2、ment of Defense. 1. SCOPE 1.1 Scope. This military specification covers one type of special purpose web tiedown used to secure weapon containers during transportation modes. 2. APPLICABLE DOCUMENTS 2.1 Government documents. 2.1.1 Specification and standards. The following specifications and standard

3、s form a part of this document to the extent specified herein. Unless otherwise specified, the issues of these documents shall be those listed in the issues of the Department of Defense Index of Specifications and Standards (DODISS) and supplement thereto, cited in the solicitation (see 6.2). In the event of a conflict be- tween the text of this document and the references cited herein, the text of this document shall take precedence. Nothing in this document, however, shall supersede applic

9、able laws and regula- tions unless a specific exemption has been obtained. 3. REQUIREMENTS 3.1 Materials and components. Materials shall conform to applicable specifications and drawings. Each component shall conform to all dimensions and tests specified on the component drawing. The contractor shal

10、l have available verifiable proof (i.e., objective evidence (see 6.4.) that materials and components were fabricated, inspected, and tested under controllable conditions as set forth in the contractors quality control or inspection procedures. 3.2 Assembly. The tiedown shall comply with all requirem

11、ents specified on drawing (dwg.) 9392419, with all requirements specified herein, and with the requirements of applicable specifications to the extent specified on the drawings and herein. 3.3 First article. When specified in the contract or purchase order (see 6.2), a sample shall be subjected to f

12、irst article inspection in accordance with the technical provisions herein (see 4.3). The

13、ratchet handle shall be capable of exerting a minimum tension of 150 pounds to the tiedown, and the handle force required to apply this tension shall not exceed 50 pounds. During this test, there shall be no slippage of the ratchet spool. Testing shall be as specified in 4.5.1.1. 3.4.2 Lockinq latch

14、 engaqing test. The ratchet handle shall be capable of being closed when the tiedown assembly is manually tensioned to get the locking latch engaged to the next tooth on the sprockets. The closed position is when the ears of the locking latch are seated behind the respective left and right ratchet g

15、ear tooth, and the locking ears of the handle are in place behind the respective ears of the locking latch. Test as specified in 4.5.1.2. 3.4.3 Release mechanism test. The ratchet handle shall be capable of operating the release mechanism when the tiedown is stressed to a minimum tension of 750 poun

16、ds. The handle force required to operate the release mechanism shall not exceed 50 pounds. Testing shall be as specified in 4.5.1.3. 3.4.4 Proof load test. The tiedown shall withstand a minimum load of 5,000 pounds, for a minimum period of 30 seconds, without evidence of deterioration or damage that

17、 may impair its intended operation. In addition, swivel hooks shall rotate freely, hook keepers must function properly, and webbing must slip freely through the ratchet buckle. specified in 4.5.1.4. Testing shall be as 3.4.5 Ultimate load test. The tiedown shall withstand a minimum load of 7,000 pou

18、nds, for a minimum period of 30 seconds. without evidence of slippage of the webbing r rupture of the stitches and metal parts. The following damage criteria shall . not be cause for rejection: a. Broken stitches without complete separation. b. Split, torn or frayed webbing without complete rupture.

19、 c. Permanent deformation but not rupture of the hardware. The tiedown, when load tested to failure, shall withstand a minimum load o

20、f 8,000 pounds before failure occurs. The following damage criteria shall not be cause for rejection: a. Broken stitches without complete separation. b. Split, torn or frayed without complete rupture. c. Permanent deformation but not rupture of the hardware. Testing shall be as specified in 4.5.1.6.

21、 3.4.7 Stitchinq pattern load test. A test length of tiedown webbing, having the same stitching pattern at both ends, shall be load tested to failure (complete separation of the webbing), and shall withstand a minimum load of 8,700 pounds before failure occurs. Testing shall be as specified in 4.5.1

22、.7. 3.4.8 Ratchet handle load test. The ratchet handle shall withstand a minimum load of 300 pounds, for a minimum period of 30 seconds, without evidence of deterioration or damage that may impair its intended operation. In addition, the ratchet handle when load tested to failure shall withstand a m

23、inimum load of 800 pounds before failure (rupture of any metal part) occurs. Permanent deformation of the ratchet shall not be cause for rejection. Testing shall be as specified in 4.5.1.8. 3.4.9 Stitchinq. All stitching of the tiedown shall be in accordance with FED-STD-751, Type 301, 5 - 8 stitche

24、s per inch. Stitching shall be backstitched one-quarter inch at the ends, except where ends are turned under in a hem or held down by other stitching. Thread tension shall be maintained so that there will be no loose stitches and that the stitch lock will be embedded in the webbing material. All thr

25、ead ends shall be trimmed. Testing shall be as specified in 4.4.2.1. 3.5 Serialization. Not applicable. 3.6 Workmanship. All parts and accessories shall be constructed, assembled, and finished in a thoroughly workmanlike manner. Particular attention shall be given to neatness, marking, cleaning, and

26、 freedom of the parts from burrs and sharp edges which may affect performance or result in injury during handling. All parts shall be free of chips, dirt, grease, rust, and other foreign material. The cleaning method shall not be injurious to any of the parts, nor shall the parts be contaminated by

QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the cont

28、ractor is responsible for the performance of all inspection requirements (examinations and tests) as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements s

29、pecified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in this specification where such inspections are deemed necessary to ensure supplies and services conform to prescribed requirements. 4.1.1 Responsibility for complian

30、ce. All items shall meet all requirements of sections 3 and 5. The inspection set forth in this specification shall become a part of the contractors overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contractor of the r

31、esponsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requirements, however, this does not author

32、ize submission of known defective material, either indicated or actual, nor does it commit the Government to acceDt L defective material. 4.2 Classification of inspections. The inspection requirements specified herein are classified as follows: a. First article inspection (see 4.3.2) b. Quality conf

33、ormance inspection (see 4.4) 4.3 First article inspection. 4.3.1 Submission. The contractor shall submit a first article sample as designated by the Contracting Officer for evaluation in accordance with provisions of 4.3.2. The first article sample shall consist of the assemblies, components and tes

As determined by the Government, the first article assemblies, components and test specimens may be subjected t

35、o any or all of the examinations and tests specified in Table I and be inspected for compliance with any or all requirements of the applicable drawings. 4.3.3 Rejection. If any assembly, component or test specimen fails to comply with any of the applicable requirements, the first article sample shal

36、l be rejected. The Government reserves the right to terminate inspection upon any failure of an assembly, component or test specimen to comply with any of the requirements. TABLE I. 38、 The three short webbings shall be used for test g, and three ratchets shall be used for test h. 4.4 Quality conformance inspection. 4.4.1 Inspection lot formation. The term “inspection lot“ is defined as a homogeneous collection of units or product from which a representative sample is drawn or whi

39、ch is inspected 100 percent to determine conformance with applicable requirements. Units of product selected for inspection shall represent only the inspection lot from which they are drawn and shall not be construed to represent any prior or subsequent quantities presented for inspection. Homogenei

40、ty shall be considered to exist provided the inspection lot has been produced by one manufacturer, in one unchanged process, using the same materials and methods, in accordance with the same drawings, same drawing revisions, same specifications and same specification revisions. All material submitte

41、d for inspection in accordance with this specification shall comply with the homogeneity criteria specified herein, regardless of the type of inspection procedure which is being applied to determine conformance with requirements. 6 Provided by IHSNot for ResaleNo reproduction or networking permitted

Quality conformance examinations and tests are specified in the following Classification of Characteristics paragraphs. The contractors quality program of detailed inspe

43、ction system shall provide assurance of compliance of all characteristics with the applicable drawing and specification requirements utilizing as a minimum the conformance criteria specified. When cited herein, attributes sampling inspection shall be conducted in accordance with Table II below, usin

44、g the inspection levels stated in the Classification of Characteristics paragraphs. b. Alternative quality conformance provisions. Alternative quality conformance procedures, methods, or equipment, such as statistical process control, tool control, other types of sampling procedures, etc., may be us

45、ed by the contractor when they provide, as a minimum, the level of quality assurance required by the provisions specified herein. Prior to applying such alternative procedures, methods, or equipment, the contractor shall describe them in a written proposal submitted tothe Government for evaluation (

46、see 6.6). When required, the contractor shall demonstrate that the effectiveness of each proposed alternative is equal to or better than the specified quality assurance provision(s) herein. In cases of dispute as to whether the contractors proposed alternative(s) provides equivaent assurance, the pr

47、ovisions of this specification shall apply. All approved alternative provisions shall be specifically incorporated into the contractors quality program or detailed inspection system, as applicable.
