ANSI C78.5-2017 Page i 2017 National Electrical Manufacturers Association AMERICAN NATIONAL STANDARD Approval of an American National Standard requires verification by the American National Standards Institute, Inc. (ANSI) that the

、requirements for due process, consensus, and other criteria for approval have been met by the standards developer. An American National Standard implies a consensus of those substantially concerned with its scope and provisions. Consensus is established when, in the judgment of the ANSI Board of Sta

Consensus requires that all views and objections be considered, and that a concerted effort be made towar

The existence of an American National Standard does not in any respect preclude anyone, whether s/he has approved the standard or not, from manufacturing, marketing, purchasing, or using products, processes, or procedures not conforming to the standards. It is intended as a guide

、Scope This standard specifies the performance requirements together with the test methods and conditions required to show compliance of self-ballasted compact fluorescent lamps up to 60 watts which are intended for domestic and similar general lighting purposes. Such lamps shall have a rated input v

、oltage of 120 or 277 volts at 60 Hz and an Edison screw base. Globe and reflector types are excluded. 2 Normative References The following publications contain provisions which, through reference in this text, constitute provisions of this American National Standard. Any standards referenced in those definitions should be considered as normative for the standard. Definitions found in ANSI C82.13 or this standard shall have preference ove

、r IEC 60969 for any common terms. Other definitions used in this standard follow. 3.2 Minimum Starting Temperature The minimum starting temperature is the minimum temperature at which the lamp will reliably start. 4 Requirements 4.1 General Self-ballasted compact fluorescent lamps shall be so constr

、ucted that, in normal use, they are without danger to the user and the general surroundings. Electrical and photometric performance of compact fluorescent lamps can be appreciably affected by drafts, ambient temperature, and burning position. For proper measurements of these characteristics, the req

、uirements for ambient conditions and lamp stabilization in ANSI C78.375 shall be met. Photometric procedures are specified in IES LM-66. The lamps shall be stabilized base-up at 25 1C. 4.2 Marking The unit shall be marked in accordance with UL1993. The performance marking requirements in IEC 60969,

、clause 4, Table 1 shall be applied. 4.3 Other Markings 4.3.1 The unit shall include instructions per UL1993 if so required. 4.4 Electro-Magnetic Interference Units with electronic high-frequency circuits shall comply with FCC regulations, Title 47 of the US Code of Federal Regulations, Part 18 for C

、onsumer equipment. For units with electronic high-frequency circuits operating below 1.705 MHz, radiated measurements shall be made from 30 MHz to 1 GHz and be under the limits specified in FCC Part 18.305c. 4.5 Performance The performance requirements of IEC 60969, clause 6 shall be applied with th

、e deviations below. Test procedures in IEC 60969, Annex B (starting time), Annex C (run-up time), and Annex E (low temperature and low supply voltage starting) are applicable. 4.5.1 Compliance to UL 1993 shall be required instead of IEC 60968. 4.5.2 Initial power shall be measured according to IES L

、M-66 instead of IEC 60969, Annex A. 4.5.3 Displacement and distortion factor requirements do not apply. See clause 4.7 for power quality requirements. 4.5.4 Initial luminous flux and lumen maintenance shall be measured according to IES LM-66 instead of IEC 60969, Annex D. 4.5.5 If dimensional equiva

、lence with incandescent lamps is claimed then lamps shall comply with ANSI C78.30 instead of IEC 60630. 4.5.6 Lumen maintenance shall conform to Energy Star-Lamps. 41、e measured according to IES LM-65 instead of IEC 60969, Annex G. 4.5.8 Inrush current shall conform to NEMA 410, instead of IEC 60969, Annex H. 4.5.9 The test for switching withstand shall use the specification in Energy Star-Lamps. 4.6 Life Test Life testing shall be done in accordance with the req

、uirements of IES LM-65. 4.7 Power Quality The requirements for this product as specified in ANSI C82.77-10 shall be met. 4.8 Lamp Current Operating Frequency In order to limit incompatibility with infrared remote controls, the lamp current operating frequency shall be greater than 40 kHz for units w

、ith electronic high-frequency circuits. This frequency limit shall be met under all stable normal operating conditions including dimming. 4.9 Line Transient Requirements Electronic high-frequency ballasts are more susceptible to line transients than line frequency magnetic ballasts. Therefore, trans

、ient protection shall be included when lamps use electronic ballasts. The requirement for this transient protection is ANSI C82.77-5. 5 Selection of Test Samples 5.1 Lamps shall be selected to ensure proper representation of the current design. 5.2 Sample selection shall conform to IEC 60969:2016, c

、lause 6.2. It is prudent to select one or more additional samples to serve as potential replacements in the event of breakage or if the samples become defective during the test for reasons not connected to the test, or if one or more samples exhibit abnormal behavior or fail to stabilize. 6 Tests 6.

、1 General 6.1.1 Each test shall be performed at least once with each of the selected samples. Each sample shall meet the described test criteria . 6.1.2 If a sample breaks or becomes defective for reasons not as a result of the testing; the sample shall be discarded. Similarly, if a unit fails to st

、abilize or exhibits abnormal behavior, the lamp shall be discarded. Testing shall resume with a suitable replacement sample procured and prepared in the same manner as the original sample. The use of replacement samples shall be documented in the test report. 6.2 Power Supply For other than life tes

、ts, the voltage to the unit under test shall meet the requirements of supply voltage characteristics in ANSI C78.375. 6.3 Electrical Instruments The electrical instruments used in the testing shall meet the requirements for instruments in ANSI C78.375.
