2、n (CID) for all federal agencies. 1. SCOPE. This CID covers a gasoline engine driven, chain drive, dual purpose (on-road and off-road) motorcycle with an engine having a displacement of a nominal 250 cubic centimeters (ce). 2. SALIENT CHARACTERISTICS 2.1 Engine. The engine shall not be less than 246
3、 cc displacement. 2.2 Starting. The start lever shall be foot operated and, when specified (see 6.2), an electrical starter shall be provided. 2.3 Ignition. The ignition shall be water resistant. 2.4 Electrical system. The electrical system shall be 12 volt direct current (dc) with a maintenance-fre
4、e type battery. 2.5 Ignition lock. There shall be two keys provided for the ignition lock. 2.6 Suspens ion. The front suspension shall be of telescopic fork type and the rear suspension shall be of swing arm type with combination shock(s) and spring(s). Beneficial comments, recommendations, addition

The fuel tank shall have sufficient capacity to provide a range of 201 kilometers (km) and a reserve capacity of 40 km at a speed of 64 kilometers per hour (km/h). 2.8 Transmission. The transmission shall not have less than 5 forward
7、 speeds. 2.9 Skid plate. The skid plate shall be made to manufacturers standards. 2.10 Light kill switch. The light kill switch shall remove power from all lights (including brake lights) except engine warning lights. . 2.11 Rear resistration number and data plate. The rear registration plate shall
8、be of a size equal to motorcycle standard license plates, and shall be mounted on the rear license plate bracket (see 6.2). 2.12 Wheels. tires and tubes. Wheels shall include heavy duty safety rims and shall be of the wire spoke type. The tread shall be Department of Transportation (DOT) approved tr
9、ails universal (semi-knobby) type for use on both on-road and off-road travel. Inner tubes shall be of the heavy duty type. Wheels, tires and tire size designation systems shall conform to the Tire and Rim Association recommendations. 2.13 Painting and identification marking. Unless otherwise specif
10、ied herein or in the contract order (see 6.2), identification markings, data plates, treatment, and painting shall be permanent and legible. The gas tank, left and right side covers, steel skid plate and luggage rack shall be painted. In addition, if chrome plated, the following parts shall be remov
11、ed, reverse electroplated to strip the chrome and shall be painted: horn, handle bars, luggage rack, headlight ring and mounting hardware, wheel rims, chain adjusting mechanism, and rear brake lever. Bright chrome plating on the front fork shall be covered with a flexible, lusterless, black boot or
12、lusterless black tubing. Other chrome plated bolts, nuts, and small brackets need not be reverse electroplated and painted. Bright finish aluminum wheel rims and bright finish aluminum rear swing arms shall be painted. The bright finish on the edge of the engine cylinder cooling fins shall be painte
13、d with a suitable lusterless heat resistant black paint. Decals shall be removed from all surfaces prior to painting. All parts that are reverse electroplated, bright finish aluminum wheel rims and bright finish aluminum rear swing arms shall be suitably treated and primed prior to painting. Gas tan
14、k, front and rear fenders, and left and right side covers shall be lightly sanded and treated to provide good paint adhesion prior to painting. Flaking of paint due to flexing of flexible plastic parts will be acceptable. Such parts will be repainted by the Government as necessary. Otherwise, the tr

Un
16、less otherwise specified (see 6.2), accessory equipment shall include the following components: a. Speedometer with recording odometer. b. Oil filter. c. Manufacturers standard tool kit. d. Chemical puncture seal kit for tires. e. Kick stand. f. Rearview mirrors. g. Turn signals (front and rear). h.

The dry weight of the vehicle shall include the weight of the motorcycle with all attachments, accessories, and equipment but without fuel and lubricants. 19、lograms (kg). 2.17 Performance. The vehicle shall have a top speed of not less than 89 kmh. 2.18 Gradeability. Vehicle shall ascend a 23 meter grade of not less than 31 degrees (60 percent). 2.19 Servicing and adjusting. The contractor shall service and adjust each vehicle and its mounted equipment
20、for operational use including at least the following: alignment of lights; adjustment of the engine; final drive chain; front and rear brakes; filling and charging battery; inflation of tires; complete lubrication of engine and running gear with grades of lubricants recommended for the ambient air t

The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragr
22、aph 23.403 of the Federal Acquisition Regulation (FAR). 4. QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection. The contractor is responsible for the performance of all inspections (examinations and tests). 4.2 Product Conformance . The products provided shall meet the salient characteris
23、tics of this commercial item description, conform to the producers own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance. 4.3 -. The contracto
24、r shall provide products which have a proven market record based on the number of items sold, length of time the product has been on the market, and reliability and performance of the products as required under the contract or solicitation. 5. PACKAGING. Preservation, packing, and marking shall be a
