SCOPE MIL-STD-109 -Quality Assurance Terms and Defini- tions. 1.1 This specification covers special re- quirements not covered by the drawings

5、 supplies and services conform to prescribed requirements. Refer- ence shall be made to Standard MLGSTD- 109 in order to define terms used herein. The provisions of Specification MIGA-2550 shall apply. 4.i.l. Contractor qualitg assurance system. The contractor shall provide and maintain an effective
6、 quality assurance system in com- pliance with the requirements of Specific a t ion MIL-1-45208. 4.1.2 Submission of product. At the time the completed lot of product is submitted to the Government for acceptance the contrac- tor shall supply the following information accompanied by a certificate wh
7、ich attests that the information provided is correct and applicable to the product being submitted : (a) A statement that the lot complies with all quality assurance pro- . visions of the approved current writ ten description of the system. (b) Number of units of product in- spected. (c? Results obt
8、ained for all inspection perforr;ied. (d) Drawing, specification number and date, together with an identifica- tion and date of changes. (e) Certificates of analyses on all ma- terial procured directly by the contractor when such material is controlled by Government specifi- cations referenced in an
9、y of the contractual documents. (f) Number of items in the lot. (g) Date submitted. The certificate shall be signed by a responsi- ble agent of the certifying organization. The initial certificate submitted shall be sub- stantiated by evidence of the agents authori- ty to bind his principnl. Substan
10、tiation of the agents authority will not be required with subsequent certificates unless, during the course of the contract, this authority is vested in another agent of the certifying organization. Using the contractors written quality assurance procedure, this detail specification, the appli- cahlc drawings and other contractual docu- ments as a guide, the Government inspector shall verify at unscheduled int
12、ervals all quality assurance operations performed by the ccntractor. Verification will be in accord- ance with Specification MIL-1-46208 and will be performed to the extent necessary to as- sure compliance with he contractual require- ments. Severity of Government inspection of individual characteri
13、stics will be directly re- lated to the seriousness of the classification assigned, In no instance will a characteristic classified “critical” be accepted solely on the basis of the contractors records. 4.2 Inspection provisions. 4.2.1 Lot- fmtion. A lot shall consist of Charge Assemblies, Demolitio
14、n, M37, for Block Demolition M5A1 produced by one manufacturer in one unchanged process, in ac- cordance with the same drawing, same draw- ing revision, same specification, and same specification revision. Drawing, specification, and process changes not affecting safety, performance, or fit, as dete
15、rmined by the Government, shall not necessitate changing the lot interfix number. Lots shall be sub- mitted for inspection in accordance with Standard MMTD-1OBD (or Standard MIL- STD-1235 when applicable). Each Iot shall contain : (a) Parts or parts assemblies having the same interfix number from oi
16、ie manufacturer. (b) Baa assemblies of one lot interfix number from one manufacturer. (c) Demolition blocks of one lot interfix number from one manufacturer. (d) Priming assemblies of one lot inter- fix number from one manufac- turer. (e) Carrying case assemblies of one lot intei%x number from one m
17、anu- facturer. 4.2.2 Esuinfnntion. Sampling pians and procedures for the followinn classifications of defects shall be in accordance with Standard MIL-STD-105D except that inspection for critical defects, when listed, shall be 100 per- cent. Continuous sampling plans in accord- ance with Standard MI
18、L-STD-1235 may be used if approved by the procuring activity. Also, at the option of the procuring activity, AQLs ancl sampliiig plans may be applied to the individual characteristics listed using an AQL of 0.25 percent for each major defect and an AQL of 0.40 percent for each minor defect. Ordnance designs are reflected on detailed drawings which com- pletely depict ai the information necessary for the fabrication of the item of inspection equipm
30、ent. The contractor need provide n design when an Ordnance design is listed for an item of inspection equipment. Ordnance designs fall into two basic classifications ; mandatory and nonmandatory. When an in- specian Equipment List references manda- tory Ordnance designs, the contractor shall comply
31、with, and use these designs accord- ingly. The contractor may, however, in con- nection with nonmandatory designs and with the approval of the Government, design al- ternate inspection equipment or use com- parable commercial equipment to facilitate his operations. Such contractor prepared de- signs
32、 or comercial equipment selections must be approved by the Government prior to fab- rication or pracuring of the equipment. De- Sims shall be submitted for approval as specified in 6.3.7. ORDM-608-12. 6.3.4 Spe&flioatm control druzuirLgs. Sp&L fication control drawings depict the minimum equipment r
33、equirements in outlke, de- 6 scriptive, diagrammatic, or pictorial form only and specify the required performance or other characteristics. Contractors must pre- pare detailed drawings (see 6.3.6) of their designs in support of specification control drawings. These contractor prepared designs must b
34、e approved by the Government prior io the fabricatioli. or procUring of the equip ment. Cornmercial equipment meeting the re- quirements of specification control drawings may he approved if described in sufficient detail to permit identification and evaluation by the Government. Designs shall be sub
35、- mitted for approval as specified in 6.3.7. 6.3.5 Comnercial eqcipntewt. Commercial equipment is inspection equipment that has universal application for a specific function. It is comprised of items commonly used by industry and government. Contractors are not required to furnish drawings of commer
36、- cial inspection equipment but a list of such equipment must be approved by the Govern- ment. Lists shall be submitted for approval to the inspection element of the agency ad- ministering the contract. 6.3.6 Con.tyactor dcsigm. Contractor de- signs are designs of inspection equipment for which the
37、Government has assigned design responsibility to the contractor. Contractor designs shall be supported by detailed draw- ings which depict all information necessary ta completely fabricate, calibrate and operate an item of inspection equipment. This re- quires that the necessary views, dimensions, m
38、aterials, finish, notes, operating and cali- bration instructions be properly depicted in accordance with approved practices to the extent that further calculation or clarifica- tion w3l not be required. Contractor designs identified as CDCF may be developed on the format the contractor normally emp
39、loys iii his equipment design procedure provided such format reflects the detail and informa- tion specified above. Contractor designs identified as CDOF shall comply with the for- mat and requirements of ORDM 608-12, and, in addition, contain the detail and informa- tion specified above. 6.3.7 Sbmi

41、 review will normally be accomplished within one month after receipt by Picatinny Arsenal. Partial Custodian: Army-MU submission of inspection equipment designs is permissible and encouraged. However, the Arsenal completion date for design review wi!l be based on the date of the final submis- sion of designs.
