This Commercial Item Description (CID) covers a
2、 chlorine flocculating emergency water purification sachet, packed in commercially acceptable containers, suitable for use by the Federal Government. The sachet is intended to clarify and disinfect polluted water to make it microbiologically safe for drinking. The sachet is recommended for use in si
3、tuations where municipally treated water is not provided or where the available water is suspected of being polluted. Salient characteristics. The sachets shall contain a chlorine disinfectant and a combination of flocculating and coagulating agents which promote rapid formation of a sediment in the
4、 polluted water. Each sachet;s contents shall weigh 600-1000 mg. The active ingredient shall be sodium dichloro-s-triazinetrione (sodium dichloroisocyanurate) at a level 11-15 miligrams per sachet. When used according to label instructions, the sachet shall provide 7 to 9 parts per million free avai
5、lable chlorine and enough flocculating agents to clarify and disinfect 1 liter (1.10 quarts) of polluted water at 41F (5C) and above. The sachets shall be certified and registered by the U.S. Environmental Protection Agency (EPA) for emergency treatment of water for human consumption. The sachets sh

9、available chlorine shall be made in accordance with Chlorine (Residual)/Amperometric Titration Method or equivalent method of the American Public Health Association Methods for the Examination of Water and Waste Water. Contractors certification. The contractor shall certify, and maintain objective q
10、uality evidence, that the product offered meets this commercial item description, and that the product conforms to the producers own specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformation prior to first delivery and thereaf
11、ter as may be otherwise provided for under the provisions of the contract. Regulatory requirements. The delivered product shall comply with all applicable Federal and State mandatory requirements and regulations relating to the preparation, packaging, labeling, storage, distribution, and sales of th
12、e product in the commercial marketplace. The delivered product shall conform with all applicable provisions of the Federal Food, Drug, and Cosmetic Act, the Federal Insecticide, Fungicide, and Rodenticide Act, and regulations promulgated thereunder. The offeror/contractor is encouraged to use recove
13、red materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). Preservation, packaging, packing, labeling, and marking. The water purification sachets shall be preserved, packaged, packed, labeled and case marked in accordance with g
14、ood commercial practice. Commercial labeling and packaging, as may be augmented by the solicitation, contract, or purchase order, shall be acceptable. Shipping containers shall comply with the National Motor Freight Classification or Uniform Freight Classification, as applicable. For Department of D

Unless otherwise specified (see sections B, C, D, E, F, and G), preservation, packing, and marking shall be as specified in the acquisition order (See section J-1). B. Packaging. Each sachets contents shall be sealed in a heat sealed
16、 laminated pouch. The pouch material shall be a three-ply material made by laminating, from outside to inside, 25 to 30 pounds basis weight (24 by 36-500) kraft or sulfite paper, 0.00035 to 0.0005 inch thick aluminum foil, and 0.002 inch to 0.003 inch thick polyethylene. The material shall show no e
17、vidence of delamination after heat sealing. Intermediate Packaging. Twenty four intermediate packages containing 30 sachets each shall be packed in intermediat
19、e fiberboard box. The intermediate packaging shall be made from a polyethylene zip-lock pouch. The intermediate fiberboard box shall conform to the style of a regular slotted box (RSC) of ASTM D1974/D1974M, “Standard Practice for Methods of Closing, Sealing, and Reinforcing Fiberboard Boxes“. D. Pac
20、king. Packages containing 24 intermediate fiberboard boxes shall be packed in a fiberboard shipping container, constructed, closed and reinforced in accordance with Style RSC of ASTM D1974/D1974M. Each shipping container shall be closed and waterproofed in accordance with ASTM D1974/D1974M. E. Unit
21、loads. Packaging shall be arranged in unit loads and secured with strapping in accordance with DSCP FORM 3507. F. Labeling.
