Thisplutoniumcannotbeconsideredasastandardproductbecausethepossibilityofrecyclingtheoxidepowder producedbythereprocessingofspentfuels(plutoniumdioxidemixedor

15、notwithuranium)dependsonnumerous factors: itsfabricationprocess; theMOXfuelfabricationprocess; thesafetyconstraintsappliedtotheseprocesses; thecharacteristicsofthereprocessedspentfuel(initialenrichment,burn-uprate,etc.). Asitcannotbeconsideredastandardproduct,theplutoniumconsequentlycannotformthesub

16、jectofgeneral supplyspecifications,asisthecaseforuranium. Thedevelopmentoftheuseofthistypeoffuelneverthelessmakesitworthwhiletodraw-upastandardwhich definescertainminimumpropertiestobecompliedwithbytheoxidepowderandwhichrecommendsboththe sellerandpurchasertoreachagreementconcerningacertainnumberofpa

17、rameterswhichitwillbeadvisableto specify. Itdefinesminimalrequirementsfortheproduct,qualityassuranceandqualitycontrol.Itcanbemodifiedor amendedoncethepowdersupplierandtheMOXfuelfabricatoragree.ThisInternationalStandardsets,inthat res

22、ordancewithISO9002,orequivalent. Inthatrespect,thefollowingprinciplesshallberespected. Plutoniumdioxideshallbeproducedwithaqualifiedprocess,thatistosay,inaccordancewithISO9002. Qualificationshallencompassthepowderfabricationprocessitself(homogenization,conditioning,etc.)but alsothepowdersamplingproc

23、essandcharacterizationmethods. Aproductqualityplanshallbeestablished,itshallcontainatleastthefollowinginformation: afabricationdescriptionincludingthelistandvaluesoftheimportantparametersregardingthequalityof thefinishedproduct; adescriptionforon-lineinspectionmethodsandforanalyticaldetermination(eq
