Thisplutoniumcannotbeconsideredasastandardproductbecausethepossibilityofrecyclingtheoxidepowder producedbythereprocessingofspentfuels(plutoniumdioxidemixedor
15、notwithuranium)dependsonnumerous factors: itsfabricationprocess; theMOXfuelfabricationprocess; thesafetyconstraintsappliedtotheseprocesses; thecharacteristicsofthereprocessedspentfuel(initialenrichment,burn-uprate,etc.). Asitcannotbeconsideredastandardproduct,theplutoniumconsequentlycannotformthesub
