AMERICAN NATIONAL STANDARD A10.39-1996 (R2011) 12 4.3.1 Does the construction employer develop and implement supervisory activi-ties, such as those offered in ANSI/ASSE A10.33

16、 and ANSI/ASSE A10.38, including: 1. Periodic project safety and health inspections that are recorded and maintained? 2. Follow-up inspections and abatement actions and results that are recorded and maintained? 3. Specific safety and health activities conducted prior to the start of work or conducti

17、ng a specific task as required by procedure, regulatory require-ments or program requirements. Is this activity sufficiently detailed to identify the competent person(s) assigned to complete this task and to document the results of the activity? 4.3.2 Does the designated construction safety and heal

18、th coordinator assist supervision to ensure that all accidents and incidents are investigated and adequate reports and/or hazard alerts prepared? 4.3.3 How does the designated con-struction safety and health coordinator verify that all accidents and incidents are investigated and adequate reports an

19、d/or hazard alerts are prepared? 4.3.4 Does the designated safety and health coordinator assist supervision to ensure that all required investigations, job hazards analyses, process safety, pre-work planning activities and program disciplinary actions are conducted and recorded? 4.3.5 How does the s

20、afety and health coordinator verify that all required investigations, job hazard analyses, process safety, pre-work planning activities and program disciplinary actions are conducted and recorded? 4.4 Training. 4.4.1 Does the construction employer provide training for employees in the recognition an

21、d avoidance of unsafe practices and conditions and the hazards associated with the work they will perform such as those offered in ANSI/ASSE A10.33 and ANSI/ASSE A10.38, including: 1. New hire, job specific, orientation training? 2. Periodic, scheduled training commonly known as toolbox or tailgate

22、sessions? Do topics relate to current and scheduled work activities and are training sessions documented as to content and persons attending? 3. Formal training required by regulatory standards2? Are records of training maintained? 4. General safety and health training provided to: Supervisors and f

23、ore-men? Safety and health coordi-nator? Competent person(s)? 5. Refresher training provided on a periodic basis as established in the construction safety and health program and by regulatory requirements? 5. AUDIT ACTIVITY 5.1 An adequately prepared audit activity will allow for the identification

24、of those elements requiring evaluation. AMERICAN NATIONAL STANDARD A10.39-1996 (R2011) 13 5.1.1 The audit activity shall employ a process whereby individual tasks will be sufficiently detailed to evaluate the hazards, exposure potential to involved workers and other affected parties. 5.1.2 Data deve

A. Cons

27、truction Safety Audit System A.1 It is the responsibility of the construction employer to develop a sufficiently detailed safety and health program. The construction employer may develop the program itself or employ a program developed by others such as a contractors association. Regardless of the s

28、ource of the program, it is recommended that the previous of ANSI/ASSE A10.33 and ANSI/ASSE A10.38 be included. Because of differences in the type of construction and work activities performed, flexibility is necessary and permitted in development of the safety and health program. A.2 On multi-emplo

29、yer construction projects, the project constructor is responsible for development of a written construction safety and health program that will coordinate the activities of all construction employers. This is not to negate the responsibility of each construction employer to develop its own construct

30、ion safety and health program. A.3 Each construction safety and health program should contain a construction safety audit system as an integral part of the program. It is the responsibility of the construction employer and/or project constructor to develop and coordinate the implementation of a cons

31、truction safety audit system. A.3.1 The construction safety audit system should consist of two parts: A.3.1.1 The first part should provide for an evaluation of the construction employers construction safety and health program to determine how well the program fulfills the objectives of an effective

32、 safety and health program as addressed in ANSI/ASSE A10.33 and ANSI/ASSE A10.38. A.3.1.2 The second part should provide for an evaluation of the implementation or execution of the construction employers construction safety and health program to determine the degree to which actual behavior or perfo

33、rmance complies with the performance requirements of the program. A.4 A scoring system should be developed that will indicate how well the construction employers construction safety and health program fulfills the requirements of an effective safety and health program and how well the program is imp

34、lemented or executed. The scoring system should be designed to provide objective, reliable assessments of the content of the con-struction employers construction safety and health program and of implementation or execution of the program. There is no standardized scoring system. Each construction em

35、ployer should develop its own scoring system because each construction employer has its own unique construction safety and health program. The scoring system does not have the objective of promoting comparisons between con-struction organizations, but comparisons within a firm over time. The goal of

36、 the construction safety audit system is to assist the construction employer in evaluating the firms safety and health program and its implementation or execution of that program. Thus, the scoring system should reflect the construction employers priorities. AMERICAN NATIONAL STANDARD A10.39-1996 (R

37、2011) 15 Certain performance requirements should be considered critical and this criticality should be reflected in the scoring system. A.5 The auditor should examine records and documents maintained by the construction employer and conduct interviews and a thorough audit of work practices and work

38、conditions, as necessary, to collect the information required to assess the level of performance of each performance requirement. The scoring system will be used to indicate the extent of compliance with the program. A.6 The frequency of audits will vary. An audit of program content should be conduc

39、ted whenever the program is changed. An audit of program compliance should be conducted on a regular basis. A.7 A detailed report should be prepared by the auditor and submitted to the construction employer. The report should provide an assessment of the construction employers construction safety an

40、d health program in terms of how well it meets the requirements of an effective program and how well the implementation or execution of the program complies with the programs requirements. A.8 Results of safety audits should be reviewed at toolbox sessions and/or safety meetings. AMERICAN NATIONAL S

43、 17 Instructions The purpose of this construction safety audit is to assess the employers compliance with its construction safety and health program, which establishes specific performance requirements. How well those requirements are met will have a strong influence on the employers safety and heal

44、th performance in terms of accidents, injuries, illnesses, etc. The audit is divided into several sections reflecting the employers construction safety and health program. Each contains a series of statements about elements of the program. Some of the statements can be answered Yes or No. For exampl

45、e: Is the policy clearly stated so that all employees understand the priority of safety and health concerns? The potential answers are Yes or No and are shown as follows: No Yes 0 3 If you believe that the policy has been clearly stated, circle 3 to award 3 points. Some performance requirements may

46、be met by degree. In that case, a multi-point scale is used as follows: Is a poster displayed conspicuously in each establishment informing employees of the OSH Act? Are other required documents posted? No Yes 0 1 2 3 If the poster has been displayed as well as all other required documents, you shou

47、ld answer Yes and circle 3. If the poster and most of the other documents have been displayed, you should circle 2. If only the poster or the other documents have been displayed, you should circle 1. If neither the poster nor the documents have been displayed, you should circle 0. Some performance r

48、equirements are considered to be critical. The importance of these items is shown by the scoring scale shown for the items. For example: If a multi-employer job site, are inspections coordinated? No Yes -5 5 If this is a multi-employer job site and the inspections are coordinated, your answer would

49、be Yes and you should circle 5. However, if the inspections are not coordinated, your answer would be No and you should circle -5. As you conduct the audit, read each statement and try to evaluate objectively the information that you obtain about the performance of each requirement.
