3、telegraph equipment in service may have different drum diameters;(e) that the duration of transmission of a phototelegram is in fact the essential criterion for the calculation ofthe charge to be applied;(f) that this duration depends simply on the dimension along the axis of the drum on the transmi

4、ttingequipment;(g) that the chargeable duration for phototelegrams should be related to the drum diameter of the sendingequipment;(h) that charging of phototelegrams on the basis of their surface area should continue to be applied only incases where the Administrations concerned explicitly agree to

5、do so,unanimously declares the view1 In continental relations1.1 General1.1.1 Phototelegrams deposited by a public station, either with another public station or with a private station, shouldbe charged for according to the same principle, i.e. a fixed tariff, with various charging steps.1.1.2 Charg

6、es for phototelegraph calls between private stations or between a private (outgoing) station and a public(incoming) station should be reckoned at the same rates as telephone calls, depending on the charging period concerned(heavy-traffic or light-traffic period).1.1.3 However, the charge for the act

7、ual period of use should be increased by a surcharge of four minutescorresponding to the time needed to prepare the call and to restore the circuits to the telephone service.1.1.4 In addition, for calls from a private station to a public station, the Administration responsible for the publicstation

8、should levy a special charge for the use of the public station.1.2 Phototelegraph calls booked by a public station1.2.1 The rates for phototelegrams between public stations, with the exception of charges for special services, and theshares of charges accruing to Administrations should be calculated

20、e reversed-charge phototelegraph calls are allowed, the rules governing such calls should beagreed upon by the Administrations concerned.2 In intercontinental relations2.1 When submarine cable or satellite circuits are used for phototelegraph traffic, charges for phototelegrams andfor phototelegraph calls shall be based on the same principle as in continental relations (see the provisions in 1above).2.2 For divided phototelegrams in intercontinental relations, the charge is calculated separately for each part.
