Include a properly

5、 edited version of this guide specification in every design-bid-build and design-build project. EPA recycled content requirements must be addressed in all projects regardless of optional LEED/other recycled content goals.Adhere to UFC 1-300-02 Unified Facilities Guide Specifications (UFGS) Format St

6、andard when editing this guide specification or preparing new project specification sections. Edit this guide specification for project specific requirements by adding, deleting, or revising text. For bracketed items, choose applicable items(s) or insert appropriate information.Remove information an

8、 RCRA of 1976 as amended (42 USC 6901) which requires that EPA designated items be used to the maximum extent practicable.One of the requirements of 40 CFR 247 is that agencies promote the use of products containing recycled materials. Parts of this guide specification are only promotional in nature

Therefore, consideration should be given to using a prope

10、rly edited version of this guide specification in every project.The detailed requirements regarding use of products containing recycled materials are contained in other technical sections of the specifications. 11、 Executive Order 13514 requires that 95 percent of contract purchases are energy efficient (ENERGY STAR or FEMP-designated), water efficient, bio-based, environmentally preferable (Electronic Product Environmental Assessment Tool (EPEAT) certified), non-ozone depleting, contain recycled content, or

12、are non-toxic or less-toxic alternatives where such products and services meet agency performance requirements.*1.1 REFERENCES*NOTE: This paragraph is used to list the publications cited in the text of the guide specification. 16、tion or networking permitted without license from IHS-,-,-NOTE: The Affirmative Procurement Program for EPA designated items requires promotion of agency policy for preference to purchase products containing recovered materials.*Government procurement policy is to acquire, in a cost effective manner

17、, items containing the highest percentage of recycled and recovered materials practicable consistent with maintaining a satisfactory level of competition without adversely affecting performance requirements or exposing suppliers employees to undue hazards from the recovered materials. The Environmen

18、tal Protection Agency (EPA) has designated certain items which must contain a specified percent range of recovered or recycled materials. EPA designated products specified in this contract comply with the stated policy and with the EPA guidelines. Make all reasonable efforts to use recycled and reco

19、vered materials in providing the EPA designated products and in otherwise utilizing recycled and recovered materials in the execution of the work.1.3 SUBMITTALS*NOTE: Review submittal description (SD) definitions in Section 01 33 00 SUBMITTAL PROCEDURES and edit the following list to reflect only th

20、e submittals required for the project.The Guide Specification technical editors have designated those items that require Government approval, due to their complexity or criticality, with a “G.“ Generally, other submittal items can be reviewed by the Contractors Quality Control System. Only add a “G”

21、 to an item, if the submittal is sufficiently important or complex in context of the project.For submittals requiring Government approval on Army projects, a code of up to three characters within the submittal tags may be used following the “G“ designation to indicate the approving authority. Codes

22、for Army projects using the Resident Management System (RMS) are: “AE“ for Architect-Engineer; “DO“ for District Office (Engineering Division or other organization in the District Office); “AO“ for Area Office; “RO“ for Resident Office; and “PO“ for Project Office. Codes following the “G“ typically

23、are not used for Navy, Air Force, and NASA projects.Choose the first bracketed item for Navy, Air Force and NASA projects, or choose the second bracketed item for Army projects.*Government approval is required for submittals with a “G“ designation; submittals not having a “G“ designation are for Con

24、tractor Quality Control approval. information only. When used, a designation following the “G“ designation identifies the office that will review the submittal for the Government. 26、bility of an EPA designated item in the work. Level of competition, delivery time, performance requirements, and price should all be considered in making the determination.*Various sections of the specifications contain requirements for materials that have been designated by EPA as being products wh

27、ich are or can be made with recovered or recycled materials. These items, when incorporated into the work under this contract, shall contain at least the specified percentage of recycled or recovered materials unless adequate justification (non-availability) for non-use is provided. When a designate

28、d item is specified as an option to a non-designated item, the designated item requirements apply only if the designated item is used in the work.1.5 EPA PROPOSED ITEMS INCORPORATED IN THE WORK*NOTE: EPA encourages expansion of preference programs beyond the EPA designated items in order to maximize

29、 purchases of recycled products and foster additional markets for recovered materials.*Products other than those designated by EPA are still being researched and are being considered for future Comprehensive Procurement Guideline (CPG) designation. It is recommended that these items, when incorporat

30、ed in the work under this contract, contain the highest practicable percentage of recycled or recovered materials, provided specified requirements are also met.1.6 EPA LISTED ITEMS USED IN CONDUCT OF THE WORK BUT NOT INCORPORATED IN THE WORK*NOTE: This paragraph is to encourage the Contractor to use

31、 recycled or recovered materials in daily administrative operations.*Many products listed in 40 CFR 247 have been designated or proposed by EPA to include recycled or recovered materials that may be used by the Contractor in performing the work but will not be incorporated into the work. These produ

32、cts include office products, temporary traffic control products, and pallets. It is recommended that these non-construction products, when used in the conduct of the work, contain the highest practicable percentage of recycled or recovered materials and that these SECTION 01 62 35 Page 5Provided by

34、end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable specifications and standards.Biobased products that are designated for preferred procurement under USDAs BioPreferred program must meet the r

35、equired minimum biobased content. Submit data for the biobased products to include biobased content and s
