The IT Telecommunication Standardization Sector
8、 (ITU-T) is a permanent organ of the ITU. Some 179 member countries, 84 telecom operating entities, 145 scientific and industrial organizations and 38 international organizations participate in ITU-T which is the body which sets world telecommunications standards (Recommendations). The approval of R
9、ecommendations by the Members of ITU-T is covered by the procedure laid down in WTSC Resolution No. 1 (Helsinki, 1993). In addition, the World Telecommunication Standardization Conference (WTSC), which meets every four years, approves Recommendations submitted to it and establishes the study program
10、me for the following period. In some areas of information technology which fall within ITU-T?s purview, the necessary standards are prepared on a collaborative basis with IS0 and IEC. The text of ITU-T Recommendation X.738, Amendment 1, was approved on 5th of October 1996. The identical text is also

X.738 (1993)/Amd.l(1996 E) Summary ITU-T Rec. X.738 I ISO/IEC 10164-13 provides many possible options for implemen
32、tors to choose from in the development of a product. This means that an Operations System (OS) product from one vendor needing to interwork with an OS product from another vendor must be developed to some common and explicit agreement both developers use concerning the actual options to be developed
33、 in their software products for X.738-based messages. This amendment provides a means to specify message options in such a way that the later documentation of actual options chosen for a product can be more explicit. The result is that the time to carry out interoperability tests between an OS from
