11、 application of the ITU-T Recommendation E. 164 Numbering Plan for Universal International Premium Rate Numbers (UIPRN) in the provisioning of the International Premium Rate Service as defined in ITU-T Recommendation E. 155. Source ITU-T Recommendation E.169.2 was prepared by ITU-T Study Group 2 (19

12、97-2000) and approved by the World Telecommunication Standardization Assembly (Montreal, 27 September - 6 October 2000). ITU-T E.169.2 (10/2000) i FOREWORD The International Telecommunication Union (ITU) is the United Nations specialized agency in the field of telecommunications. The ITU Telecommuni

13、cation Standardization Sector (U-T) is a permanent organ of ITU. ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Assembly

14、(WTSA), which meets every four years, establishes the topics for study by the ITU-T study groups which, in turn, produce Recommendations on these topics. The approval of U-T Recommendations is covered by the procedure laid down in WTSA Resolution 1. In some areas of information technology which fall

15、 within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with IS0 and IEC. NOTE In this Recommendation, the expression “Administration“ is used for conciseness to indicate both a telecommunication administration and a recognized operating agency. INTELLECTUAL PROPERTY RI

32、 management, assignment and reclamation of E-series international numbering resources. - WS). - 3 Definitions This ITU-T Recommendation defines the following terms: 3.1 ageing period: A nominal six-month period of time when a previously assigned UIPRN remains idle before being reassigned. 3.2 applic

33、ant: The service provider, an ROA, as defined in the Annex of the ITU Constitution (Geneva, 1992) that submits an application for a UIPRN on behalf of the IPRS customer in accordance with this ITU-T Recommendation and ITU-T Recommendation E. 155. 3.3 charging/accounting Indicator (CI): The digit bel

34、onging to the UIPRN and mnemonically associated with the charging range. Use of a CI allows the service user to be informed about the rate or value applied before dialling of the UIPRN. Service providers may use the CI for accounting purposes. 3.4 international premium rate number: A number dialled

35、by a caller to obtain a connection to an IPRS customer for the IPRS. 38、s The following principles were used in the development of the UIPRN format and assignment procedures, and should be considered with the use of UIPRNs. 5.1.1 To ensure full IPRS customer flexibility, the UIPRN should be service provider portable, giving the IPRS customers the ability to retain their

39、 assigned UIPRNs and change their service providers. The UIPRN does not contain any identification of country (origin or destination), administrative code or service provider code. 5.1.2 The structure of UIPRN should offer IPRS customers freedom in choosing the digits to form a particular UIPRN that

40、 suits their purposes. 5.1.3 The format of the UIPRN should facilitate proper and efficient routing of individual calls by service providers. 5.1.4 The treatment of all UIPRN related activities, among nations, IPRS service providers and IPRS customers should be fair and unbiased. 5.2 UIPRN format A

41、UIPRN is composed of a 3-digit CC for a global service application (979), a single digit Charging/Accounting Indicator (CI), and an 8-digit Subscriber Number (SN), resulting in a 12-digit fixed format2 (CC+CI+SN) (see Figure 1): Reference should also be made to ITU-T Recommendation E. 190. Service P

42、roviders should be aware that more than twelve digits may be dialled for commercial reasons. Commercial advertisements may contain more letters than the comparable digits in a telephone number and be inadvertently dialled by a customer. These calls should not be blocked for that reason. 2 ITU-T E.16

43、9.2 (10/2000) 3 digits 1 + 8 digits T0208030-99 Figure 1E.169.2 - Universal International Premium Rate Number (UIPRN) As an example, an IPRS customers UIPRN could be 979 1 12345678, where 1 is the Charging/Accounting Indicator, and 12345678 is the IPRS customers SN. All calls to a UIPRN must be prec

44、eded by an international prefix. 5.3 Charging/Accounting Indicator3 The UIPRN will include a single-digit CI following the global service code (979). The purpose of the indicator is to allow IPRS providers the ability to separate charging rates for premium rate calls, based on subscriber charging pr

45、eferences. For this purpose four bands were created and have been generally characterized as “High“, “Medium“, ttw“, and “Special“. The digits within the indicator are allocated as follows: Digit Application 1 Charging Band 1 Reserved for future use Charging Band 2 Reserved for future use Charging B

46、and 3 Reserved for future use Reserved for future use Reserved for future use Special Charging Band O Reserved for future use 5.4 Specific Charging/Accounting Indicator3 The specific Charging/Accounting Indicator used with each SN within a UIPRN is determined between the service providers involved a

47、nd may change on a country-by-country basis. It is recommended that the same SN with different CIS not be implemented in the same country in order to minimize customer confusion and operational complexities. 6 Number assignment principles4 6.1 6.2 complete UIPRS Request Form has been received from a

48、n eligible Applicant by the Registrar. All assigned UIPRNs must be used in conformance with ITU-T Recommendation E.155. Applications for UIPRNs will only be considered when a valid (see 6.3 and 6.4 below), and Reference should also be made to ITU-T Recommendation D. 117. Reference should also be mad

ITU-T E.169.2 (10/2000) 3 6.3 UIPRNs will only be assigned to IPRS customers who will use the IPRS service between two or more countries; i.e. IPRS customers offering a service that is only accessed from within a single national, or integrated numbering plan, will not be considered eligible. 6.4 UIPRNs can only be assigned to IPRS customers where implementation will be within 180 days of the date of reservation. 6.5 The assignment of a UIPRN by the Registrar does not create an ownership interest, right or claim to the UIPRN on the
