4、ntractor shall notify the Government of, and obtain ap- proval for, any changes to the written pro- cedure that effects the degree of assurance required by this specification or other docu- ments referenced herein. 4.1.2 Submission of poduct. At the time the completed lot of product is submitted to
5、the Government for acceptance, the contrac- tor shall supply the following information accompanied by a certificate which attests that the information provided is correct and applicable to the product submitted: (a) A statement that the lot complies with all quality assurance pro- visions of the app
6、roved current written description of the system. (b) Quantity of product inspected. (c) Results obtained for ail inspection performed. (d) Specification number and date, to- gether with an identification and date of changes. (e) Certificates of analysis on all ma- terial procured directly by the con
7、tractor when such material is covered by referenced Govern- ment specification. (f) Quantity of product in the lot. (g) Date submitted. The certificate shall be signed by a responsi- ble agent of the certifying organization. The initiai certificate submitted shall be substan- tiated by evidence of t
8、he agents authority to bind his principal. Substantiation of the agents authority will not be required with subsequent certificates unless, during the course of the contract, this authority is vested in another agent of the certifying or- ganization. 4.1.3 Government uefication. Using the contractor
9、s written quality assurance pro- cedure (see 4.1,1), this detail specification, and other contractual documents as a guide, the Government inspector shall verify all quality assurance operations performed by the contractor. Verification shall be in ac- cordance with a or b as applicable, the de- cis
10、ion being the responsibility of the procur- ing activity. in either case, the inspector shall also ascertain, prioy to acceptance, that all quality assurance provisions of other specifications referenced in any of the con- tractual documents have been complied witli. Deviations from prescribed or ag
11、reed upon procedures discovered by the Government inspector shall be brought to the attention of the supplier. Disposition of the product and remedial action shall be as directed by the Government inspector and, depending on the nature of the deviation, may consist of lot rejection, screening, resam
12、pling, rein- struction of the suppliers employees, or other appropriate action : (a) Verification at the point of manu- facture shall be accomplished at unscheduled intervals in accord- ance with 4.1.3.1 and 4.1.3.2. (b) Verification at the point of delivery shall be in accordance with 4.1.3.2. 4.1.

15、ontrol and disposition of nonconforming material. 4.1.3.2 Product inspection. Product inspec- tion shall consist of Government inspection of product which has been previously in- spected by the contractor and found to meet the quality assurance provisions of this spec- ification. The inspection by t
16、he Government shall be performed in order to determine that the product is of the quality required by this specification and that the contractors records are reliable. 4.2 Initial production. 4.2.1. Submission. The contractor shall sub- mit an initial production sample consisting of 7 to 10 tons of
17、woodpulp cellulose sulfate, which has been produced by the production process which the contractor will use in ful- filling the contract, to a Government ap- proved facility designated by the contracting officer. An initial production sample shall also be submitted whenever a change occurs in the ma
18、nufacturing process, material used, specification, or source of supply, such as to significantly affect product uniformity as de- termined by the Government. 4.2.2 Impectons to be performed code No. 18. The material shall be inspected for all the inspections specified in 4.3 and 4.4 of this specific
19、ation. In addition, the follow- ing special examinations and tests shall be performed : The woodpulp cellulose sulfate shall be shredded and mitrated to grade A, type II or grade B nitrocellulose of Specification MIGN-244 to determine suitability in plant scale equipment. 20、r: None defined. Minor-AQL 0.40 percent 4.2.3 Rejeotian. If the material fails to comply with the applicable requirements, the initial production quantity shall be rejected and the contractor shall take the necessary corrective action and submit a new initial production quantity, or portion thereof,
21、 as specified by the contracting officer. The con- tractor shall continue to submit new or sup- plemental quantities as necessary until such time as a quantity successfully passes the inspection specified or until otherwise di- rected by the procuring activity. 4.3 Inspection provisions. 4.3.1 Lot f
22、ormation. A lot shall consist of continuous sheet rolls of sulfate woodpulp cellulose made from one or more batches of bleached sulfate woodpulp cellulose that have been subjected to the same processing opera- tions and conditions, from one manufacturer, and in accordance with the same specifica- ti
23、on and same specification revision. A batch shall be that quantity of raw materials which has been subjected to the same unit chemical process or physical mixing process intended to make the final product homogenous. 4.3.2 Examination. Sampling plans and procedures for the following classification o
24、f defects shall be in accordance with Stand- ard MIL-STD-105. Continuous sampling plans, in accordance with Handbook ORD- M60-11 may be used if approved by the procuring activity. Also, at the option of the procuring activity, AQLs and sampling plans may be applied to the individual char- acteristic
