8、pection (PQ) section” is now called the “Process Quality Monitoring (PQ) unit”; d) in the original German text the word “Zeitschrift” (meaning “journal”) has been deleted from 5.7 (this term has been left in the English translation as an aid to non German-speaking users of the standard); e) the Bibl

10、IN” for short) and other organizations, as well as anyone, including the “general public”, who participates in standardization in accordance with this standard. Furthermore, it is recommended that these principles also be applied by analogy to company standardization activities. 2 Normative referenc

14、-3 and DIN EN 45020 apply. 4 General principles Standardization is a systematic process by which tangible or intangible subjects are harmonized by the joint efforts of the stakeholders for the benefit of society as a whole. It is not to result in economic advantage for individual special interests.

15、Standardization promotes efficiency and quality assurance in industry, technology, science and the public sector. It serves to safeguard people and property and to improve quality in all areas of life. It also serves as an instrument with which a specific field of standardization can be effectively

16、organized and facilitates the exchange of information within that field. In Germany standardization is carried out at national, European and international level. 1) Available at: http:/www.din.de DIN 820-1:2014-06 5 5 Organization of standards work 5.1 DIN is the German national standards body and i

17、s a registered non-profit association based in Berlin. The structure of DIN and responsibilities of its constituent bodies are laid down in DINs Statutes. Together, DIN and VDE Association for Electrical, Electronic rather, the other standard is to be cited as a reference. 7.6 Each standard shall be

18、 precise, clearly worded and free of contradictions, and shall treat the subject as exhaustively as possible. NOTE Information and recommendations regarding the development of standards for a specific sector, industry or target group are laid down in guidelines and general principles. 7.7 The conten

19、t of standards shall be oriented towards the needs of the community as a whole. Standards shall take into account the current state of science and technology and current economic conditions. Furthermore, standards contain specifications intended for general application and should promote the develop

20、ment and humanization of technology. 7.8 Contractual provisions and specifications of a commercial nature shall only be included in a standard if they are directly related to and are necessary for the scientific and/or technical specifications. Standards dealing with safety shall not include specifi

21、cations which would prejudice the targeted safety level. 7.9 Standards should not deal with subjects which are protected by industrial property rights. If, in exceptional cases, it is unavoidable that existing property rights are affected by a standard, an agreement shall be reached with the holder(

22、s) of such rights that is consistent with the public interest (e.g. granting licences under suitable, non-discriminatory conditions), and reference to this shall be made in accordance with DIN 820-2. 7.10 Terms which are protected by trademark or which, if included in a standard, might otherwise be

23、objected to on the grounds of competition law, shall be included only in exceptional cases and only when justifiable. DIN 820-1:2014-06 8 8 Application of standards 8.1 Anyone can apply German Standards, which are intended to establish the “generally recognized rules of technology”. Where DIN Standa

24、rds include safety specifications, it is presumed that they describe best practice, i.e. they are “generally recognized rules of technology”. Standards are benchmarks for good engineering practice, and as such also have legal relevance. The application of a standard may become mandatory on the basis

25、 of a law, regulation, contract or agreement or on other legal grounds. Standards users may request that the responsible working committee explains a text. 8.2 The implementation and application of standards is promoted by the Ausschuss Normenpraxis (ANP) (German Committee of Standards Users) in DIN

26、. 8.3 DIN organizes training courses and seminars and promotes standards-related education, e.g. in schools, technical colleges and universities. 8.4 DIN also carries out informational services on German Standards. 8.5 DIN permits the use by anyone of the name DIN or collective mark (under the condi

27、tions laid down in the Collective Mark Statutes) to mark products complying with standards. When marking products complying with standards that have also been adopted as VDE rules, the collective mark or the name DIN shall only be used in conjunction with the VDE collective mark. NOTE 1 Reference to

28、 conformance to DIN as regards specific properties of a product e.g. in instructions for use is permitted as long as this is allowed in the relevant standard. NOTE 2 The collective mark and the conditions of its use are laid down in the Collective Mark Statutes. NOTE 3 The VDE collective marks and t

29、he conditions of their use are laid down in VDE 0024. The use of and other DIN marks, as well as the VDE mark are subject to the respective statutes. 8.6 The application of a standard does not exempt users from the responsibility for their own actions. To this extent, all users act at their own risk

30、. DIN 820-1:2014-06 9 9 Copyright As the publisher of the body of German Standards, DIN is empowered to assert the copyright to these standards. Being co-authors, all external experts working in DIN committees or who are authorized by these committees to represent DIN in European or international st

31、andards work are required to irrevocably transfer to DIN, on a non-remunerative basis, all copyrights and exploitation rights to the results of their participation in standards work for the exclusive and unlimited, in terms of time and place, use and exploitation of these work results. Reference to

32、authorship will not be made in the exploitation of the work results. DIN is permitted, without any limitations, to make revisions and other modifications to its work results. Participation in the standards work of DIN implies agreement with the granting of non-exclusive licences to third parties. DI

33、N grants permission to reproduce standards in full or in part and to make copies thereof under specific conditions. The above also applies to standards which are also designated as VDE rules, also in favour of VDE. The exploitation rights to these standards are exercised jointly by DIN and VDE. Comp

34、any standards may be derived from standards within the limits laid down by the Urheberrechtsgesetz (German Copyright Law).
