ThisstandardincludesaBibliography.ENISO16104:2003(E) 3 Introduction ThisStandardwasdevelopedtoproviderequirementsandtestprocedurestomeetthemultimodal UnitedNationsRecommendationsontheTransportofDangerousGoods1andsuccessfulpassing ofthetestsmayleadtot

19、heallocationofanappropriatepackagingmark(e.g.UN,RID/ADR).TheUN RecommendationshavebeendevelopedbytheUnitedNationsCommitteeofExpertsonthe TransportofDangerousGoodsasa“modelregulation“(referredtointhisdocumentastheUN Recommendations)inthelightoftechnicalprogress,theadventofnewsubstancesandmaterials,th

20、e exigenciesofmoderntransportsystemsand,aboveall,theneedtoensurethesafetyofpeople, propertyandtheenvironment.Amongstotheraspects,theUNRecommendationscoverprinciplesof classificationanddefinitionofclasses,listingoftheprincipaldangerousgoods,generalpacking requirements,testingprocedures,marking,labell

21、ingorplacarding,andshippingdocuments.Thereare inadditionspecialrecommendationsrelatedtoparticularclassesofgoods. TheUNRecommendationsaregivenlegalentitybytheprovisionsofaseriesofinternationalmodal agreementsandnationallegislationforthetransportofdangerousgoods.Theinternational agreementsinclude: The

22、EuropeanAgreementConcerningtheInternationalCarriageofDangerousGoodsbyRoad (ADR)(coveringmostofEurope).2 RegulationsconcerningtheInternationalCarriageofDangerousGoodsbyRail(RID)(covering mostofEurope,partsofNorthAfricaandtheMiddleEast).3 TheInternationalMaritimeDangerousGoodsCode(IMDGCode)(worldwide)

23、4 TheInternationalCivilAviationOrganizationsTechnicalInstructionsfortheSafeTransportof DangerousGoodsbyAir(ICAOTIs)(worldwide).5 TheapplicationofthisStandardwillneedtotakeaccountoftherequirementsoftheseinternational agreementsandtherelevantnationalregulationsfordomestictransportofdangerousgoods. Oc

24、casionallyduringadoptionasamodalregulationthetexthasbeenmodified;RID/ADRpermitsome variationstotestsforlightgaugemetalpackagingsandtheseareincludedinannexA. ThecrossreferencesbetweenthisStandard,theUNRecommendationsandtheInternational AgreementsaresummarizedinannexB. Itisimportanttonotethattherewill

25、becertainmodaldifferencesfromtheUNRecommendationsand thatthescheduleforrevisionoftheRecommendationsandmodalprovisionsmayleadtotemporary inconsistencieswiththisStandard,whichisregularlyupdatedtothelatestversionoftheUN Recommendations. 39、llbecarriedoutsuccessfullyoneach packagingdesigntype(see3.2),whichmayleadtotheissuingofaUNpackagingmark.Thetests shallbesuccessfullyrepeatedafteranymodificationwhichaltersthepackagingdesigntype.Withthe exceptionofspecialpackagings(see3.8),allpackagingsfordangerousgoodsshallbetestedin accordancewithT

40、able1andshallmeettherequirementscontainedin4.2to4.6.Specialpackagings shallmeettherequirementssetoutinannexC. Whereaninnertreatmentorcoatingisappliedforsafetyreasonsitshallretainitsprotectiveproperties evenaftertests. NOTE Providedthevalidityofthetestresultsisnotaffectedandwiththeapprovalofthecompet

41、ent authority,severaltestsmaybemadeononepackaging.Thismaybenecessary,forexample,withverycostlyor scarcepackagings.Thismaybeaccomplishedby: a) usingonesetofpackagingsformorethanoneofthetests.Forexamplefivetestsarerequiredonadrumfor liquids,eachrequiringasetofthreepackagings,namelyfirstdrop,seconddrop

42、leakproofness,internal pressureandstack.Subjectingonesettomorethanoneofthefivetestsisconsideredequivalent; b) usingonepackagingforthetests.Forexampleusingonefibreboardboxforallfivedropsisconsidered equivalenttocarryingout1droponeachoffiveboxes. Approvalshouldbesoughtfromthecompetentauthoritybeforee
