42、ERVIEW Forward Link Only Transmitters and Devices 1-1 1 OVERVIEW 1 1.1 Scope of this Document 2 This document describes the scope of the Forward Link Only Test Application Protocol. 3 It also outlines the technical requirements that form a compatibility standard for test 4 applications in Forward Li

43、nk Only systems. The scope and requirements specified 5 ensure that a compliant Forward Link Only device and a compliant Forward Link Only 6 network can interoperate to execute tests in meeting the objectives stated in 1.2. 7 The details of the tests are beyond the scope of this document. 8 Procedur

44、es are specified for the Forward Link Only devices to ensure a uniform 9 processing of test messages from all Forward Link Only networks. 10 1.2 Objectives 11 The Forward Link Only Test Application Protocol specified in this document meets the 12 following objectives. It provides a set of procedures

46、18 1.3 Requirement Language 19 Compatibility, as used in connection with this standard, is understood to mean: Any 20 Forward Link Only device can obtain service through any Forward Link Only network 21 conforming to this standard. Conversely, all Forward Link Only networks conforming to 22 this sta

47、ndard can service Forward Link Only devices. 23 “Shall” and “shall not” identify requirements to be followed strictly in conformance with 24 the standard and from which no deviation is permitted. “Should” and “should not” 25 indicate that one of several possibilities is recommended as particularly s
