7、n (ITU) is the United Nations specialized agency in the field of telecommunications. The ITU Telecommunication Standardization Sector (ITU-T) is a permanent organ of ITU. ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to st
8、andardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Conference (WTSC), which meets every four years, establishes the topics for study by the ITU-T study groups which, in turn, produce Recommendations on these topics. The approval of ITU-T Recommendations
9、is covered by the procedure laid down in WTSC Resolution 1. In some areas of information technology which fall within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with ISO and IEC. 21、telemticos) International telecommunication services, excluding telephone, telegraph and data transmission services, offered by Administrations and defined by CCITT for the purpose of exchange of information via telecommunication networks. Note 1 The definition of service covers the full range of fu
22、nctions according to the Open System Interconnection (OSI) model. Note 2 Examples of telematic services are teletex service, facsimile service, Message Handling services and videotex service. Note 3 The term “teleservice” belongs to the concept of ISDN. Telematic services provided on an ISDN may be

25、servicio videotex A videotex service is an interactive service which provides, through appropriate access by standardized procedures, for users of videotex terminals to communicate with data bases via telecommunication networks. Note The videotex service includes the following set of characteristics
26、: 1) information is generally in an alphanumeric and/or pictorial form; 2) information is stored in a data base; 3) information is transmitted between the data base and users by telecommunication networks; 4) displayable information is presented on a suitably modified television receiver or other vi
27、sual display device; 5) access is under the users direct or indirect control; 6) the service is easily operated by the general public as well as specialist users, i.e. the service is user-friendly; 2 F series Supplement 1 (11/1988) 7) the service provides facilities for users to create and modify in

34、rm of digital data is transmitted in order to permit the selection and display of textual or pictorial information to a user on a visual display unit, for instance on the screen of a television receiver.
