The expelling charge assem- blies shall comply with all requirements specified on drawing (dwg.) 9213756 and dwg. 9370052 as applicable, and with a
13、11 requirements specified in applicable specifications. 3.3 Moisture content of black powder. The moisture content of the black powder at the time of loading expelling charge, primary, shall be 0.7 percent, maximum (max.) and far expelling charge, secondary, shall be 0.7 percent, (max.), when determ
14、ined as specified in 4.4.3.1 and 4.5.1. 3.4 Leak test of expelling charge assembly, primary. Assemblies shall not exhibit any leakage when subjected to the leak test pre- scribed in 4.4.3.2 and 4.5.2. 3.5 Workmanship. The expelling charge assemblies shall be free from cracks, air bubbles, holes, bli
15、sters, dirt, grease and foreign material. 4. QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection and standard quality assurance provisions. Uness otherwise specified herein or in the contract, the provisions of MIL-A-48078 shall apply and are hereby made a part of this detail specificatio
16、n. 4.2 Classification of inspections. The following types of inspections shall be conducted on this item: a. First Article Inspection. b. The moisture content of black powder shall be determined in accordance with specification MIL-P-223. NIL-C-4254A 33 rn 9999906
26、0338035 rn MIL-C-48254A (AR) 4.4.3 Testing. Testing is described in the First Article and Quality Conformance Inspection Tables. 4.4.3.1 Moisture content of black powder. The moisture content of the black powder used in loading the expelling charge assemblies shall be determined at the time of loadi
27、ng. The contractor shall test at least one sample of black powder from each eight hours pro- duction, or portion thereof, of each expelling charge (primary and secondary). Any failure to comply with the applicable requirement shall be cause for rejection of the production represented by the samples.
28、 If loading has begun, assemblies loaded with the non-con- forming black powder shall be rejected. The test shail be as speci- fied in paragraph 4.5.1. 4.4.3.2 Ultrasonic seal test of expelling charge assembly (primary). Each assembly shall be subjected to a leak test in accor- dance with 4.5.2. Any
29、 assembly exhibiting leakage shall be cause for rejection and eliminated from further production processing. 4.4.4 Inspection equipment. The inspection equipment require- ment to perform the examinations and tests prescribed herein is described in the Paragraph Reference/Inspection Method column in
30、the tables starting with Paragraph 4.4.2.1. The contractor shall submit for approval inspection equipment designs in accordance with the terms of the contract. See Section 6 of MIL-A-48078 and 6.3 herein. 4.4.4.1 Automatic inspection equipment. All automatic test and inspection equipment when utiliz
31、ed by the contractor shall be sub- jected to periodic verification and/or calibration check during pro- duction. The procedures shall include as a minimum: Frequency, method of verification, and the method of retrieval of item produced between verification/calibration. These procedures shall be incl
32、uded in the operation/calibration procedures as required by the above paragraph. 4.5.2 Ultrasonic seal test of expelling charge assembly (primary). Each assembly subjected to this test shall be placed a transparent pressure vessel which contains sufficient water (H2 so that the assembly is completel
33、y immersed to a minimum depth of one inch. The vessel shall then be sealed and the pressure shall be reduced from 760 mm Hg (atmospheric) to 700 mm Hg, The vacuum shall hn 15 Licensed by Information Handling ServicesflIL-C-48254A 13 W 3q99906 031801b T W MIL-C-48254A (AR) be maintained for a minimum
34、 of twenty seconds. Any indication of air bubbles emitting from the expelling charge assembly, particular in the area of the ultrasonic seal shall. be cause for rejection, the unit classified as defective and removed from the lot. 4.5-3 Dimensional control of molded or plastic parts. In place of the
35、 normal sampling and inspections associated with the Classifi- cation of Defects, and after a curing time for the parts has been approved (see Note 1) a sample of four (4) parts (as molded) from each cavity shall be fully inspected dimensionally to qualify a new or reworked cavity for use in product
36、ion. The molded parts shall carry the individual cavity identification, As a control of each cavity during production, the above quantity of parts from each cav- ity shall be inspected for at least the defects listed in paragraphs 4.4.2.1 through 4.4.2.2 after continuous production of each 5,000 par
37、ts or at the end of each week, whichever occurs first. Of the four (4) samples, one (1) sample shall be the last part produced. If any defective parts are found during qualification of the cavity, the cavity producing the defective part will not be used in produc- tion. If any defective parts are fo
38、und when inspection is performed for the control of the cavity, the cavity producing the defective part shall be removed from production. Further, that portion of pro- duction since the last control check shall be returned to the con- tractor for inspection for each separate type of defect according
39、 to MIE-STB-105, using an AQL of 0.40 percent for each major defect and an AQL of 0.65 percent for each minor defect. All cavities removed from production because of some fault, may, after reworking, be returned to production providing they pass the qualification test above. The contractor may reque
40、st a change of inspection frequency providing he presents objective evidence to the Contracting Officer to substantiate the request. Contractor designs of gages and test equipment. required to perform the inspections listed herein shall be forwarded to Commander, US Army Armament Research and Develo
41、pment Center, ATTN: DRSMC-QAR-Q(D) Dover, New Jersey 07801, for approval prior to manufacturer of equipment. The noted sub-paragraphs identify those items and minimum inspections subjected to the requirements of this paragraph. NOTE 1: In establishing a curing time, dimensionally check ten (10) part
42、s from each cavity at periodic intervals (e.g., every 30, 60, etc mim) until dimensional stability is attained. The curing time will be from the time the part comes out of the mold until dimen- sional stability is attained. The inspection data used in deter- mining the curing time shall be sent to C

The expelling charge assemblies shal be packed in accordance with the Code of Federal Regulations “49 CFR 100-199“ and to afford protection against damage during shipment from the supply s
45、ource to the first receiving activity for immediate use. 5.2 Marking. In addition to any marking required by the contract or order, marking shall be in accordance with Standard MIL-STD-129 and Code of Federal Regulations “49 CFR 100-199“. The DOT marking shall be “BLACK POWDER“. 6. NOTES 6.1 Intende

When compliance with the applicable requirement is in doubt as result of visual examination, the characteristics may be measured or gaged to determine accepta- bility. 6.5 Drawings. Drawings listed in Section 2 of t
48、his specifica- tion under the heading US Army Armament, Munitions and Chemical Command (AMCCOM) may also include drawings prepared by Rock Island Arsenal, Edgewood Arsenal, Frankford Arsenal, Picatinny Arsenal or ARRADCOM. Technical data originally prepared by these activities is now under the cogni
49、zance of AMCCOM. 6.6 Statements of findings shall show the specific analytical results of each test or inspection performed as required by the applicable drawing or specification together with the specified acceptable limits. 6.7 Submission of first article samples. Instructions as to the location for the evaluation of initial production shall be obtained from the contracting officer. Upon receipt of such request, the contracting officer shall advice the US Army Armament Research and Development Center, ATTN: DRSMC-QAR-Q(D), and instructions will be issued a
