NASA

3、and other government agencies have the ability on occasion to provide services much cheaper. Procurement decisions were often made on the basis of the perception of independence rather than cost efficiency or effectiveness.Lesson(s) Learned: In general, an independent accident investigation board ma

4、y use outside contractors on the basis of “independence” even if that function can be provided more effectively by the NASA center or another government agency.Recommendation(s): a71 Draft language in the Contingency Action Plan (CAP) that enables full use of existing governmental (e.g. FEMA, NTSB,
