National foreword International Standard ISO 9706:1994 was prepared by Technical Committee ISO/TC 46 “Information and documentation” with the participation
5、 of German experts. The Normenausschuss Bibliotheks- und Dokumentationswesen (NABD) (Information and Documentation Standards Committee) represents German interests in ISO/TC 46 and its subcommittees. CEN/TC 172 “Pulp, paper and board” proposed the adoption of this ISO Standard as a European Standard
6、. The above-mentioned International Standard has been adopted unchanged in both form and content. For the purposes of this standard the term “document” has been translated into German as “Schriftgut” and “Druck-erzeugnis” and refers to publications such as books, and documents and other printed matt
7、er such as maps, architectural plans, index cards, etc. DIN 6738 and the present standard, ISO 9706, which was drawn up at international level, are not comparable in terms of principle or method. In DIN 6738 the longevity of paper is defined by the decline in its mechanical strength when it is subje
8、cted to moist heat treatment for 24 days. ISO 9706, on the other hand, is based on the principle that acidic hydrolysis is responsible for the degradation of the material which gives the paper its strength namely cellulose and that this chemical process either does not take place or is strongly inhi
9、bited when the paper contains an alkaline buffer and is free of acid-forming substances. The intention of ISO 9706 is to define the most suitable paper for unlimited storage in archives, libraries and museums. DIN 6738 defines longevity classes for a broad range of papers. Thus the two standards hav
10、e widely different applications. Permanent paper is to be used in books and documents of all types which are to be permanently archived for legal, cultural, political or other reasons. Archives, libraries, museums and other collections are, for cultural or political reasons, given the task of perman
11、ently storing and maintaining such documents and publications, and are sometimes legally required to do so. On a long-term basis they are to provide these objects for research purposes or as legal proof of authenticity. For this reason printers, publishers, public administration offices, businesses
12、and anyone else who generates printed matter that needs to be permanently stored in archives, libraries, museums or other collections are to ensure the paper they use meets the requirements of DIN ISO 9706 (strength properties, alkali reserve, resistance to oxidation and pH value, each measured on t
13、he paper as manufactured). It would not serve the purpose of archives, libraries and museums if it is determined that, even at the time of manufacture, the paper for books, publications and documents of lasting value has a limited longevity, even if this limitation is only of a few hundred years. On
14、 the basis of its accelerated ageing behaviour, paper of the highest longevity class as in DIN 6738 may be deemed “permanent” without having to determine the characteristics required in ISO 9706. Paper of other longevity classes as in DIN 6738 may be selected for books or documents if they are not i
15、ntended for permanent storage in archives or libraries, and at the time these publications or documents are made, it has been established or it can be expected that they will be used for a limited time only, and that they may even be destroyed, composted or recycled after a statutory retention perio
16、d. In the case of administrative documents this shall be decided by the responsible archive according to any existing legal regulations. Amendments This standard differs from DIN ISO 9706:1995-10 as follows: a) In the German version, the national foreword has been updated in accordance with current
