This standard provides a methodology for applying existing test methods for program start ballasts to fluorescent dimming ballasts and provides a way to calculate BLE for fluorescent dimming ballasts. 19、ing test methods for program start ballasts to fluorescent dimming ballasts and provides a way to calculate BLE for fluorescent dimming ballasts. NEMA offers this standard to augment and harmonize with the 2014 Department of Energy (DOE) fluorescent ballast regulations. By design, dimming ballasts a

20、re already energy saving, but this standard would provide the methodology to also calculate new BLE limits for fluorescent dimming ballasts. This standard offers BLE limits for ballasts of common four foot bi-pin lamps, such as T8 and T5 lamps that are not covered by the most recent Federal rulemaki

26、0.2. 2013 National Electrical Manufacturers Association Section 2 BACKGROUND This standard fills a gap in Federal standards for Ballast Luminous Efficiency. Today ballast luminous efficiency standards exist for dimming ballasts intended to operate with T12 fluorescent lamps only (Federal Register, V

27、ol 76 No 219, p. 70629), but dimming ballasts for other lamp types do not have BLE standards. The topic of ballast luminous efficiency is of interest to many parties, and a NEMA standard can be adopted for regulatory use. NEMA LL9 Fluorescent System Dimming Standard provides significant information

28、for the proper lamp and ballast compatibility for reliable long term dimming system operation. The DOE has developed uniform requirements for programmed start ballasts in the course of Ballast rulemaking. Now, NEMA proposes to combine the new 2014 DOE Standard for Programmed Start ballasts with the

29、lamp compatibility aspects of the LL9 document. The resulting proposal will suggest dimming ballasts be evaluated to BLE performance metrics similar to the Programmed Start levels but adjusted to provide for some additional losses due to the added control complexity and also for the heating power lo

30、st in the lamp cathodes. As mentioned, due to the inherent energy savings when a lamp is dimmed, it is proposed that dimming ballasts be evaluated in the same manner as programmed start ballasts, that is, measured at the highest applicable nominal line voltage, and only at the full power setting whi

31、le on a lamp load per the published test plan. Values of supplemental filament heat for T5 lamps are taken from the relevant IEC data sheets. Values of supplemental filament heat for T8 lamps are taken from NEMA LL 9. Since each manufacturer has a slightly different linearity with respect to the 0-1

32、0V or other control type and internal references will yield slightly different operating points, this could create confusion as to the correct test output level for any setting below full power. The measurement at full power effectively removes any undue complications in the test plan and measuremen

33、t setup, since not all dimming ballasts provide identical dimming response to a given control input. Testing at dimmed levels also introduces additional uncertainty due to the higher frequencies and instrumentation limitations. The measurement is also more subject to wiring and test setup difference

34、s. Parasitic losses in the fixture and test equipment will increase variability between tests and test sites. For these reason, it is strongly recommended that measurements be limited to full power and where applicable, standby conditions only. Consistent with DOEs Final Rule for Program Start balla

35、sts, T8 dimming ballasts with a maximum arc current not exceeding 140mA are considered automatically compliant with this standard. 2013 National Electrical Manufacturers Association Section 3 ON-STATE POWER CONSUMPTION Procedure: 1) Attach a single dimming ballast to lamps, turn on to full light lev

36、el, and let temperatures stabilize. 2) Measure the input power (Pin) 3) Measure the power dissipated in each lamp (Lamp arc power = Lamp arc voltage * Lamp arc current) and add to get the total output power (Parc), using procedure described in Federal Register Federal Register, Vol 76, No 86, pp. 25
