The formulation of the cleaning compound shall beoptional w-manufacturer, but the material shal1 conform to therequirements specified herein.3.2.1 Toxicity. The cleaning compound shall have no adverse effect onthe health of personnel when used for

20、its intended purpose. Questionspertinent to this effect shall be referred by the procuring activity to theappropriate medical service who wil1 act as adviser to the procuringactivity. The manufacturer shall certify that the cleaning compound containsno substance known to be toxic to the user under n

21、ormal conditions of use (see4.3.3).3.3 Chemical and physical properties.3.3.1 Phenolic content.3.3.1.1 Phenolic (Phenols and cresols) content (type 1). The type Icleaning compound, when tested as specified in 4.5.1, shal1 contain less than0.01 percent by weight of phenolic material.3.3.1.2 Cresol co

22、ntent (type 11). The type 11 cleaning compound, whentested as specified in 4.5.1, shal1 contain not less than 12 percent nor morethan 25 percent by weight of cresol material.3.3.1.3 Phenol content (type 11). The type II cleaning compound, whentested as specified in 4.5.1, shall contain less than 3.0

23、 percent by weightphenol (C6H50H).of3;3.2 Free alkali. The cleaning compound, when tested as specified in4.5.2, shall contain no free alkali.3.3.3 Volatile matter. When the cleaning compound is tested as specifiedin 4.5.3, the volatile matter shal1 not exceed 10.0 percent.The cleaning compound, when

When the cleaning compound is tested as specified in4.5.5, the pour point shall not exceed

25、2C (35”F).3.3.6 Form. The cleaning compound shal1 be a 1iquid at roomtemperature-en exposed as specified in 4.5.6, stirring the cleaningcompound shal1 readilY dissolve any surface skin which may have formed.3.3.7 Volubility in mineral spirits. When tested as specified in 4.5.7,the cJeaning compound

26、shal1 dissolve readilY, be clear and show no evidence ofseparation or undissolved matter.3.3.8 Volubility in hard water. When tested as specified in 4.5.8, thecleanina comoound shal1 readilV dissolve or emulsify and show no evidence ofemulsio breakdown such as sep9 Emulsion stability. When tested as

27、cleaning compound shal1 form an emulsion whichsolvent 1ayer or other evidence of breakdown.creamy top layer shal1 be permissible.or ol phase. When tested as specified in 4.5.11,the cleaning compound shal1 not show evidence of corrosion nor cause a weightchange in any test panel specimen greater than

29、 that listed in Table VI.3.3.12 Effects on acrylic base plastic (type I only). The type Icleanng compound, when tested as specified in 4.5.12, shall cause no crazing,cracking or other kinds of attack on acrylic base plastic.3.3.13 Effect on lacquered surfaces (type I only). The type I cleaningcomoou

30、nd. when tested as sueclfled in 4.5.13. shall cause no “oennanentsoftenin,loss of gloss, discoloration, bleeding or any filmirregularity onlacquered surfaces.The cleaning compound, when tested as specifiedin 4?!; sits original condition. .-3.3.15 Storaqe stability. The cleaning compound, after stora

32、anship. The ingredient materials shall be assembledprocessed to producea homogeneous1iquid cleaning compound free ofmaterial.I 4. QUALITY ASSURANCE PROVISIONSandforeign4.1 Responsibility for inspection. Unless otherwise specified in.thecontract, the contractor is responsible for the performance ofal

33、1 inspectionrequirements as specified herein. Except as otherwise specified in thecontract, the contractor may use his own or any other facilities suitable forthe performance of the inspection requirements specified herein, unlessdisapproved by the Government. The Government reserves the right to pe

34、rformany of the inspections set forth in the specification where such inspectionsare deemed necessary to assure that supplies and services conform toprescribed requirements.4.2 Classification of examinations and tests. The examinati.onsand testsof the solvent soluble cleaning compound shal1 be class

35、ified as follows:(a) Qualification inspection (see 4.3).(b) Quality conformance inspection (see 4.4).4.2.2 Inspection conditions. Unless otherwise specified, al1examinations and tests shal1 be conducted at 21 to 27C (70 to 81F).4.3 Qualification inspection. The qualification inspection shall consist

36、of al1 the examinations and tests specified herein.4.3.1 Retention of qualification. In order to retain qualification of aproduct approved for 1isting on the qualified products list (QpL), themanufacturer shal1 verify by certification to the qualifying activity that themanufacturers product complies

37、 with the requirements of this specification.The time of periodic verification by certification shall be in two-yearintervals from the date of original qualification. The Government reservesthe right to re-examine the qualified product whenever deemed necessary todetermine that the product continues

38、 to meet any or all of the specificationrequirements.4.3.2 Qualification samples. The qualification sample shall consist ofone gallon of each type of cleaning compound for which qualification isdesired. Samples shal1 be forwarded to the Cormnander,Naval Air DevelopmentCenter, Warminster, PA 18974, A

41、etter) (see 6.3).4.3.3 Inspection report. The manufacturer shal1 submit a report, induplicate, to accompany the qualification inspection sample. This reportshal1 include the results of the manufacturers tests, reportedquantitatively, where applicable, in the units specified for al1 of therequirement

42、s specified herein, except storage stabi1ity. Tests not conducteddue to lack of special test facilities or materials shall be so noted in thereport. Material safety data sheets (see 3.2.1) shal1 be prepared inaccordance with FED-STD-313. One copy of each shall be forwarded to thequalifying laborator

43、y, the preparing activity of this specification and to theactivity specified in 6.5. In addition, the manufacturer shal1 submit acomplete statement of the formulation including the chemical name and weightpercent of each ingredient.4.4 Quality conformance inspection. The quality conformance inspecti

A lot shall consist of all the cleaning ccmpoundproduced by one manufacturer, at one .P1ant, from the samemat.erals, and underessentially the same conditions provided .the operation is continuous and does $not exceed 24 hours. In the event the process is a batch operation, each. I

47、 batch shall constitute a lot (see 6.4).4.4.2 Sampling for tests. Quality conformance test samples shal1 beselected in accordance with table II. Unless otherwise specified, two1-gallon composite samples, consisting of equal parts of the sample unitselected, shall be subjected to the”tests in table I

48、. The sample shall beclearly identified by the manufacturers formula number as specified in4.3.2. The manufacturer shall furnish with each lot a certificate to theeffect that the material has been processed in the same manner and degreeusing the same base ingredients as the approved qualification sa
