16、the press conference with Mr. Fischer and Mrs. Ter-Minassian. Managing Director: would you like to make some introductory remarks? MR. CAMDESSUS, Yes, thank you. Before I talk about this agreement with Brazil, I would like to tell you about another sad Brazilian event, namely, that Mr. Alex Kafka, w
17、ho has been the Executive Director for Brazil for 32 years in this institution and who was the highly-respected dean of our Executive Board, has just this week decided to retire. I wanted to tell you that, of course, this leaves us all saddened and admiring of what he has done. The Executive Board h
18、as taken the very exceptional step of adopting a Resolution of Appreciation for his service here, and you will find this Resolution and the few words I pronounced in his honor on several occasions in the back of this room. And now, let me tell you my pleasure in announcing that today, the Brazilian
19、authorities and an IMF team have successfully concluded negotiations on a strong three-year program of economic and financial reform. I have said today, but perhaps it was yesterday, because conversations were concluded sometime last night on technical aspects. But what matters is that this program
20、first and foremost addresses the chief sources of Brazils external vulnerability, namely, its chronic public sector deficit, which the country is now tackling in a serious and sustainable manner. Within the framework of structural reforms, Brazils three-year fiscal program targets primary surpluses
21、of 2.6 percent of GDP in 1999, 2.8 percent in 2000, and 3 percent in 2001. The Brazilian authorities are also committed to further opening up the economy, ensuring firm monetary discipline and macroeconomic stability, and maintaining the current exchange rate regime, while reinforcing the exchange r
22、eserves and improving the competitiveness of the economy. The way is now open for the international community to provide financial support to Brazil that will enhance market confidence in the governments economic policies and help ensure the success of the countrys program. Eric Schurenberg: Well, you know because people are just not rational about their money, you cant just say you are always gonna do the smart thing because youll think it through, instead the way you handle money is governed by behavior patterns, by your irrational thought, by your emotion
27、s, so knowing the kind of prejudices that you go into money decisions with will help you make the right decisions, and avoid the same old mistakes. 28、hing to be? Eric Schurenberg: Well, its the one that most people are, most Americans are, it is the best thing to be. Well, you know, like all money types, there are good types and bad types. You have a lot of self - discipline if youre a guardian, oh, financial security matters a lot to you, on the
29、 other hand, you are likely to be a little too conservative, and make choices that dont get you any benefit. Sometimes you have to take risks in the market to get ahead. Hostess: Exactly. 30、the next one, the next personality type is an idealist, I think thats probably what I am, because money just isnt the top priority . Eric Schurenberg: Thats right, you are more concerned with helping other people, and thats a good thing too for lots of reason, and doing fun stuff matters a lot too.
31、But you know thats a good thing, its also a good financial thing, because if you are not that concerned about money, you are not chasing every squiggle of the stock market, and making decisions based on really short term thing: on the other hand if you dont have a financial plan, you may not reach y
32、our goals, so something you wanna pay attention to. Hostess: OK! So, if your answers are mostly Bs, you are an idealist. OK, whats next: Artisans, this is interesting. Artisans, which I wouldnt figure to be a money personality type, so if your answers are mostly As, you are an artisan. Whats an arti
33、san? Eric Schurenberg: Artisans are people who are. theyre willing to take risks, they go on gut instinct a lot. Thats a pretty good thing too. Sometimes you can, if you are willing to take risk, you buy a lot of stocks, and that sort of thing, you do. . . it works out for you in the long - run, on
34、the other hand, artisans are not the type to do a series of long term financial plan, and so sometimes they have to put things into place like automatic savings plans so that they get that kind of a regular financial planning thing going. Hostess: OK, Rationals. If your answers are mostly Ds, you ar
35、e a rational personality money type. That seems to me the best way to be. Eric Schurenberg: Well, it has its strengths and it has its weaknesses too. Rationals believe cool reason prevails and it means that you take a lot of satisfaction out of putting complex financial plans into place. Thats a goo
36、d thing for obvious reasons. The bad side is that you tend to think that you can outsmart the market, and the market is not a rational place, so soon that can get you into trouble. Hostess: And the last is a mixed type. It sounds interesting, but is there anything special in this kind of people? Eri
37、c Schurenberg: People of this type are a mixture of all the other types we discussed just now, such as guardians, idealist, artisans and rationals. The good point in them is they are easy to be reshaped, I mean, with suitable direction or help they can turn to be, say, a rational. But, of course, th
