6、 from the procuring activity or as directed by the contracting officer.) 3. REQUIREMENTS 3.1 Material. Materials shall be in ac- cordance with applicable drawings and specifications. 32 Parts. The parts shall comply with all requirements specified on Drawing (dwgs.) 8867267 and 8857268 as applicable
7、, and with all requirements specified in ap- plicable specifications. . ._ , 3.3 Workmanship. All parts shall be fab- ricated and finished in a thorough, work- manlike manner. They shall be clean and free of burrs, sharp edges, unblended radii, surface defects, chips, dirt, grease, corrosion product
8、s. and other foreign matter. The cleaning method used shall not be injurious to any parts nor shall the parts be contami- nated by the cleaning agent. All required markings shall be neat and sharply defined. 4. QUALITY ASSURANCE PROVISIONS. 4.1 General quality assurance provisions. Unless otherwise
9、specified in the contract or purchase order, the supplier is responsible for the performance of all inspection re- quirements specified herein. Except as oth- erwise specified, the supplier may utilize his own or any other inspection facilities and services acceptable to the Government. In- spection
10、 records of the examinations and tests shall be kept complete and available to the Government as specified in the con- tract or order. The Government reserves the right to perform any of the inspections set forth in the specification where such in- spections are deemed necessfry to assure that suppl
11、ies and services conform to pre- scribed requirements. Reference shall be made to Standard MIGSTD-109 iii order 2 - to define terms used herein. The provisions of Specification MIL-A-2560 shall apply. 4.1.1 Ctmtractor quaitg assurance sustem. The contractor shall provide and maintain an effective qu
12、ality assurance system in compliance with the requirements of Speci- , fication MIL-1-46208. The contractors qual- ity assurance system shall contain a pro- cedure for the reporting of critical defec- tives found during the course of his in- spection and during inspection by the Gov- ernment. Any cr
13、itical defect encountered, unless annotated by an asterisk (*) to the right of the characteristic code number (see 6.2), will be reported within 48 hours, A monthly summary report covering those critical defects annotated by an asterisk will be furnished. The agencies to whom the reports will be fur
14、nished are identified in paragraph 6.6. The reports shall contain, as a minimum, the following information: (a) Contractor and contract number. (b) Number and revision date of spec- ification. (c) Characteristic code number. (d) Lot or serial number. (e) Number of defectives found. (f) Assignable ca
15、use or analysis of occurrence. (g) Corrective action taken or recom- mended. When the corrective action is beyond the control of the contractor or the scope of the contract, the report shall contain the con- tractors recommendation to the Govern- ment. 4.1.2 Submission of product. At the time the co

17、34751 7 MIbP-60025 (MU) that the information provided is correct and applicable to the product being sub- mitted : (a) A statement that the lot complies with all quality assurance pro- visions of the approved current written description of the sys- tem. (b) Number of units of product in- spected. (c
18、) Results obtained for all inspection performed. (d) Drawing, specification number and date, together with an identifica- tion and date of changes. (e) Certificates of compliance on all material purchased by the con- tractor when such material is controlled by Government speci- fications referenced
19、in any of the contractual documents. (f) Number of items in the lot. (8) Date submitted. The certificate shall be signed by a respon- sible agent of the certifying organization. The initial certificate submitted shall be substantiated by evidence of the agents au- thority to bind his principal. Subs
20、tantiation of the agents authority will not be required with subsequent certificates unless, during the course of the contract, this authority is vested in another agent of the certifying organization, 4.1.3 Government verification. Using the contractors written quality assurance pro- cedure, this d
21、etail specification, the appli- : cable drawings and other contractual docu- ments as a guide, the Government inspector * shall verify at unscheduled intervals all quality assurance operations performed by the contractor. Verification will be in ac- cordance with Specification MIL-1-45208 l - - y an
22、d will be performed to the extent neces- sary to assure compliance with the contrac- tual requirements. Severity of Government inspection of individual characteristics will be directly related to the seriousness of the classification assigned, In no instance will a characteristic classified “critica
23、l” be ac- cepted solely on the basis of the contractors records. 4.2 Initial production inspection. 4.2.1 Prior to the start of regular produc- tion, the contractor shall submit an initial production sample to a Government-ap- proved facility as designated by the con- tracting officer (see 6.4) for
24、evaluation in accordance with the provisions of 4.2.2. The initiai production sample shall consist of 25 complete sets of parts which have been pro- duced by the contractor or furnished by a supplier and which have been manufactured using the same production processes, pro- cedures and requirement w
25、hich will be used in fulfilling the contract. All parts and ma- terials, including packaging and packing, shall be obtained from the same sources of supply as will be used in regular production. The sample shall be accompanied by certifi- cates of analysis for materials. An initial production sample
26、, or portion thereof, as di- rected by the contracting officer, shall also be submitted whenever there is a lapse in productioii for a period in excess of 90 days, or whenever a change occurs in manufac- turing process, material used, drawing, specification or source of supply as to Sig- nificantly
27、affect product uniformity a5 deter- mined by the Government. Prior to sub- mission, the contractor shall inspect the sample to the degree necessary to assure that it conforms to the requirements of the contract and submit a record of this in- spection with the sample. A sample con- taining known def
28、ects will not be submitted unless specifically authorized by the con- tracting officer. 4.22 Impections to be performed. If any component fails to comply with any or ail of the applicable requirements, the initial production sample shall

The Government reserves the right to terminate its inspection upon any failure of a component in the sample to comply with any or ali of the stated require- ments, In the event of rejection, the Gov- ernment reserves the right to require the contractor to take corrective action and sub
31、- mit a new initial production sample or por- tion therof. Until an initial production sample is accepted, the contractor is, in no way, authorized by the Government to in- itiate regular production unless otherwise directed by the contracting officer. 4.3 Inspection provisions. 4.3.1 Lot informathn

A lot shall consist of parts produced by one manufacturer in one unchanged process, in accordance with the same drawing, same drawing revision, 4.3.2.1 Cup (see dwg. 8857267) Oategorirs Defects same specification, and same specification revision. 33、ting safety, performance, or fit, as determined by the Government, shall not necessitate changing the lot inter- fix number, Lots shall be submitted for in- spectioI?. in accordance with Standard MIL- STD-105 or Standard MIL-STD-1236, when applicable. 4.3.2 Examination. Sampling plans and procedures
34、 for the following cIassifications of defects shall be in accordance with Standard MIGSTD-105 except that inspec- tion for critical defects, when listed, shall be 100 percent. Continuous sampling plans in accordance with Standard MIGSTD- 1235 may be used if approved by the pro- curing activity. Also
35、, at the option of the procuring activity, AQLs and sampling plans may be applied to the individual characteristics listed, using ai1 AQL of 0.25 percent for each major defect and an AQL of 0.40 percent for each minor defect. The contractor shall design inspection equipment in accordance with the instruct
40、ions in paragraph 6.3. 4.3.3.1 Govemment rights to documentoc tzon. Inspection equipment drawings and lists provided and revised in accordance with the requirements of the IEL may be used by DOD activities for design, pro- curement, manufacture, testing, evaluation, production and receiving inspecti
41、on, over- haul, shipping, storage, identification of stock, ordering and storage of replacement parts, inspection of items at overhaul, gen- eral maintenance of equipment, construc- tion, suTvey and whenever inspection equip- ment drawings are needed. 4.3.3.2 Supply and mintenccnce. Supply and maint
42、enance of the equipment listed on the IEL shall be in accordance with Speci- fication MIL-1-45607. 4.3,3.3 Government use of contractors in- specton and test equipment. The contrac- tor shall make available to the Government all inspection and test equipment necessary for determining conformance wit
43、h contract requirements. Personnel for operating the equipment, and verification of its accuracy, shall be supplied by the contractor for the performance of examination or test by the Government, 5. PREPARATION FOR DELIVERY f 5.1 Packing and marking. 5.1.1 Level C. The parts shall be packed and mark
44、ed in accordance with Specification MIL-P-10025. 5.2 Data cards. Data cards shall be pre- pared for each lot in accordance with the informat.ion specified in Specification MIL- A-2550. 6, NOTES 6.1 Ordering data. Procurement docu- menta shall specify the following: Title, number and date of this spe
45、cifi- cation. 6.2 Inspection code numbers. The five digit code numbers assigned to the inspec- tions herein are to facilitate future data collection and andysis by the Government. 6.3 Inspection equipment. The contrac- tor shall design inspection equipment as re- quired by the referenced Inspection
46、Equip- ment Lists (IEL) in accordance with the instructions of 6.3.1 through 6.3.7. a 6.3.1 Inspection Equipment Lists. In- spection Equipment Lists indicate the avail- ability of inspection equipment designs by showing in the “number“ column of the list of inspection equipment (O0 Form 1242-3) the
47、numbers of drawings of existing equip- ment designs or codes as indicated in 6.3.2. The contractor will be Tequired to prepare detailed draw- ings in accordance with 6.3.6 for all the equipment coded as “contractor design” in the numb
49、er column. These contractor de- signs must be approved by the Government prior to fabrication or procuring of the equipment. Designs shall be submitted for approval as specified in 6.3.7. 6.8.2 Inspection Equipment Iht codes. The inspection equipment as defined in 6.3.3, 6.3.4, 6.3.6, and 6.3.6 will be designated in the Inspection Equipment List by the fol- lowing codes: CDOF - Contractors design re- sponsibility on Ord- nance -format; ORDM- 608-12.
