REQUIREMENTS 3.1 Chemical and nhvsical DroDerties. XM46 liquid propellant sh

17、all be a mixture of 60.8 wt % Hydroxyl ammonium nitrate (HAN), 19.2 wt % Triethanol ammonium nitrate (TEAN) and 20.0 wt % water. The propellant shall conform to the chemical and physical requirements specified in Table I when tested in accordance with the applicable paragraph. TABLE I Chemical and P

21、on of HAN, TEAN, water and AN shall add up to 100 - 0.6 + 1.1 wt %. 3.1.3 Total n itrate . The total nitrate concentration of the propellant shall be determined in accordancewith 4.5.1.7 for information purposes. 3.2 Form. The XM46 propellant shall be in the form of a clear, colorless liquid. 3.3 Fi

22、rst art icle insnpct ion. When specified in the contract or purchase order (see 6.2) a sample shall be subjected to first article inspection in accordance with the technical provisions herein (see 4.3). 3.4 ProDellant desc riDtio n sheets . The contractor shall submit a propellant description sheet

23、and a propellant acceptance sheet in accordance with MIL-STD-1171. The sheets, as a minimum, will provide the necessary information in order to demonstrate that the propellant meets the requirements of this specification. These sheets shall be submitted to the Government in accordance with 6.9. 3.5

24、SrJO rkmanshiD. The manufacturer shall implement procedures and controls to assure that the process and the product produced are not compromised by foreign materials and contaminants or any other conditions which may degrade the composition. The propellant shall have no detectable odor during normal

25、 handling operations. 4. QUALITY ASSURANCE PROVISIONS 4.1 -Dons ibilitv for insDect ion. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements (examinations and tests) as specified herein. Except as otherwise sp

26、ecified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the s

27、pecification where such inspections are deemed necessary to ensure supplies and services conform to prescribed requirements. 4.1.1 ResDons ibilitv for comDliance. All items shall meet all requirements of Sections 3 and 5. The inspections set forth in this specification shall become a part of the con

28、tractors overall inspection system or quality program. The absence of any inspection requirements in this specification shall not relieve the contractor of the responsibility of ensuring that all products and supplies submitted to the Government for acceptance 4 Provided by IHSNot for ResaleNo repro

Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requirements, however, this does

30、 not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to accept defective material. *. 4.1.2 General movisiou . Unless otherwise specified herein, the provisions of MIL-A-48078 apply and form a part of this specification. References shal

31、l be made to MIL-STD-109 to define quality assurance terms used herein. 9. 4.2 -sification of inssection . The inspection requirements specified herein are classified as follows: a. First article inspection (see 4.3). b. Quality conformance inspection (see 4.4). 4.3 First article inssect ion. 4.3.1

32、,Sub missio n. The contractor shall submit a first article sample as designated by the Contracting Officer for evaluation in accordance with the provisions of 4.3.2. The first article sample shall be 500 gm of XM46 propellant for chemical testing. A sample of propellant for ballistic testing will be

33、 submitted in accordance with the provisions of the contract. The sample shall be obtained from the first production lot which has been produced by the Contractor using the same production processes, procedures and equipment as will be used in fulfilling the contract. All materials shall be obtained

34、 from the same sources of supply as will be used in regular production. In addition, a new sample, or portion thereof, as directed by the contracting officer, shall also be submitted whenever a change occurs in the manufacturing process, material used, specification or source of supply as to signifi

35、cantly affect the product as determined by the contracting officer. The contractor is in no way authorized by the Government to initiate production of a second lot of propellant until the first article test has been completed and the results are found to be acceptable. 4.3.2 Insnect ions to be nerfo

36、r med. The sample will be subjected by the Government to any or all of the examinations or tests specified in Table II (MIL-A-48078). 4.3.3 Reject ion. If any test specimen fails to comply with any of the applicable requirements, the first article sample shall be rejected. The Government reserves th

37、e right to terminate inspection upon any failure of a test specimen to comply with any of the requirements. Unless otherwise approved by the Contracting officer, a lot of XM46 liquid propellant shall be no less than 5,000 Kg. In addition the following

40、 criteria shall apply: A lot shall consist of one or more batches of propellant produced by one manufacturer, in accordance with the same specification, or same specification revision, under one continuous set of operating conditions. Each lot shall consist of that quantity of XM46 propellant that h

41、as been blended and was subjected to the same unit chemical or physical process intended to make the final product homogeneous. The criteria and procedures for the assignment of lot numbers shall be in accordance with MIL-STD-1168. Also, MIL-A-48078 shall apply. Furthermore, a lot of propellant shal

42、l contain: a. Hydroxyl ammonium nitrate from not more than one manufacturer using the same manufacturing process. b. Triethanol ammonium nitrate from not more than one manufacturer using the same process. 4.4.1.1 Blendinu of batc hes. When batches of propellant are blended to form a lot, all batches

43、 that are to make up the lot must simultaneously be placed in one vessel and mixed until homogeneous or the contractor must receive prior approval on a blending procedure if the condition above is not met (See 6.5). 4.4.2 Examination. See MIL-A-48078. a. Classification of characte ristics. Quality c

44、onformance examinations and tests are specified in the following Classification of Characteristics paragraphs. The contractors quality program or detailed inspection system shall provide assurance of compliance of all characteristics with the applicable drawings and specification requirements utiliz

45、ing as a minimum the conformance criteria specified. 48、ecified herein or provided for in the contract, alternative quality conformance procedures, methods, or equipment, such as statistical process control, tool control, other types of sampling procedures, etc. may be used by the contractor when they provide, as a minimum the level of quality assurance

49、required by the provisions specified herein. Prior to applying such alternative procedures, methods, or equipment, the contractor shall describe them in a written proposal submitted to the Government for evaluation (see 6.11). When required, the contractor shall demonstrate that the effectiveness of each proposed alternative is equal to or better than the specified quality assurance provision(s) herein. In cases
