ThisTechnicalSpecificationfocusesonanapplicationdataspecificationwherebydataisproducedata centrallocationandisdisseminatedviaacellularradionetwork.Itaddressesthedataspecificationsforboth downlinkanduplinkexistingbetweenacentrallocationandrandomlylocatedv

25、lematicsStandard).GATSprovidesthemodularframeworkforimplementingsuchtraffictelematics servicesonanopentechnologyplatformandisnetworkindependent.Inmanydetailsdefinitionsare necessarytoensureinteroperability.Therefore,thosedetaileddefinitionsaregiveninCEN/TS148218.With thedevelopmentoffuturemobilecomm
26、unicationsystemstowardsUMTS/IMT2000thebottleneckof narrowbanddatacommunicationmightfade.Duetoitsmodularstructure,theGATSframeworkand applicationsarepreparedforthatduetoitsnetworkindependence.Thesameholdsforemerging technologiesforpositioningwhichtodayisalmostexclusivelybasedonGPS. Otherrelevantstand

29、functionalityoftraffictelematics(TT)services basedontheuseofcellularnetworks.Devicemanufacturersareenabledtodevelopterminalequipment compatibletoservicesbasedonthisstandard.Thiswillallowforinteroperabilityofdifferentterminal equipmentandserviceproviderswhichallowscompetitionbetweenserviceprovidersan
