5、do so,unanimously declares the view1 In continental relations1.1 General1.1.1 Phototelegrams deposited by a public station, either with another public station or with a private station, shouldbe charged for according to the same principle, i.e. a fixed tariff, with various charging steps.1.1.2 Charg
6、es for phototelegraph calls between private stations or between a private (outgoing) station and a public(incoming) station should be reckoned at the same rates as telephone calls, depending on the charging period concerned(heavy-traffic or light-traffic period).1.1.3 However, the charge for the act
7、ual period of use should be increased by a surcharge of four minutescorresponding to the time needed to prepare the call and to restore the circuits to the telephone service.1.1.4 In addition, for calls from a private station to a public station, the Administration responsible for the publicstation
