SCOPE 1.
2、1 Scope. This commercial item description covers five and six compartmented plastic mess trays that are used in the field, standard service mess halls, Navy shipboard, and in post, camp, and station hospitals. 2. CLASSIFICATION 2.1 Classification. The mess trays shall be in the following types and c
3、lasses: Type I - Five compartmented (see figure 1) Type II - Six compartmented, right handed (see figure 2) Type III- Six compartmented, left handed (see figure 3) Class 1 - Polycarbonate (see 3.1) Class 2 - Melamine-formaldehyde (see 3.1) _ _ Beneficial comments (recommendations, additions, deletio

This identification numbering procedure is for Government purposes and does not constitute a requirement for the contractor. 3. SALIENT CHARACTERISTICS 3.1 Molding compound. The molding compound u
7、sed in the manufacture of the trays shall be either polycarbonate virgin resin (Class 1) meeting FDA regulation 21 CFR 177.1580; or melamine-formaldehyde (Class 2) conforming to type 3 of ASTM D . 704, except that the electrical property requirements of that method shall not apply. All materials use
8、d in the construction of the trays shall conform to NSF International Standard No.51 or the applicable requirement of the Federal Food, Drug, and Cosmetic Act for contact with food. Unless otherwise specified, the contractor shall furnish a certificate of compliance to the contracting officer showin
9、g that the molding material complies with NSF or FDA requirements. 3.2 Design. Type I trays shall be made in accordance with figure 1. Type II trays shall be made in accordance with figure 2, and Type III trays shall be made in accordance with figure 3. The trays shall have stacking lugs molded inte
10、gral with the tray to provide for fast drying and prevent binding. 3.3 Finish. All surfaces of the tray shall have a uniform luster throughout produced by molding and not by the application of a protective coating of lacquer, varnish or other adulterant. 3.4 Markins for identification. Each tray sha
11、ll be permanently and distinctly marked with the manufacturers name, trade name or trademark of such known character as to be easily identified with the manufacturer, and the year of manufacture. Markings shall be placed on the outside bottom of the tray in the center of the large compartment. 3.5 R
12、esistance to boiling deteruent. The trays shall show no cracks, chalking, warpage, appreciable fading or change of color, or any other defects imparing their serviceability or appearance when sanitized in boiling detergent. Testing shall be as specified in 5.6.3.1 3.6 Rim warDage of travs. as specif
13、ied in 5.6.3.2, shall exhibit a rim warpage of 0.090 inch or less. 14、. The color of the trays shall conform to FED-STD-595, and be either tan or pastel green, as specified (see 7.1). The pastel green colored trays shall fall within the range of color numbers 24525, 24504, or 24533. The tan colored trays shall fall within the range of color numbers 20450, 21643, 22563
15、, 23531, or 23690. 3.8 Workmanship. The finished trays shall be clean, and free of flash, molding imperfections, blisters, areas of delamination, dimples or contamination. All surfaces shall be smooth, free from rough or sharp edges or corners, and uniform in finish and color. Blemishes or discolora
16、tion which do not affect the ability of the trays to be sanitized or affect their overall appearance are permitted. 4. REGULATORY REQUIREMENTS 4.1 Contractor recovered materials. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with par
17、agraph 23.403 of the Federal Acquisition Regulation (FAR). 5. QUALITY ASSURANCE PROVISIONS 5.1 Contractor certification. The contractor shall certify, and maintain substantiating evidence, that the product offered meets the salient characteristics and requirements of this Commercial Item Description
18、, and except for any Government unique requirements specified, conforms to the producers own drawings, specifications, standards, and quality assurance practices; and is the same product that has been sold in the commercial marketplace for over one year, or is the same product that has successfully
19、been delivered to the Government on a previous contract or purchase order. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract. 5.2 Market acceptibility criteria. No item o
20、f equipment offered under this CID shall be acceptable unless the manufacturer has sold equipment of the same size (similar capacity) and type in a commercial environment for a minimum period of one year. The sales results shall be statistically supported and sales data shall accompany bid proposals
21、. Equipment installed for test purposes in a manufacturers plant or test laboratory shall not be considered as complying with this requirement. 5.3 Warranty. Unless otherwise specified in the contract or purchase order, the manufacturers standard commercial warranty shall apply. Provided by IHSNot f

Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, provided they fall within th
23、e tolerances specified using conversion tables contained in the latest revision of ASTM E 380, and all other requirements of this Commercial Item Description are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the-inch-pound units, a req
24、uest should be made to the contracting officer to determine if the product is acceptable. The contracting officer has the option of accepting or rejecting the product. 5.5 FDA/NSF International standard comDliance. Prior to approval of the first shipment, the contractor shall submit satisfactory evi
25、dence to the contracting officer or his authorized representative that the mess trays conform to the applicable requirements of FDA or NSF International Standard N.2 or No.36. Acceptable evidence of meeting the requirements of FDA or NSF International Standard No.2 or No.36 shall be a listing in the
26、 current edition of the NSF International “Listings-Food Service Equipment and Related Products, Components and Materials“ and display of the FDA or NSF Product Certification mark on the finished product, or a certified test report from a recognized independent laboratory acceptable to the medical a
27、uthority of the Government indicating the item complies with the applicable FDA or NSF International requirements. Acceptability of the testing laboratory by the medical authority of the Government will be obtained prior to the award of any contract or procurement document. 5.6 Sampling for examinat
28、ion. The inspection lot shall consist of all trays of the same type and class offered for inspection at one time. A random sample of trays shall be selected from each lot. The sample unit shall be as specified for each examination or test. No more than one tray shall be drawn from any one shipping c
29、ontainer. 5.6.1 End item visual examination. The end item sample trays shall be visually examined for the defects listed in table I. The sample unit shall be three (3) trays. Any tray in the end item sample unit containing one or more defects shall be cause for rejection of the lot. 4 Provided by IH

The end item sample trays shall be examined (measured) for conformance to the dimensions specified in figures 1, 2, or 3, as applicable. The sample unit shall be three (3) trays. Any dimension not within the specified
33、tolerance shall be classified as a defect. Any tray in the end item sample unit containing one or more defects with regard to dimensions shall be cause for rejection of the lot. 5.6.3 End item testinq. 5.6.3.1 Resistance to boiling detergent test. The sample unit for this test shall be one (1) tray.
34、 The tray shall be completely immersed for 1 hour in a boiling 0.3 solution of dishwashing detergent conforming to A-A-682. Distilled water shall be used to make the solution. The level of detergent solution shall be maintained throughout the test period. At the expiration of the 1 hour period, the
35、tray shall be removed and rinsed in clear hot water and allowed to air dry. After drying, the tray shall be examined for the presence of any of the defects specified in 3.5. Rim warpage shall be determined by placing the tray upside down on a flat surface and holding it firmly in place by a 10 pound weight with a diameter not exceeding 5 inches p
37、ositioned at the center of the tray. At this time, measure the distance between the tray rim and the flat surface around the trays perimeter. The distance, when measured with a feeler gauge, shall be no greater than that specified in 3.6 anywhere around its perimeter. Any test failure shall be cause
38、 for rejection of the lot. 6. PACKAGING 6.1 Packaqing, acking and marking. Packaging, packing, and marking shall be in accordance with the requirements of ASTM D 3951, unless otherwise specified in the contract or purchase .order (see 7.1). 7.
