This document has been submitted to APCO/NASTD/FED by the Telecommunications Industry Association (TIA), as provided for in a Memorandum of Understanding (MOU) dated December 1993. That MOU provides that APCO/NASTD/

23、FED will devise a Common System Standard for digital public safety communications (the Standard), and that TIA shall provide technical assistance in the development of documentation for the Standard. This document has been developed with inputs from the APCO/TIA Project 25 Interface Committee (APIC)

24、, the APIC Inter-RF SubSystem Interface (ISSI) Task Group, and TIA Industry members. This document is being published because it is felt that there is an urgent need for technical information on the emerging digital techniques for Land Mobile Radio Service. This document describes a subset of tests

25、appropriate for P25 Compliance Assessment testing associated with ISSI Trunking Voice and Mobility Services (also known as ISSI Scope 1). As other documents associated with P25 Compliance Assessment are developed, this document will be subject to change. P25 Compliance Assessment uses a subset of pu

26、blished standard tests to “assess” compliance and is not intended to imply an exhaustive standard compliance verification. 28、ify the subset of tests appropriate for P25 Compliance Assessment testing of systems connected using P25 ISSI equipment, i.e. infrastructure for Trunking ISSI services. The ISSI is a standard option and might not be provided by a manufacturer. P25 Compliance Assessment intends to demonstrate that th

29、e equipment from different manufacturers will interoperate with respect to P25 defined features, services and interfaces. P25 Compliance Assessment uses a subset of published standard tests to “assess” compliance and is not intended to imply an exhaustive standard compliance verification. The full s

30、et of ISSI interoperability, conformance and performance tests published by TIA for P25 may be found in reference 1, 2 and 3 respectively. The full set of ISSI interoperability, conformance and performance tests are expected to be part of the manufacturers product design, product implementation and

31、product certification process. The “product certification process” referred to here is a manufacturer-specific process, part of the product development process, and does not imply formal certification by any entity such as the FCC, etc. This document does not substitute or override any of the tests

32、in reference 1, 2, or 3. This document identifies a subset of the full set of tests in reference 1 appropriate for P25 Compliance Assessment testing of systems connected using P25 ISSI equipment, i.e. infrastructure for Trunking ISSI Services. This document was drafted within the APCO/TIA Project 25

33、 Interface Committee (APIC), ISSI Task Group (ISSITG), and represents the consensus achieved within the ISSITG once the comment review period was concluded. The draft was subsequently updated to reflect the ISSITG agreements in preparation for transferal to TR8.25 and eventual publication. TSB-102.C

34、BBK-A 2 1.1 Scope This Bulletin identifies the tests that Trunking equipment is expected to pass in order for a manufacturer to declare P25 Compliance in the area of Trunking ISSI for Voice and Mobility Services. These tests were deemed necessary by the industry and user members participating in the

35、 work of the ISSI TG and TR8.25. The ISSITG includes TIA members and representatives of Federal, State and Local Public Safety agencies and organizations. This group, being familiar with the relevant published standards, available P25 equipment and test equipment and the general intentions of P25 Co

36、mpliance Assessment, reviewed all trunking ISSI interoperability tests described in reference 1. P25 Compliance Assessment confirms that the equipment of different manufacturers will interoperate with respect to the P25 defined features, services and interfaces. In determining the tests appropriate

37、for P25 Compliance Assessment testing in this area, the group considered whether tests in reference 1were important for achieving interoperability between equipment of different manufacturers versus tests important for product design and certification. In general, tests that were determined to be mo

38、re oriented towards product design and certification were deemed unnecessary for inclusion in this list. As explained previously, the “product certification” referred to here is a manufacturer-specific process, part of the product development process, and does not imply formal certification by any e

39、ntity such as the FCC, etc. The resulting list therefore represents tests that are most important for or most likely to impact interoperability between manufacturers building to the same set of published standard documents.
