2、位:呼和浩特市气象局。本文件主要起草人:刘星岑、刘晓敏、孙尚瑜、塞丫、田鑫、杨彩云、周昕南、董静。DB 1501/T 004320231短历时强降水气象灾害等级划分1范围本文件规定了短历时强降水气象灾害的指标及灾害等级。本文件适用于短历时强降水气象灾害预报预警服务工作。2规范性引用文件本文件没有规范性引用文件。3术语和定义下列术语和定义适用于本文件。3.1短历时强降水flash-flood rainfall一小时降水量20 mm的降水。3.2短历时强降水气象灾害meteorological disasters of flash-flood rainfall诱发山洪暴发、城市积水、农田渍涝等灾害

3、的短历时强降水。4灾害等级划分4.1计算方法依据某一次短时强降水的平均降水量、降水量强度极值和降水覆盖范围,确定短历时强降水气象灾害指标,计算见式(1)。=0.5+0.3+0.2(1)式中:Ihra气象灾害指标;Ipre平均降水量,单位为毫米(mm);Ipin降水量强度极值,单位为毫米(mm);Icov降水覆盖范围。式中平均降水量、降水量强度极值和降水覆盖范围具体算法见附录 A。4.2灾害等级根据短历时强降水发生的平均降水量、降水强度极值、降水覆盖范围等分项气象因子,结合短历时DB 1501/T 004320232强降水造成的气象灾害损失程度,将短历时强降水气象灾害等级划分为轻度、中度、重度、

4、特重四个等级,见表 1。表 1短历时强降水气象灾害等级指标划分表等级严重程度综合指标(Ihra)一级特重Ihra0.8二级重度0.56Ihra0.8三级中度0.4Ihra0.56四级轻度0.2Ihra0.4DB 1501/T 004320233附录A(规范性)短历时强降水气象灾害等级指标计算方法A.1平均降水量指标 Ipre平均降水量指标Ipre按照公式(A.1)计算:=1101=1,=1,2,(A.1)式中:n区域内1 h降水量20 mm的观测点个数;Fj其中第j个观测点在区域内的总降水量,单位为毫米(mm)。A.2降水强度极值指标 Ipin降水强度极值指标Ipin按照公式(A.2)计算:=
