30、Professional Qualifications, released by the Technical Correlating Committee on Pro-fessional Qualifications, and acted on by NFPAat its JuneAssociationTechnical Meeting heldJune 1013, 2013, in Chicago, IL. It was issued by the Standards Council on August 1, 2013,with an effective date ofAugust 21,

31、2013, and supersedes all previous editions.This edition of NFPA1061 was approved as anAmerican National Standard onAugust 21,2013.Origin and Development of NFPA 1061The Committee on Public Safety Telecommunicator Professional Qualifications was orga-nized in 1992 to have primary responsibility for p

32、rofessional qualifications for public safetydispatchers. The first edition of NFPA1061 was published in 1996.For the 2002 edition, the committee reviewed the 1996 edition of the standard and updatedsome JPRs, requisite knowledge, and requisite skills where needed. The entire document wasreformatted

33、to comply with the new Manual of Style for NFPATechnical Committee Documents.For the 2007 edition, the committee made minor revisions in the existing chapters toreflect current technology and terminology. The committee also added a chapter for PublicSafety Telecommunicator III. This level responds t

34、o the command post of a large incident toprovide communications and documentation for the command post.Forthe2014edition,thecommitteehasmadesignificantrevisionstoincludecorrelationswithAssociation of Public-Safety Communications Officials documents. Definitions and job perfor-mance requirements for

35、specific positions are reflective of current and expanded roles for publicsafety communications. It was the intent of the Technical Committee to be inclusive of a broaderrange of telecommunication positions. Where plausible, consideration for awareness of evolvingtechnology in the industry and the p

44、e operational guidelines within which public safety telecom-munications personnel will perform.4.1.2 The AHJ shall establish minimum education and age re-quirements for public safety telecommunications personnel.4.1.3 TheAHJ shall establish criteria for evaluating the back-ground and character of pe

45、rsonnel seeking employment inpublic safety telecommunications.4.1.4* Medical and physical requirements shall be developedby the AHJ that are job-related and in compliance with theEqual Employment Opportunity Act, the Americans with Dis-abilitiesAct, and other applicable legal requirements.10616 PROF

47、ther requirementsdeveloped by theAHJ.4.1.6* The AHJ shall define and validate the behavioral char-acteristics or traits required of public safety telecommunica-tions personnel.4.1.7* The performance of each requirement of this standardshall be evaluated by individuals approved by theAHJ.4.1.8*Itisno

48、trequiredforthejobperformancerequirementstobemasteredintheordertheyappear.Anytrainingprogramshall establish the instructional priority and the training pro-gram content to prepare individuals to meet the job perfor-mance requirements of this standard.4.1.9* The public safety telecommunications perso

49、nnel shallremain current with communication technology and telecom-munication methodology as provided by theAHJ.4.1.10* The public safety telecommunications personnel shalloperate within acceptable standards in response to public expec-tations for timely and efficient service as established by theAHJ.4.1.11 Public safety telecommunications personnel shallmeet all of the requirements defined in the National IncidentManagement System (NIMS) and the Incident Command Sys-tem (ICS), as mandated by Homeland Security PresidentialDirectives 5 and 8 (see www.FEMA.gov/emergency/N
