AMERICAN NATIONAL STANDARD Approval of an American National Standard requires review by ANSI that the requirements for due process, consensus, and other criteria for approval have been met by the standards developer. Consensus is established when, in the judgment of the ANSI Board of Standards

6、 Review, substantial agreement has been reached by directly and materially affected interests. Substantial agreement means much more than a simple majority, but not necessarily unanimity. Consensus requires that all views and objections be considered, and that a concerted effort be made towards thei

18、for Telecommunications - Sig-nalling System Number 7 (SS7) - Release to Pivot (RTP). RTP is a network capabilitythat allows an application process or other network capability at a switch, having de-termined that a received call should be connected to a switch other than itself, tohave the connection

19、 established from a switch earlier in the call path. RTP has beendeveloped for use between U.S. networks to meet the anticipated needs and applica-tions of those entities. This standard is the result of extensive work by members ofthe T1S1.3 Working Group on U.S. Standards for Common Channel Signall

20、ing.This standard is intended for use in conjunction with American National Standard forTelecommunications - Signalling System Number 7 (SS7) - ISDN User Part (ISUP),T1.113-2000.Revisions to this standard from the 1997 version include alignment with the emerginginternational standard, through the ad

21、dition of “return to the invoking exchange,“reasons for redirection,“ and “redirection will not be invoked.“ The ability of the in-voking exchange to indicate the preferred carrier for the pivoted call has also beenadded. Functions that were included in the 1997 version are documented as “basic“func

22、tions in this version.Footnotes are not officially part of this standard.Future control of this document will reside with Accredited Standards Committee onTelecommunications, T1. This control of additions to the specification, such as proto-col evolution, new applications and operational requirement

23、s, will permit compatibilityamong U.S. networks. Such additions will be incorporated in an orderly manner withdue consideration to the ITU-T layered model principles, conventions, and functionalboundaries.Suggestions for improvement of this standard will be welcome.
