2、ngineering and Safety Center (NESC) was charted to perform independent technical analyses and evaluations of complex technical issues of Agency programs by using a diverse team of scientists and engineers from across the Agency. This is being accomplished successfully using the One NASA approach. As

3、 such, the NESC has become a pathfinder activity for the development of a One NASA organization. Numerous administrative hurdles had to be overcome in establishing the NESC as a true, One NASA organization. Improvements are needed in the areas of personnel records, payroll, benefits, directory servi

4、ces, IT, and property control among others.Description of Driving Event: The requirement for the NESC originated as recommendation R7.5-1 from the Columbia Accident Investigation Board (CAIB), (CAIB Report, Volume I, pg. 193). To be effective, the NESC was charted as a One NASA organization. Organiz

5、ing under the One NASA model proved difficult, due in part to unexpected issues with Agency-wide support functions. The inconsistency continually impeded progress toward the goal of a full operating capability and caused undue stress to personnel.Lesson(s) Learned: The NESC is located at LaRC. A por

6、tion of the NESC work force is located at LaRC while other NESC employees are located at their home Centers and report to their NESC supervisors at LaRC. The following issues occurred for NESC employees remaining at their home centers:a71 Medical Records a72 Employee medical records were transferred

7、 to storage or forwarded to LaRC instead of Provided by IHSNot for ResaleNo reproduction or networking permitted without license from IHS-,-,-staying at the home Center clinic where the employee is assigneda71 Directory Services a72 The employees listings in the X.500 Directory Service were deleteda

13、le to enter facilities at their home Center due to being hard-lined to LaRC even though they kept their badge from the home Center.a71 Security a72 Once NESC employees are reassigned to the NESC, their home Centers Office of Security has no record these employees are still civil service employees an

Suggest the Agency proce

15、ss “mock” personnel actions that reassign civil service employees across the Agency and identify which processes and procedures need to be worked. This will allow the Agency to develop real-time solutions that will limit similar problems in the future. One process is being developed for Property Con

16、trol issues where all NESC equipment will have LaRC property tags, regardless of where (which Center) the property resides.
