Scope and purpose This standard establishes a structure for the assignment of identifying data codes to congressional districts of the United States and its insular and associated areas, for the purpose of information interchange amon

28、g data processing systems. 2. Definitions and coverage Congressional districts are legislatively defined subdivisions of a State for the purpose of electing representatives or delegates to the House of Representatives of the United States Congress. A State or equivalent entity may comprise a single

29、congressional district or similar representational area. 3. Assignment of identifying data codes 3.1. Assignment of congressional district codes Each congressional district to be identified under this standard shall be assigned a single congressional district code consisting of two digits. Each assi

30、gned congressional district code shall be unique within a state. The First Congressional District is identified as “01”, the Second Congressional District as “02”, etc. For a State whose representative is designated “at large” the Congressional District is designated as “00”. For an entity with a no

31、n-voting delegate the District of Columbia, American Samoa, Guam, Puerto Rico (whose delegate is referred to as a “resident commissioner”), and the U. S. Virgin Islands the representational area is designated as “98”. For those entities with no representation in the Congress the Northern Mariana Isl

32、ands, Palau, and the several U.S. minor outlying islands the area is designated as “99”. INCITS 455-2009 2 4. Duties of the maintenance agency 4.1 Data accuracy and currency The maintenance agency shall assure the accuracy and currency of names and codes of the congressional districts. 4.2 Documenta

33、tion and dissemination of data files The maintenance agency shall produce a complete file of the identified congressional districts and their assigned codes. This file is publicly available at: http:/www.census.gov/geo/www/ansi/ansi.html. Changes shall be reported by the re-issuance of the updated c

34、omplete file. 4.3 Documentation and dissemination of user information The maintenance agency shall prepare information to aid users in applying the file of names and codes of congressional districts and shall arrange to make this information publicly available. The information shall include a descri

35、ption of the organization and characteristics of the data, including the layout of the records and specification of fields. Characteristics of machine-readable media containing the data files shall be given. This information is publicly available at: http:/www.census.gov/geo/www/ansi/ansi.html. 5. D

36、esignation of maintenance agency The functions assigned in INCITS 455 to the maintenance agency shall be administered by the Office of Management and Budget. Lists and outline maps that identify the composition and boundaries of each district are included in this Department of Commerce/Census Bureau publication.

38、 This publication, which usually is issued after each redistricting of the Congress, is particularly useful for those who need to identify the components and/or boundaries of the districts. (This information is not needed if a users only interest is that of the code structure.) Congressional distric

39、ts also are identified and mapped in the Congressional Directory, but not with the detail contained in the Congressional District Atlas. The directory is published for each congress. Both the atlas and the directory are available from the Superintendent of Documents, U.S. Government Printing Office, Washington, DC 20402.
