2、sion “The European Conference of Posts and Telecommunications Administrations, considesing - a demand exists for protection of the use of a number of telecommunication facilities against unauthorized access, - in most user identification mechanisms a kind of password (PIN, keyword) is required, - th
3、e distribution of passwords is a weak link in all identification methods, - user acceptance of access protection mechanisms is higher if passwords are easily changeable, - users might want to choose the appropriate password length themselves and in this way control the safety of the - if users choos
4、e their own degree of protection against passwordsearch, no legal consequences exist for the service protection, I provider, when the password is crunched, recommends that when introducing a teleservice or a means of payment which requires the use of passwords (PINS) to take into account the followi
5、ng general guidelines : - to introduce a general password checking facility, which can be used for aii services, - to provide users with the possibility to change their password by a specific procedure. This should take place only at the discretion of the Operating Administration and also under its

Protection against unauthorized password changes can be realized using the old password in the control procedure, - to use the general facility, depending of the quality of the introduced user identification technique, for services like - call barring, foiiow me, etc. - electronic mail, information retrieval (e.g. videotex) - charging telecommunication bills to personal accounts - teleshopping, homebanking (unlimited).” Edition of January 15, 1988
