ATIS-0300212.2015 ii Foreword The information contained in this Foreword is not part of this American National Standard (ANS) and has not been processed in accordance with ANSIs requirements for an ANS. As such, this Foreword may cont

22、ain material that has not been subjected to public review or a consensus process. In addition, it does not contain requirements necessary for conformance to the Standard. The Alliance for Telecommunication Industry Solutions (ATIS) serves the public through improved understanding between providers,

23、customers, and manufacturers. The Telecom Management and Operations Committee (TMOC) develops operations, administration, maintenance, and provisioning standards, and other documentation related to Operations Support System (OSS) and Network Element (NE) functions and interfaces for communications n

24、etworks with an emphasis on standards development related to U.S.A. communication networks in coordination with the development of international standards. ANSI guidelines specify two categories of requirements: mandatory and recommendation. The mandatory requirements are designated by the word SHAL

25、L and recommendations by the word SHOULD. Where both a mandatory requirement and a recommendation are specified for the same criterion, the recommendation represents a goal currently identifiable as having distinct compatibility or performance advantages. 31、The determination of eligibility to issue telecommunication charge cards is beyond the scope of this standard. 1.2 Purpose This standard defines the major characteristics of enhanced telecommunication charge cards usable for international, domestic, inter-industry, and intra-industry applications in

32、 an interchange environment. These cards comply with existing American National Standards Institute (ANSI), International Organization for Standardization (ISO) and International Telecommunication Union, Telecommunication Standardization Sector (ITU-T). 1.3 Application The application of a telecommu

33、nication charge card is primarily for, but not limited to, payment for telecommunications services. Depending on the equipment involved, the card holder can present the card information to the service provider verbally, manually, or via a card reader. The use of these cards also involves appropriate

34、 agreements1between card issuers and service providers on matters such as, but not limited to, account number format, validation, billing, and settlement procedures. These agreements are beyond the scope of this standard. 2 Normative references The following standards contain provisions which, throu

43、er Identification Number The issuer identification number for telecommunication charge cards is composed of three parts: the Major Industry Identifier, the Country Code, and the Issuer identifier number. 3.1.1 Major Industry Identifier The Major Industry Identifier (MII) describes the industry withi

44、n which the card issuer is primarily engaged. The MII for the telecommunications industry consists of the digits 89 as defined by ITU-T Recommendation E.118. These digits are the first two (high order) digits of the Primary Account Number. 3.1.2 Country Code The Country Code immediately follows the

45、MII and consists of the ITU-T Country Code as defined in annex A of ITU-T Recommendation E.164. For telecommunication charge cards issued by service providers from countries in World Numbering Zone 1, this part consists of the single digit “1”. 3.1.3 Issuer Identifier Number The issuer identifier nu

46、mber is a 3-digit number that follows the Country Code (or World Zone) designator. NOTE: The procedure for assigning and administering North American Telecommunications Issuer Identifiers is the responsibility of a World Zone 1 committee. For information regarding the assignment of Issuer Identifier

47、s in the United States, contact the Chair, ITU-T U.S. Study Group A Subcommittee for Issuer Identifier Assignment and in Canada contact the Chairman, Canadian Subcommittee for World Zone 1 Issuer Identification. 3.2 Individual Account Identification The individual account identification is assigned

48、by the card-issuing organization. It immediately follows the issuer identification number. The length of the individual account identification can vary from 1 to 12 digits but is fixed for each unique issuer identification number. 3.3 Check Digit The check digit is a single digit immediately followi

49、ng the Individual Account Identification. It is calculated on all the preceding digits of the Primary Account Number according to the Luhn formula as defined by ISO/IEC 7812. 4 Personal Identification number The Personal Identification Number (PIN) is a confidential code that is used to validate transactions. The use of a PIN within World Numbering Zone 1 is highly recommended. For each Issuer Identification Number the use (or non-use) of a PIN must be uniform. If used, it must have 4 digits ranging from 0001 9998. Caution should be used in assigning P
