2、-161 2004 Foreword Approval of an American National Standard requires verification by ANSI that the requirements for due process, consensus, and other criteria for approval have been met by the standards developer. Consensus is established when, in the judgment of the ANSI Board of Standards Review,

3、 substantial agreement has been reached by directly and materially affected interests. Substantial agreement means much more than a simple majority, but not necessarily unanimity. Consensus requires that all views and objections be considered, and that a concerted effort be made toward their resolut

4、ion. The use of American National Standards is completely voluntary; their existence does not in any respect preclude anyone, whether he has approved the standards or not from manufacturing, marketing, purchasing, or using products, processes, or procedures not conforming to the standards. This standard was developed by members of the X9B sub-committee at

13、 the request of the banking community. This work was first started in 1994 when the need for a universal specification sheet was identified. Because of the wide variety of present bank specifications forms in use today it was felt that rather than specify the form itself, it was beneficial to standa

14、rdize the contents of a MICR document specification form. Since the MICR Document Specification Form is an internal form, the necessity of a standard for this specification form is not immediately evident. However, commercial customers who print their own checks are often unfamiliar with the standar

15、ds for designing and printing checks especially as they have changed with advances in check processing systems. The MICR Document Specification Form is a common way for banks to communicate the requirements for checks and to refer to specific standards. This standard was reaffirmed in 2004 and renum

16、bered as ANS X9.100-161. Effective 2003 all ASC/X9B standards upon their reaffirmation or revision will be renumbered as detailed in ASC X9/TG-100, available as a free download at http:/x9.org/docs.html. Check design is specified in ANS X9.7, ANS X9.

20、13 and other standards, and is discussed in depth in ASC X9/TG-2. Deposit ticket design is specified in ANS X9.100-120. The reader should refer to those documents when developing a check or deposit ticket design, and should use this standard when communicating design and manufacturing requirements.

21、It is expected that the standard will be used primarily by financial institutions and check manufacturers. However, the standard may also be utilized by forms printers, check software developers and others to develop financial documents for financial institution customers. These developers should be

22、 aware that bank customers have often signed checking account agreements to comply with bank requirements for their checks. 3 Normative References The following standards and publications contain provisions, which, through reference in this text, constitute provisions of this standard. The following definitions will help to understand the specific

29、ation. 4.1 aligning edge (ANS X9.13): The bottom edge of a document when its face is viewed. 4.2 background (ANS X9.7): The basic colors and patterns that appear on a document, apart from lines and information printed on it. 4.3 clear band (MICR) (ANS X9.27): A horizontal band, 0.625 inch (15.880 mm

30、) high on the front and back of the document, measured from the aligning edge, that must be free of any magnetic ink other than that of the E-13B font. 4.4 clear band (optical) (ANS X9.27): A 0.300-inch (7.620 mm) high band that has included within it the MICR print band. This band is located 0.150

31、inch (3.810 mm) above the aligning edge and extends the length of the document. 4.5 convenience amount scan area (ANS X9.7): The rectangular area on the right side of a check which contains the convenience amount rectangle and its associated clear area. 4.6 image processing system (imaging) (ANS X9.

32、46): A system based on monochrome scanning of MICR documents, processing discrete picture elements to remove data redundancy, followed by compression and storage of the image data. Images can be retrieved, decompressed and displayed on image work stations or printed on a printer either locally or re

33、mote to the storage site. 4.7 leading edge (ANS X9.13): The right edge of a document when its face is viewed. 4.8 Magnetic Ink Character Recognition (MICR) (ANS X9.27): The common machine language specification for the paper-based payment transfer system. It consists of magnetic ink printed characte

34、rs of a special design, called the E-13B font, that can be recognized by high speed magnetic recognition equipment. 4.9 nonread ink (drop out ink) (ANS X9.100-120): A graphic treatment used to print elements on a document that are visible to humans but are intended to be invisible in an image proces

35、sing system. 4.10 paxel (ANS X9.7): A group of black pixels in a binary image, measuring 0.010 inch (0.254 mm) x 0.010 inch (0.254 mm) square, that is the smallest dark area of background clutter which has been determined to affect the legibility of handwritten data on checks. 4.11 payee area: The l

36、ine on a check that provides for the entry of the name of the party to whom the check is paid. 4.12 print contrast signal (PCS) (ANS X9.7): The ratio of the print contrast of a specified printed point to the reflectance of its surrounding background. 4.13 read ink (ANS X9.100-120): A graphic treatme

37、nt used to print elements on a document that are visible to humans and are also visible in an image processing system. 4.14 reflectance (ANS X9.7): The ratio of light reflected from a test sample to light reflected from a standard, such as barium sulfate. Reflectance is expressed as a percentage. Re

38、flectance uses photopic spectral response to simulate the human eye, diffuse illumination and viewing geometry, black sample backing, and a 0.008-inch circular area. 39、ed to indicate the presence of non-numeric or variable data, such as special MICR symbols, blanks, account numbers, or serial numbers. 4.16 trailing edge (ANS X9.13): The left edge of a document when its face is viewed. 5 Requirements for all MICR Documents 5.1 General This section provides specific

40、 requirements for all MICR documents that are intended for automated processing. These data elements shall be included on all MICR specification forms. 5.2 MICR Line MICR line requirements shall be included on the MICR document specification form and shall comply with ANS X9.13. ANS X9.13 covers tho

41、se design considerations that apply to the placement and location of magnetic ink printing on checks, drafts and other documents intended for automated processing. MICR print specifications and tolerances are contained within ANS X9.27. 5.2.1 MICR Line Format A MICR line diagram shall be included on

42、 the MICR document specification form. The diagram shall indicate the appropriate placement of characters in all fields on the MICR document as required in ANS X9.13. There may be separate MICR line diagrams for each MICR document (personal-size check, business-size check, deposit ticket, cash ticke

43、t, etc.) The specification form shall include the following as a minimum: The contents of each position in the MICR line (i.e. characters, symbols, or blank spaces). Surrogate characters used to indicate non-numeric or variable characters, such as special symbols, blanks, serial numbers, etc. MICR c

44、haracter location and location tolerance MICR character spacing and spacing tolerance See Annex A for an informative sample of a MICR document specification form. 5.2.2 MICR Print Signal Level Specifications MICR signal level requirements shall be included on the MICR document specification form as

45、explained in ANS X9.27. 5.2.3 The MICR Clear Band MICR clear band requirements shall be included on the MICR document specification form as detailed in ANS X9.7 and ANS X9.27. See Figure 1. 5.2.4 The Optical Clear Band Optical clear band requirements shall be included on the MICR document specificat

46、ion form as detailed in ANS X9.27. The background reflectance within the optical clear band shall comply with ANS X9.7. See Figure 1. 47、 length and height of checks shall comply with ANS X9.13. The length and height of deposit tickets shall comply with ANS X9.100-120. The length and height of interbank batch/bundle tickets shall comply with ANS X9.64. 5.4 Paper Paper requirements shall be included on the MICR document specification

48、form and shall comply with ANS X9.18. 6 Elements for Checks 6.1 General Check specification forms should include requirements for legally This section provides specific requirements for checks that are intended for automated processing. Some check design elements are not specified in ANSI check stan

49、dards. However a number of these are legally required for paper-based financial transactions and are controlled by the Uniform Commercial Code articles and Federal Reserve Board regulations and operating circulars referenced in Section 3. 6.1.1 Legal Requirements for Check Design Necessary design elements such as the date entry area, a signature entry area, a payee entry area, an amount entry area, the words “Pay to the Order of”, and the fractional routing number. If these are included on the MICR document specification form, proper references shall be
