2、all federal agencies. 1. SCOPE. This CID covers two sizes of motorcycles, with nominal 1000 and 1300 cubic centimeters (cc) engine displacements. 2. CLASSIFICATION. The motorcycles will be of the following types as specified (see 7.2): Type1 - 1000 cc Type II - 1300 cc 3. SALIENT CHARACTERISTICS. Th
3、e vehicle described by this CID shall be procurable as an “off-the-shelf, commercially produced, readily available motorcycle. The manufacturer shall have built similar model vehicles, as offered to the Government, for commercial sales for at least the past two years, at a rate of not less than 500
4、units a year. 3.1 Performance characteristics. 3.1.1 Wheelbase. The motorcycle shall have a wheelbase of not less than 57 inches (i.). 3.1.2 Ground clearance. The motorcycle shall have a ground clearance of not less than 4 in. 3.1.3 Rated capacity. The motorcycie shall have a total rated capacity of
5、 operator (computed at 200 pounds (lbs) and a payload of not less than 50 lbs. 7、s than 65 miles per hour (mph) with the transmission in high speed range. 3.1.4.2 u. The motorcycle shall be capable of maintaining a steady speed of not more than 5 mph with the transmission in first (low) gear. 3.1.5 Gradeability. 3.1.5.1 High - meed. High speed gradeability shall be met by ascend
8、ing a continuous grade of 7% with the transmission in the high speed range. 3.1 S.2 Low speed. Low speed gradeability shall be met by ascending a continuous grade of 30% with the transmission in the low speed range. 3.2 Enne. A four-stroke cycle engine, liquid or air cooled, with not less than two c
9、ylinders and a displacement of not less than 990 cc (size 1000) or 1300 cc (she 1300) shall be furnished. An oil filter shall also be provided. 3.3 Fuel tank. A fuel tank of not less than 4 gallons capacity with fuel shutoff capability shall be provided. 3.4 Exhaust. The motorcycle shall comply with
10、 aIl exhaust emission standards in effect at the time of manufacture. 3.4.1 Air cleaner. A standard commercial air cleaner shall be fimished. 3.5 Electrical svstem. A 12-volt electrical system shall be provided. 3.5.1 Starter. An electric starter shall be provided. 3.5.2 Batte-. A 12-volt maintenanc
11、e free battery shall be provided. 3.6 Radio interference. Radio interference suppression shall be in accordance with the commercial standard for these types of motorcycles. 3.7 Noise level. If noise levels exceed 84 &(A), a witmhg plate shall be provided. 3.8 w. A padded seat of not more than 33 inc

Heavy duty rims with tube or tubeless tires shall be provided. 3.10 Service brakes. Mechanical or hydraulic brakes capable of holding on a 30% downgrade sh
13、all be provided. Brake linings shall be of a nonasbestos material. 3.1 1 Rearview mirrors. Adjustable mirrors on nght and left handlebar shall be provided. 3.12 Instruments. The following instruments shall be provided: a. Speedometer with an odometer. b. Ammeter. c. Oil pressure gage. d. Neutral pos
14、ition light. 3.13 Lkhtine equipment. The following lightimg equipment shall be provided: a. Sealed beam headlight. b. Combination taillight and stop light. c. Auxiliary front headlight. d. Turn signals, front and rear. e. Light and sound signals indicating turn signal system is functioning. 3.14 Acc
15、essory eauipment. The following accessory equipment shall be provided: a. Kick stand. b. Front safety bars. c. Luggage carrier. d. Saddle bags (right and lefi sides). e. Windshield. f. Horn. 3.15 Servicing and ad-iusting. Prior to delivery, the contractor shall service and adjust each vehicle and it
16、s mounted equipment for operational use including at least the following: Y a. Alignment of lights. b. Adjustment of engine and brake systems. c. Charging of battery. d. Inflation of tires. e. Lubrication of chassis, engine and ruhg gear. f. Servicing the cooling system (50% water and 50% ethylene g

The offeror/contractor is encouraged to use recovered materials to the m&mum extent practicable, in accordance with paragaph 23.403 of the Feder
18、al Acquisition Regulation (FAR). 5. QUALITY ASSURANCE PROVISIONS 5.1 ResDonsibilitv for inspection. The contractor is responsible for the performance of all inspections (examinations and tests). 5.2 Contractor certification. The contractor shall certify and maintain substantiating evidence that the
19、product offered meets the salient characteristics of this CID, and that the product conforms to the producers own drawings, specifications, workmanship standards, and quality assurance practices, and is the same product offered for saIe in the commercial marketplace. The Government reserves the righ
20、t to require proof of such conformance pnor to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract. 6. PACKAGING.
