45、V) Coalition (the Coalition) to prom ote widespread use of natural gas as a vehicle fuel. The Coalition organized committ ees to address technical, marketing and legislative issues which would affect future expansion. The Coalition recognized that an important consideration in the successful commerc
46、ialization of natural gas as a vehicle fuel was the issue of codes and stand ards (or the lack of codes and stand ards, or harmonized codes and s tandards) pertaining to both fuel st ations and vehicle fuel sy st ems. The Coalitions Technology Committ ee undertook the goal of es tablishing a program
47、 for the development of an organized family of coordinat ed codes, st andards and regulations addressing natural gas vehicles and fueling stati ons.One of the major tech nical obs tacles to the above goal concerned the on-board fuel container . It was acknowledged that lack of a design s tandard and
48、 certification progr am for light -weight composite vehicle fuel supply container s was a major obstacle to wider use of compressed natural gas as a vehicle fuel. U.S. Department of Transportation (DOT) regulations and exemptions do not address the use of cylinders as vehicle fuel container s. Such
49、government regulations only cover cylinders which are appr oved for use in inter stat e transport.The Standards and Standardization Subcommitt ees On-Board Fuel Containers Working Gr oup esta blished a task gr oup to prepare a draft stand ard addressing NGV on-board fuel container s.The Fuel Cylinder Task Group initiated a prop osed draft standard for NGV on-board fuel container s, which was (1) based on exis ting standar ds, (2) had no limitation on materia ls or method of construct ion, (3) considered the int ernal and ext ernal container environmen
