The responsible German body involved in its preparation was the Normenausschuss Dienstleistungen (Services Standards Committee), Working Committee NA 159-01-02 AA Wach- und Sicherheitsdienst-leistungen. NA 159-01-02 AA makes the fol

5、lowing points as regards the application of this standard in keeping with existing EU regulations and German national provisions: a) Subclause 8.1.4 is intended to demonstrate the clients responsibility in respect of the services provided. From the point of view of the German national mirror committ

6、ee, the best way to do this is to strive for a close cooperation with the client and joint agreement on the services to be provided. It is particularly necessary to involve the client in the aspects dealt with in Subclause 8.1.5. b) A standard contains a generally recognized standard that is specifi

7、ed according to certain procedures. This European Standard for airport and aviation security services (EN 16082:2011) is intended to specify the requirements for quality in organization, processes, personnel and management of a provider for civil aviation security services. This standard is intended

8、 to be suitable for the selection, attribution, awarding and reviewing of the most suitable provider of civil aviation security services. The latter would be most certainly welcome from the clients point of view. The essential prerequisite for this is the strict observance of the regulations laid do

9、wn by the European Union for safety in civil aviation, and of the relevant national laws implementing these regulations. At European level the fundamentals are described in EU Regulation No. 300/2008 and EU Regulation No. 185/2010. Even the slightest deviation from the standards laid down in these r

10、egulations can have far-reaching consequences for the safety of civil aviation. In this case it is no longer possible to ensure the necessary quality and to provide objective proof of the suitability of a security service provider. It is therefore the responsibility of users of this standard to chec

11、k the validity and applicability of further European regulations and national provisions. The technical terms used should be in line with those used in the EU regulations to ensure uniformity and to avoid misunderstanding. The necessary clarity cannot be achieved by referring to EN 15602:2008. In ci

12、vil aviation, security services encompass a broad spectrum of tasks. Relevant activities are comprehensively dealt with in the EU regulations. In this standard, however, not all tasks regarding the training of personnel are presented equally. Therefore, further criteria should be used when assessing

13、 the quality of the fulfilment of these tasks and thus the suitability of the service provider, in order to avoid traceability gaps. 29、an Standard specifies service requirements for quality in organisation, processes, personnel and management of a security service provider and/or its independent branches and establishments under commercial law and trade as a provider with regard to civil aviation security services. It lays down qua

30、lity criteria for the delivery of civil aviation security services requested by public and private clients or buyers. This European Standard is suitable for the selection, attribution, awarding and reviewing of the most suitable provider of civil aviation security services. 2 Normative references Th

46、temporary workers, it is the providers responsibility for both the temporary work agency and temporary work agents to meet all the requirements of this European Standard. 6 Quality related to the organisation of the provider 6.1 General The provider shall be authorised by the competent authorities t

47、o provide civil aviation security services. A provider shall only provide private security services for which the provider has obtained the necessary authorization from the competent authority. 6.2 Organisation 6.2.1 Structure and organisation The provider shall disclose information to the potential

48、 customer about its organisational structure, the range of services it provides and the length of time it has been operating in civil aviation security. The provider shall: have a management structure showing command control and accountability at each level of operation; clearly communicate structur

49、es and procedures to all operational levels; have certification by national or international regulations, if required; operate a complaints management system in accordance with national quality management systems; have secure storage of important and confidential documents related to the contract; operate under confidentiality management of information and data related to the business; provide rules for making contract in
