5、hnician Certification Standard RATIONALECurrently there is not a standard that requires a skill assessment to obtain a composite repair certificate. This standard can provide a method to comply with title 14 CFR Part 65 and AC 65-33 for basic aircraft composite repairs. 1. SCOPE It is recognized tha

6、t the structural integrity of repaired composite structures depends upon the capabilities of the individuals who are responsible for performing the repairs. This document is intended to address repairs of composite structure regardless of the type of structure such as marine, wind turbine, automotiv

7、e, aircraft, or other applications. This certification standard establishes the minimum requirements for training, examining, and certifying composite structure repair personnel. It establishes criteria for the certification of personnel requiring appropriate knowledge of the technical principles un

8、derlying the composite structural repairs they perform. Persons certified under this document maybe eligible for licensing or certification/ qualification by an appropriate authority, in addition to this industry accepted basiccomposite repair technician certification. Persons who successfully compl

9、ete the requirements of this certification standard are considered to be able to perform basic composite repairs to composite structures in compliance with the manufacturers repair documentation or other acceptable repair methods. This document is not intended to include structure specific repairs t

10、hat are in manufacturers maintenance or repair manuals. Additional specific training may be required by the maintenance organization. 2. AMM: Ai

14、rcraft Maintenance Manual. BASIC COMPOSITE REPAIR: Simple laminated repairs using elementary methods in the field area of the component. BONDED STRUCTURE: The structure resulting when a combination of parts is assembled and intimately attached to each other by applying a structural adhesive to the f

15、aying surfaces, followed by curing of the adhesives by pressure, heat or both. CERTIFICATION: Written testimony by an accreditation agency that the individual has met the requirements of the accepted standard. COMPOSITE: A combination of two or more materials (reinforcing elements, fillers, and comp

16、osite matrix binder), differing in form or composition on a macro scale. The constituents retain their identities; that is, they do not dissolve or merge completely into one another although they act in concert. Normally, the components can be physically identified and exhibit an interface between o

17、ne another. CMM: Component Maintenance Manual FIELD AREA: The region that makes up most of the area of the component and is away from edges, fittings, and changes in cross section. INSTRUCTOR: The instructor shall meet the requirements of the accrediting agency or industry organization, and have the

18、 necessary skills and knowledge to plan, organize, and present classroom, laboratory, or on-the-job training programs of instruction in accordance with approved course outlines. The individual shall be thoroughly knowledgeable with the theory and practical applications of composite structure repair

19、techniques as utilized by industry. IPC: Illustrated Parts Catalogue ON-THE-JOB TRAINING: Training, during work time, in learning equipment set up, equipment operation, repair techniques, and repair evaluation, under the technical guidance of an experienced composite repair technician or other desig

20、nated individual. OUTSIDE AGENCY: The organization under contract for training services which may include an examination of personnel to the requirements of this standard. Consultants and self-employed individuals are included in this definition. QUALIFICATION: Demonstrated skill, training, knowledg

21、e and experience required for personnel to properly perform the duties of a specific job. REPAIR: In this document repair includes modifications and alterations to the structure. SRM: Structural Repair Manuals, as provided by aircraft manufacturers. TEACHING LEVELS: Reference Title 14 CFR Part 147-3

22、: 1. Level 1: Level 1 requires knowledge of general principles, but no practical application, no development of manipulative skill; and instruction by lecture, demonstration, and discussion. This teaching level generally refers to classroom discussion and does not require practical application. Teac

23、hing aids or instructional equipment may include charts, books, diagrams, or other visual teaching aids. If a training organization chooses to teach Level 1 courses incorporating actual components, the components do not have to be operational. SAE INTERNATIONAL ARP6262 Page 3 of 4 2. Level 2: Level

24、2 requires knowledge of general principles and limited practical application; development of sufficient manipulative skill to perform basic operations; and instruction by lecture, demonstration, discussion, and limited practical application. This teaching level requires some hands-on manipulative sk

25、ills and their accompanying actual or simulated components/equipment, but still may be taught primarily in the classroom environment. 3. Level 3: Level 3 requires knowledge of general principles; performance of a high degree of practical application; development of sufficient manipulative skill to a

26、ccomplish return to service; and instruction by lecture, demonstration, discussion, and a high degree of practical application. This teaching level requires hands-on skill, as well as sufficient and appropriate instructional aides to train the students to develop manipulative skills sufficient to si

27、mulate return to service mechanical skill. At this level, the teaching aids must be similar to or be the actual items of equipment on which the student is expected to develop required skill levels. A Level 3 subject cannot be taught solely by lecture in the classroom; the appropriate training aids a

28、nd hands-on experience must be used. TRAINING: The program developed to impart the knowledge and skills necessary to meet the certification standard. 3. CERTIFICATION a. Personnel currently performing a minimum of basic (as defined by this standard) composite repairs may request certification, as de

29、fined below. By presenting documentation of previous training and current experience, an individual may apply to take any required testing to meet this certification standard.b. Certification is dependent on successful completion of an approved composite repair training program conducted by an accre

30、dited training provider and successful completion of the required tests. 4. REQUIREMENTS a. Training Prior to certification, personnel shall complete as a minimum training as defined by AIR4938A (or the current revision) to become familiar with principles and practices of the applicable repair metho

31、ds. The training program shall include instruction in basic principles, products, equipment, materials. The trainee must be present for a minimum of 90% of the course hours and complete all of the practical repair exercises. b. Examinations 1. Written Examination: The written examination shall conta

32、in a minimum of 50 multiple choice questions. The examination shall contain a minimum of three questions from each of the teaching Level 2 and above subjects. Successful completion of the written exam is 75% correct answers. The examination will be closed book. 2. Practical Assessment: By the end of

33、 the training program the trainee must demonstrate to the approved training provider that they can perform the basic tasks required to perform a composite repair. 3. Reexamination: If the trainee fails the written examination, they may request to retake a written examination. The written examination

34、 must not contain more than 20% of the questions that were on the failed examinations. 5. CURRENCY AND RECURRENT TRAINING RECOMMENDATIONSa. Currency: Composite repair personnel should demonstrate continued competence every 3 years by performing a repair or by performing a practical assessment under

35、the direct supervision of an examiner authorized and designated by the organization or by having participated in or performed at least six composite repairs in the 3-year period.b. Recurrent Training: A training program should include provisions for recurrent training to continually update persons o

36、n technology, materials, and other changes regarding composite maintenance and repair. Records of recurrent training should be maintained by the organization and the individual.c. Loss of Certification: If the individual is shown to perform unsatisfactorily, certification shall be withdrawn.d. Recer

37、tification: Remedial training and/or testing may be required to become recertified.SAE INTERNATIONAL ARP6262 Page 4 of 4 6. ACCREDITATION a. The accrediting agency will audit the training provider to determine if the training provider meets the requirements of the standard. b. The accrediting agency

38、 will audit each permanent location operated by the training provider c. The accrediting agency will audit approved training providers as a minimum of every 2 years to make sure that the training provider is in compliance with this standard. d. If the approved training as a change in ownership, the

39、accrediting agency must audit the training provider within 6 months of the change of ownership. e. The training provider is required to notify the accrediting agency of any change of ownership. 7. RECORDS a. The accrediting agency or their designee shall maintain training records for as long as cert

40、ification is in effect. Such records shall be available for audit by authorized personnel. The training records must be retained for a minimum of 5 years. 8.
