CEPT YEARBOOK 94 m 2326434 0032848 Ti1 m INTRODUCTION The European Conference of Postal and Telecommunications Administrations CEPT is an organization of Postal and Telecommunications Administra
7、tions of 40 countries within Europe. The essential aims of CEPT shall be to strengthen relations between member Administrations, to promote their cooperation and to contribute to creating a dynamic market in the field of European posts and telecommunications. One of its functions is to promote the h
8、armonisation of regulations. in the past, CEPT produced the following three Recommendations which relate to the type approval process: T/G O 1-0 1 “Criteria for accreditation of testing laboratories for telecommunications terminal equipment“ T/SF 47 “Formal procedures for privately supplied terminal
9、 equipment for connection to the public telecommunications networks anor access to public services“. T/SF 48 “Procedures for issue and use of certificates of conformity to standards for telecommunications terminal equipment“. These Recommendations are derived, mostly, from EN 45000 series standards
10、which are nowadays more and more used for accreditation purposes. With this in mind, the CEPT Yearbook gives a list of the national authorities and laboratories which are recognized as competent in the administrative and technical procedures for testing and approval of telecommunications terminal eq
11、uipment. The information is provided by CEPT Members or the responsible Authorities in the respective CEPT Member Administrations country and made public with their express consent. Some minor changes may have been included for editional reasons in compiling the information into a convenient form. T
12、he followine. DaraPrauhs are onlv auplicable to the EC and EEA Member-States. According to the Council Directives 9 1/263/EEC and 89/336/EEC telecommunications terminal equipment and radiotransmitting equipment shall be subject to EC-type examination or equivalent procedures (Le. conformity to type,
13、 production quality assurance or full quality assurance in the case of 9 1/263/EEC) as a pre- requisite before placing on the market and putting into use. For radio equipment (either terminal or not) another telecommunications pre-requisite to their usage exists for a majority of applications in sev
14、eral countries, i.e. the licensing of the equipment in order to protect the radiofrequency spectrum. The two Council Directives will gradually be implemented: - the full effect of the terminal Directive 91/263/EEC is linked to the development and availability of CTRs - as for the EMC Directive 89/33
15、6/EEC, national regulations existing before June 3th, 1992 may still be which will be gradual; applied until the end of 1995, if the manufacturer wishes so. Details on the application of these two Directives and other relevant directives can be found in the Handbook on CTRs published by TRAC (Techni
16、cal Regulations Application Committee). 1 CEPT YEARBOOK 94 m 2326434 0032849 908 m USE OF THE YEARBOOK The CEPT Yearbook contains information on approval authorities, certification bodies and testing laboratories for telecommunications terminal equipment for attachment to public telecommunication ne
17、tworks and/or access to public telecommunications services. The Yearbook provides an overview of relevant national approval procedures and requirements, and information on how to approach the responsible authority for more detailed information as well as the most recent ones. The Yearbook recognizes
18、 the fact that approval procedures and approval requirements are national matters, and for each CEPT Member Administrations country, the approval information is structured under the following 12 sections only to provide a standardized approach. Paragraphs 7, 8, 9, 10 and 12.4, 12.5, 12.6 contain inf

GENERAL INFORMATION A new Telecommunications
29、Law, which fulfils the requirements of the relevant EC-directives, had come into force on the first of April 1994. Application for type approval is to be made by the manufacturer (in case of non EEA manufacturer, by his Austrian representative) to the TELECOMMUNICATIONS APPROVAL OFFICE (TAO). The ap
30、plication has to be made in German. Application for type approval is to be completed by all descriptive documents and circuit diagrammes needed to evaluate the telecommunications equipment. Application for type approval shall be accompanied by a test report established by a test laboratory accredite
31、d according to EN 45001. Test reports are accepted in German and English. In case there is no such report available, tests may be performed by an authorized Austrian test institute. Applications for type approval must, furthermore, be completed by a declaration of compliance with the Austrian Elektr
32、otechnik- Gesetz (Electrical Law) of 1992, and regulations there to, which are in alignement with the related EUROPEAN DI- RECTIVES. A serial product is only considered belonging to the approved type if produced according to documenta- tion and circuit diagrammes presented for type approval, and if
33、designation on the type plate corresponds to the approved type. In case of altered hardware andor software construction, or type designation, type approval cannot be considered valid for the relevant type. Type approval may be withdrawn if serial products belonging to the type do not correspond any
34、longer to the telecommunications standards. 2.
