unit and each of its subassemblies, Repair and rehabilitation shall then be performed on all items (components and subassemblies as well as the major assemblies) which comprise the complete equipment. Disassembly as necessary will be made to ensure compliance with this speci- ficat
10、ion and to allow repair and rehabilitation of the communications central group to meet th requirements of Drawing. An inventory list shall be prepared listing all items in each major unit or assembly in accordance with appropriate portions of SL-4-04165A. A list of all major items and subassemblies determined to
12、 be missing by the inventory shall be submitted to the contracting officer. The Government shall determine if the missing items are to be contractor furnished or Government furnished material (GFM). As items are furnished as GFM or are manufactured or purchased by the contractor, they shall be added
13、 to the inventory list. I 3.2.1 Evaluation. The contractor shall evaluate the equipment. the necessary repairs to return the equipment to the standards set forth in Drawing Nos. 58-00410-000 and 58-00411-000 as may be modified by this specification. estimate shall include the cost of any modificatio
14、ns to be made to the equipment as determined at the time of award of contract . A job order estimate shall be made to effect The job order 3.2.1.1 Modification. A notation shall be made of all authorized modifications incorporated in the system. Authorized modifications required, but noted as not in
15、corporated upon receipt of the equipment, shall be provided to the contractor as GFM,if available, for installation as a separate requirement. If not available as GFM, the Government may elect to have the contractor furnish the required modifications under the line item in the contract identified as
16、 repair parts and materials. 3.3 Disassemblv. Disassembly down to removal of all plug-in units shall be performed. as necessary to perform the requirements of this speci- fication is authorized. Additional disassembly 3.4 Cleaninq. All equipment shall be thoroughly cleaned in accordance with require
17、ment 9 of MIL-STD-454. exhibiting signs of corrosion or discoloration which do not effect performance shall be treated to retard further deterioration but shall not be replaced. All repairs required to produce a communication central group meeting the standards set forth in Drawing Nos. 58-00410-000 and 58-00411-000 shall be accomplished even though the Government may not speci- fically identify or describe each required repair
19、operation or furnish the necessary instructions and data. In the absence of required instructions and data, requirements of MIL-STD-454 shall be used. Parts requiring repair shall be so repaired that their condition and performance equal the original requirements, except in cases where allowances fo
20、r wear and tear shall be taken into consideration, the final performance parameters of Drawing No. 58-00411-000 shall not be jeopardized. All test equipment and standards used during repair, rehabilitation and testing shall show calibration in accordance with MIL-C-45662. 3.5.1 Parts replacement. Wo
21、rn or damaged parts shall be repaired whenever practicable. Parts shall be replaced only when repair is considered uneconomical. Economical repair is considered to be that repair which can be accom- plished within 65 percent of the unit price. Unit price may be obtained from the Management Data List
22、. Determination of economical repair versus replacement will be made by the contracting officer or by his duly authorized representative. 3.5.1.1 Material. All replacement parts or materials used shall meet or,exceed the requirements of the original parts, shall be directly interchangeable with the
23、original part, and shall comply with MIL-E-4158. Material and processes shall meet or exceed the requirements of MIL-0-7174; however, this specification shall govern in all respects wherever conflicts occur. 3.5.1.2 -lowermotors. Blower motors without tlKRYTOX1l grease lubrication shall be replaced
24、at 2,500 hours of operation or when bearing noise is excessive. Blower motors with VRYT0Xt1 grease shall be replaced only when necessary. 3.5.2 Gears. All gears and gear combinations shall be checked for level wear, deterioration, slack and backlash excessiveness. Engineering evaluation shall determ
25、ine if any corrective action is required to insure that the opera- tional requirements of Drawing No. 58-00411-000 are met. 26、 All structural damage, either hardware, supporting or assembly, shall be repaired as required. This includes filling of dents and holes, and reshaping to appropriate contour. 3.5.4 Cables. All cables, coaxial or multiconductor, shall be repaired as required. All cables, including internal shelter w
27、iring, shall be tested by continuity, resistance checks or a method approved by the contracting officer. 3.5.4.1 Connectors. All irreparable cable connectors shall be replaced. All other connectors shall be repaired as required. l- 3.5.4.2 Sheathinq. Damaged sheathing may be repaired by use of shrin
28、k tubing. 3.5.4.3 Ground cables. Ground cables may be repaired 3.5.4.4 Lenqths. All cables may be shortened a maximum of 10 percent to effect repairs, except in instances where minimum cable lengths are mandatory. by splicing, if necessary. 3.5.4.5 Markers. Cable sleeve markers shall be made legible
29、 by remarking, or replacing markers without removing connectors. 3.6 Assembly. Upon completion of repair and rehabilitation, the equipment shall be reassembled. 3.7 Treatment and paintinq. Refinishing of equipments to a like-new condition for appearance shall not be performed. Touchup painting for p
30、rotection shall be accomplished wherever possible, except when comp1ete.refinishing is required. All painting required on surfaces susceptible to weather environment shall be accomplished in accordance with type A of MIL-T-704. All spot painting shall be carefully blended to avoid unsightly mismatch
31、es. All exterior painting shall match Marine Corps green, color No. 23 (see 6.3). Color of stenciling shall closely approximate the original colors, Stenciling describing modifications shall be done in accordance wit
33、h the appropriate modification instruction. Any stenciling required may be 3.9 Identification plates. All identification plates shall have correct and complete data. Any defaced or unreadable plates shall be replaced in accordance with MIL-P - 1 50 24 . 3.10 Workmanship. The equipment shall be repai
34、red in such a manner to meet requirement 9 of MIL-STD-454. 4 . QUUITY ASSURANCE PROVISIONS 4.1 Responsibilitv for inspection. Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements as specified herein. Except as ot
35、herwise specified in the contract or order, the supplier may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless dis- approved by the Government. The Government reserves the right to perform any of the inspections set forth in the
36、specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. 4.2 Inspection, test, and acceptance. Upon completion of the repair and rehabilitation, all systems shall be operationally and electrically inspected and tested at the contra
37、ctors facilities in accordance with the inspection and test procedures and criteria as set-forth in this speci- fication including GFM publications, manuals, etc. 4,2.1 Acceptance. Acceptance shall be by the Government inspector. Failure of any system or subsystem to meet the minimum performance cha
38、racteristics specified herein shall be cause for rejection of the end item. A proposed inspection and test check list including
40、 test procedures shall be submitted to the contracting officer for review and approval not later than 30 days prior to the scheduled testing, 4.3 Inspection. The list required in 3.2 shall be utilized as the basis for inspection to determine completeness of the communications central. 4.4 Test metho
41、ds and procedures. Requirements set forth in Section 3 of this specification shall be met utilizing procedures referenced in the following paragraphs. 4.4.1 Mechanical inspection tests. The communications central shall be given mechanical and visual inspection and test to determine that the quality
42、of all material workmanship is in compliance with the requirements of this specification. Particular attention shall be given the following: (a) Nameplates, identification markings and labels. (b) Ease of operation of gears, adjustable and sliding parts, thumb screws, controls-and switches. *.(e) Fi
43、nishes. (d) Welded joints and structural members. (e) Solder joints. (f) Fit of components in their respective positions, including replacement parts. (9) Check of mounting means. The communications central shall be given a complete electrical system test to ensure that the overall performance and operation conform to the requirements of this specification and Drawing No. 58-00411-000. 4.4.2.1 Operational characteristics. All oper
46、ational characteristics shall be equal to or better than those specified in Drawing No. 58-00411-000. Where authorized engineering changes have modified the original speci- fications, the modified specifications shall apply. 5. PREPARATION FOR DELIVERY 5.1 Preservation, packaqina and packinq. Preser
47、vation, packaging and packing shall be the level-of shipment specified in the contract or order in accordance with MIL-E-17555 (see 6.2). 5.2 Markinq. In addition to any special marking required by the contract or order, unit packages, intermediate packages, and shipping containers shall be marked i
48、n accordance with the requirements of MIL-STD-129. 6. NOTES 6.1 Intended use. This specification is intended to provide requiranents for the repair and rehabilitation of the Communication Central Group, AN/TYA-11 which serves as the ground-air-ground link for the Tactical Air Oprations Central of th
