CLASSIFICATION. 1.1 ClassificationType

2、I - Water dispersible compound (for protection against staining and adhering compounds). . This commercial item description covers skin protective compounds of the following three types. None of these compounds are intended to provide protection against chemical or biological warfare agents: Type II

3、 - Water miscible compound (for protection against hydrocarbons, oils, solvents, etc.). SALIENT CHARACTERISTICS. 2.1 Composition2.2 . The skin protective compounds shall be made from ingredients con

6、forming to the standards set forth by the Federal Food, Drug, and Cosmetic Act and the Occupational Safety and Health Administration regulations. All ingredients known for their ability to penetrate the skin surface and be absorbed by the metabolically active (live) parts of the skin or other live t

7、issues shall be excluded from the skin protective compounds formulations. All compounds shall be homogenous, soft in texture, free from grit, and readily removable from the skin with soap and water, without the need of a brush or cloth. The compounds shall be stable to storage conditions from minus

8、51C (-60F) (slow freezing) to plus 52C (125F). The compounds shall present no objectionable odor either during or after application to the skin. Protection and application2.3 . The compounds shall protect the skin from injury when exposed to the materials cited in 1.1 for each type of compound. The

9、compounds shall be readily applicable to the skin at temperatures ranging from 4C (40F) to 38C (100F) and shall form a flexible adhering film which shall not be sticky, stiff, or greasy. Standards compliance2.4 . The pH value shall be between 6.0 and 8.5 when a 5 gram sample of the compound is heate

10、d to boiling with 45 mL of boiled distilled water, allowed to cool to room temperature, and tested in accordance with ASTM E70. Labeling3. PRODUCT CONFORMANCE PROVISIONS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 2

11、3.403 of the Federal Acquisition Regulation (FAR). . Each container of skin protective compound shall be labeled to conform to the regulations of the Federal Food, Drug, and Cosmetic Act. The label shall be printed clearly and shall include the nomenclature and type, warning, usage, and removal dire

12、ctions. 3.1 Certification4. PACKAGING. . The contractor shall certify that the product offered meets salient characteristics of this description, conforms to the producers own drawings, specifications, standards, and quality assurance practices, and is the same product offered for sale in the commer

13、cial marketplace. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract. 4.1 Packaging4.2 . Protective skin creams shall be packaged in 1-pound plastic jars with re-closable

14、lids or in 8-ounce plastic tubes with threaded caps. Packing4.3 . Twelve pounds of protective skin cream, packaged as specified, shall be packed in a snug-fitting RSC style (RSC/0201) corrugated fiberboard shipping container conforming to type CF, class domestic, grade 200 of ASTM D5118/D5118M. Crea

15、ms packaged in tubes shall have shipping containers with partitions that provide individual snug-fitting compartments for each tube. Each shipping container shall be completely filled with no voids and of a size that can be palletized in accordance with MIL-STD-147. Each shipping container shall be

16、closed in accordance with ASTM D1974/D1974M. Palletization4.4 . When required (see 5.2), protective skin cream, packed as specified, shall be palletized on a 4-way entry pallet in accordance with load Type Ia of MIL-STD-147. Each prepared load shall be bonded by methods D, F, or G, in accordance wit

17、h MIL-STD-147. Marking. In addition to any special markings required by the contract or purchase order, shipping containers and palletized loads shall be marked in accordance with MIL-STD-129.
