PURPOSE The Center Director, under authority given through NPD 1000.3, has determined that the Office of Strategic Analysis and Communications (OSAC
9、) shall be responsible for the purchase, storage, preparation, coordination, and tracking of mementos given on behalf of the Center Director. This Marshall Work Instruction (MWI) provides instructions for requesting official Center mementos, category definitions, and presentation policies. 2. APPLIC
10、ABILITY This MWI applies to the personnel, programs, projects, and activities at Marshall Space Flight Center (MSFC) and MSFCs Michoud Assembly Facility (MAF), including contractors and resident agencies to the extent specified in their respective contracts or agreements. 16、r implementing the requirements of the MSFC Memento Program. 5.7 VIP. Very Important Person. 6. INSTRUCTIONS 6.1 Memento Categories. Mementos, their categories, category definitions, and presentation policies are subject to change at the discretion of the OSAC Director or designee. A list of current
17、 mementos is provided in Appendix A but items are subject to change depending upon funding and availability. Procedural guidance is provided in Appendix Z. 6.1.1 Category 1s are given to high-level MSFC employees who are retiring, executive staff departing from other Centers or NASA Headquarters, or
18、 visiting high-level VIPs. They are engraved with words provided by the requesting organization. 6.1.2 Category 2s are given to lower-level retirees or those who depart the Center prior to retirement and are deemed to have been outstanding achievers. They also are given to visiting representatives,
19、senators, governors or other government dignitaries. If engraved, the words shall be provided by the requesting office. 6.1.3 Category 3s are given to visiting astronaut crews, the highest ranking member of groups who visit the Center, or less high-ranking individuals. They are normally engraved. 6.
20、1.4 Category 4s are given to visitors of the Center Director, Deputy Director, or Associate Director as a token to commemorate the visit. They are normally engraved. 6.1.5 Special Category “Footprint” obelisks shall be reserved for inductees into the “Footprints Walk” at the U.S. Space and Rocket Ce
21、nter. 6.2 Procedure for Requesting Mementos. 6.2.1 If an MSFC Center organization, including MAF, has a retiree or visitor to whom they would like to present a Center memento, a representative from that organization shall contact the OSAC External Relations Offices Protocol function with the request
22、. 6.2.2 OSACs External Relations Office Protocol Officer or designee shall decide if it is appropriate to give a Center memento to that individual according to the criteria stated in this MWI. 24、shall provide the OSAC Public and Employee Communications Office the appropriate category level and name of the person to receive the memento, the dates of service, and words to be engraved. 6.2.4 OSAC Public and Employee Communications Office shall provide the OSAC support contractor with engraving

26、n a full career: Presented to Joan Doe Office of Aeronautics and Space Transportation Technology In recognition of your dedicated service to NASA April 1989 - December 2009 6.2.5 When ready, the Public and Employee Communications Office shall review the finished product for quality control, and prov
27、ide the memento to the OSACs protocol staff who in turn contacts the requesting individual or organization to pick up the memento. 6.2.6 Mementos purchased for presentation to non-NASA visitors shall be funded from nonappropriated funds or from NASAs Official Representational Fund (see NPR 9050.1, 2
28、.3.5) as funding permits. This does not apply to mementos given to guest speakers at NASA-sponsored programs (see Comptroller General Decision B-223608 (December 19, 1988). 6.2.7 Concurrence from Office of the Chief Counsel for Category 4 mementos shall be received before appropriated funds are used
29、 to purchase mementos costing more than $20 each. 6.2.8 If the OSAC Director determines that space artifacts or space-related hardware is to be given (with or in lieu of one of the official Center mementos), the presentation shall be in accordance with NPR 4310.1 and NPR 4300.4. 6.2.9 Mementos not p
30、resented to the recipient shall be returned to the OSAC support contractor for refurbishment and reuse. 6.2.10 OSAC support contractor shall contact the OSAC Public and Employee Communications Office COTR when the memento inventory needs reordering. PERSONNEL TRAINING AND CERTIFICATION The OSAC support contractor shall maintain two qualified employees to operate a Government-furnished engraving machine

40、ven to NASA personnel or retirees are normally in recognition of their service to the Government. Z.1.2 Category 4 mementos are authorized to be given to visitors or employees who may have done a great job in a project, but not to the level of a Category 3 memento. Z.1.3 Category 4s are not normally
41、 engraved, but an engraved plate could be affixed to them. Z.2 PROCESS Z.2.1 Normally, the OSAC support contractor requires 3 to 5 days advance notice to prepare a memento. Z.2.2 After completion, the CS20 memento technical monitor and the CS30 protocol functions designee, review the finished produc
42、t for quality control. Z.2.3 The memento can then be picked up at the Public and Employee Communications Office (Building 4200, Room 101), or be delivered to the requester if resources and personnel allow. Z.2.4 Arrangements can be made through the Public and Employee Communications Office to pouch
